SAN DIEGO (KGTV) - With the fall school year quickly approaching, there are concerns some students will be left behind.Schools across the state worked to close the technology gap over the summer. However, the California Department of Education says more than 700,000 students still lack computing devices, and another 300,000 lack hotspots to connect to the internet.Even if all students have the right tools, will they participate?"For some people, they may find it challenging," said parent Frank Powell. "In my situation, I find it impossible."Powell is a father of three. His oldest child is 11 and has special needs. Powell said they haven't logged into a learning program at all this summer."It's good for some. For others, it's impossible, and for others, it's going to be extremely challenging," he said.Back in March, the headlines about distance learning were daunting.A Los Angeles Times article on March 30 stated, "About 15,000 Los Angeles high school students are absent online and have failed to do any schoolwork while more than 40,000 have not been in daily contact with their teachers since March 16, when the coronavirus forced campus shutdowns."A spokesperson for the Los Angeles Unified School District said the district did not take classroom attendance when schools initially closed. Instead, it made every effort to provide students with technology and get them connected to online instruction. Los Angeles Unified invested 0 million to provide devices and technology for students.A graphic provided by the district showed a dramatic increase in the number of students who are now connected.At the state's second-largest school district, a San Diego Unified spokesperson said at the end of May nearly 98 percent of students had logged in since they began measuring this at the start of April. The district said that the number is accumulative."The participation of 97.8% of our 101,000 transitional kindergarten to 12th-grade students is extremely encouraging, but it is not 100 percent. It is, however, above our average rate of attendance on any given day of the school year of approximately 96%. For comparison, our rate of chronically absent students for the last school year was 12.4%. Of the 2,204 students who have not logged in, the majority are in very young grade levels. Some 51% are in Transitional Kindergarten or kindergarten. For a point of comparison, in a typical school year, kindergarten students account for 12% of all absences," the SDUSD spokesperson said.At the Poway Unified School District, elementary, middle, and high school participation ranged between 98 and 99 percent, district officials said.The district noted, "The data indicates the percent of students that connected or participated at some level in distance learning. Participation did vary, day-to-day, however, we conducted a significant amount of outreach to students and families. PUSD teachers, counselors and site administrators all worked to contact students via email, phone calls, and home visits. We are proud of the efforts of our school teams."An initial struggle was technology. It's something districts across the state are shoring up.But even with the right tools, will kids log in and participate?"The first week back had 85 percent of my kids showing up," said teacher Jessica Davis. "The next week, it was half of that, and the week after was half of that."Davis said she experienced challenges with student motivation and accessibility in the spring but did believe virtual learning can work."I don't think it's going to ever be what we can accomplish in the classroom, but I do believe it can be effective."According to the California Department of Education, "Education Code Section 43504(f) requires each LEA to develop written procedures for tiered reengagement strategies for all pupils who are absent from distance learning for more than three schooldays or 60 percent of the instructional days in a school week. These procedures shall include, but are not limited, to verification of current contact information for each enrolled pupil, daily notification to parents or guardians of absences, a plan for outreach from the school to determine pupil needs including connection line with health and social services as necessary and, when feasible, line transitioning the pupil to full-time in-person instruction." 4359

That's where Mike Cothrine comes in. He started Mike's Fit Family about eight years ago to teach teachers free of charge about how to achieve a healthy body and healthy mind."A lot of these ladies had never exercised before in their life," he says. "A lot of them were just happy that somebody cared about them, cared enough to take care of them the way they take care of so many."The idea is to get teachers moving so they can do the same for their students.Mike says, "They started to really feel the power, and started feeling themselves and that energy translated to the kids."Preschool teacher Sofia Martinez who teaches at VIP Village Preschool in Imperial Beach has lived those positive effects."My stress levels were lower, it helped me sleep at night," and she says, "I went down from a size 12 to a size 6."Sofia says the kids love the workouts and while they catch on quickly, they're not the only ones."We saw the effects on the children in the classroom and then it was starting to trickle into the homes and the moms wanted to join," she says.Mike's