BEIJING, Sept. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang said Tuesday that China would coordinate its national family planning policy, stabilizing an appropriately low birth rate and improving the quality of its population."The fact remains that China has a large population. The issue of population is always a major issue for China's social and economic development," said Li at a seminar marking the 30th anniversary of the Family Planning Association of China in Beijing.The government must solve the issue in a way that takes into consideration the whole picture of China's long-term social and economic development, he said.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded.The Chinese government adopted a family planning policy in the late 1970s which basically permits most urban households to have only one child.The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.Li said the government would make efforts to improve the quality of the population, optimize the population structure and spur the rational distribution of the people, so as to turn the pressure of the population into an advantage of human resources.He also said the government would launch measures to narrow the widening ratio of men to women and address problems arising with an aging population.The population aged at or above 60-years-old will top 200 million by the end of 2015, government reports showed.

BEIJING, Sept. 28 (Xinhua) -- Chinese farmers have begun to reap crops as autumn drew to a close, and the nation is expecting a good harvest this year, China's Ministry of Agriculture (MOA) said here Tuesday in a statement on its website.The forecast is based upon higher average yields and an estimate that China's planting area for autumn crops rose by 10 million Mu (about 667,000 hectares) from one year ago, said the ministry.According to figures from the MOA, a total of 386 million mu of crops had been harvested by Sept. 27, accounting for 33.3 percent of the total.In a break down of the harvest, 130 million mu of rice, or nearly 50 percent of the total rice planted, had been reaped, while 140 million mu of corn and 60.7 million mu of soybean were harvested, accounting for 28.5 percent and 46.5 percent of the total, respectively, said the MOA.The ministry also arranged for 29 million sets of farm equipment to help with the autumn harvest, it said.China's grain output reached 530.8 million tonnes in 2009, the sixth consecutive year of growth in grain yield.In the wake of a severe drought in China's southwestern regions earlier in the year, summer grain output this year stood at 123.1 million tons, down 0.3 percent from one year ago.

BEIJING, Oct. 13 (Xinhua) -- China's central government will, for the first time, reserve vacancies for farmers and workers in this year's nationwide civil service exams.The announcement was made on Wednesday by the State Administration of Civil Service (SACS), which is in charge of recruiting central government employees.Millions of farmers living in the country's rural areas were not allowed to take the exam selecting central government officials until 2006, when the restriction of household registration, or hukou, was lifted.According to the administration, those reserved vacancies will be allocated among departments of the customs, state taxation and railway police at country-level or below.The SACS posted a notice for the exams on its website, but did not specify the number of reserved vacancies.The central government plans to recruit more than 16,000 public servants in 2011, 1,000 more than in 2010. About 85 percent of the vacancies require at least two-years grassroots work experience, up 15 percentage points from the previous year.The SACS also revealed that 100 positions were specially created for college graduates who had served in villages to encourage more college students to work in rural regions after graduation.Registration for this year's exams will start on Friday.

BEIJING, Sept. 30 (Xinhua) -- China and the European Union (EU) are forging a reliable partnership as one's stability, growth and prosperity are in the interests of the other, said an EU envoy on Thursday.Serge Abou, EU Ambassador to China, made the remarks before Chinese Premier Wen Jiabao attends the eighth Asia-Europe Meeting (ASEM8) and the 13th China-EU summit from Oct. 4 to 6. The ASEM summit, under the theme "Quality of Life: Achieving Greater Well-being and More Dignity for all Citizens," will focus on global finance and economic governance, sustainable development, and social and cultural exchange between Asia and Europe.China, as the second largest economy in the world, plays an important role in the meetings, Abou said, adding that the growth of Chinese economy contributed much to the world, especially amid the financial crisis.Abou described the relationship between China and the EU as "maturing partnership," with trade as "the first taproot" of the ties.The 27-member EU is China's biggest trade partner while China is the EU's second-largest trade partner and most important source of imports.