approach is holistic. He also teaches stress relief and nutrition. When you meet him it becomes immediately clear why he's effective. He exudes energy and a half. He says his inspiration comes from his childhood in St. Louis. What his family lacked in means, they made up for in love. So with his fitness background, he wanted to give back to those who also lack the means.He says, "That's the core value of myself and my team, we love you up."Mike was traveling across San Diego county helping 20 different school district groups when the pandemic hit. So, in his can-do fashion, he took his classes virtual. Forty live virtual classes a week from 6 a.m. to 7 p.m. He asks those who can to pay so he can continue to give to others who can't. SAN DIEGO (KGTV) - A former Yuma Police officer testified Tuesday in his trial for the rape of a woman in Kensington.Jared Elkins, 34, raped his wife’s cousin after a family gathering at her home on Marlborough Drive last year, prosecutors said. The group had been out to dinner, then watched a movie while drinking beer and wine at home.She testified last week, saying she didn’t yell during the alleged attack because Elkins threatened to kill her. His wife was asleep across the hall at the time.After the encounter, the woman said she ran into her mother’s room for help, and they both escaped out a window.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Police said Elkins told them that the sex was consensual and the rape charges were made out of guilt.Elkins told the jury the alleged victim started flirting with him after everyone else went to sleep.“There was mutual flirtations between the two of us and we were being adults,” said Elkins, who testified the woman was “cuddling, almost snuggling” with him.“She said yeah, it was surprising to me; I was excited a younger attractive woman, you know, it kind of confirmed everything on the couch,” Elkins said.Elkins resigned from the Yuma Police Department in 2017. He is facing nine felony counts including forcible rape and could serve 14 years in prison if convicted.City News Service contributed to this report. 1462

SAN DIEGO (KGTV) -- A family moving from Philadelphia to San Diego says they had their belongings stolen within the first 30 minutes of being here.The family says it all happened in the parking lot of a Target store in Mission Valley. The cargo carrier atop their car, stolen from the roof.The family says they think the suspects who stole the items may be professionals. Michael Kaminis says he thinks the thieves knew what they were doing when they unhooked the carrier without leaving a mark. “I was in shock, the kids were crying.”Kaminis says despite the setback, his family is staying positive. “You can’t let a thing like this deter a big life decision, they’re still on board, they love the idea of San Diego. SAN DIEGO (KGTV) -- A 2-year-old boy who was reported missing by his stepfather in San Diego in 2002 suffered a fatal injury and died while in the sole custody and care of the stepfather, who disposed of the body, a prosecutor said Thursday, but a defense attorney said her client loved the child and didn't kill him.Tieray Jones, 39, told police that Jahi Turner disappeared from a park near the southern end of Balboa Park the afternoon of April 25, 2002.Deputy District Attorney Bill Mitchell told a jury that Jones married Jahi's mother -- Tameka Jones -- after Jahi was born and the couple moved to San Diego from Maryland in February 2002.The defendant was left to care for Jahi when Tameka Jones -- who was in the Navy -- went out to sea on April 22, 2002, the prosecutor said.Three days later, the defendant called 911 and said his step son disappeared in the park when the defendant walked to a vending machine."We will piece together what happened that week," Mitchell told thejury. "You're gonna know what happened to Jahi based on the evidence."Two days before he reported the child missing, Jones told his wife that Jahi had fallen off the bed and bumped his head, but it was "no big deal," the prosecutor said.Jones also complained that Jahi had wet the bed, according to Mitchell. Witnesses at the apartment complex where Jones lived said they saw the defendant carrying three large trash bags to a Dumpster just before the trash was to be picked up the day before the child disappeared, the prosecutor told the jury.One neighbor commented, "It didn't look like regular trash," Mitchell said. The prosecutor pointed to "glaring inconsistencies" in the defendant's statements to police about what happened.Mitchell said there was "no credible evidence" that Jahi was at the park that day. Despite a massive search, the child's body was never found.Jones was arrested in April 2016 in North Carolina and brought back to San Diego to face a murder charge.Deputy Public Defender Courtney Cutter told the jury that her client was a suspect in his stepson's disappearance almost immediately.Cutter said the defendant and Tameka Jones were used to just "getting by" and had very little when they moved to San Diego.The attorney said her client loved Jahi as if he were his own. "Tieray did not kill this child," Cutter told the jury."He was an imperfect father, yes, but not a reluctant one." At the end of the trial, there will be more questions than answers as to what happened to Jahi, Cutter said. Jones faces 25 years to life in prison if convicted. 2570
