A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. The current migrant shelter at the old family courthouse downtown at 6th and Cedar will close Dec. 31 for redevelopment. 1266

A Thanksgiving night shooting at a mall in Alabama left two people injured and a gunman dead, authorities said Thursday.The incident at the Riverchase Galleria in Hoover started with a physical altercation between an 18-year-old and the 21-year-old gunman, police said. The confrontation occurred in the mall, near Footaction and JC Penney stores.Police do not know how the confrontation began, but "we do not believe at this point the 18-year-old was armed," Hoover police Capt. Gregg Rector said.The gunman opened fire, shooting the teen twice in the torso, according to police. An officer confronted the gunman as he ran away from the scene and fatally shot him, Rector said.The officer involved has been placed on administrative leave while the Jefferson County Sheriff's Office investigates the incident, police said.A 12-year-old girl was also struck and injured, but it's unclear by whom, Rector said. The two people injured have been hospitalized.The girl had a single gunshot wound and has gone through surgery and "does not have life-threatening injuries," Rector told CNN.Witnesses described hearing gunshots inside the mall, which was open late on Thanksgiving. The scene was chaotic, with customers screaming and staff working to lock down the shopping center, witnesses told CNN affiliate WBRC.The Hoover Police Department said the scene is now secure.Hoover is about 10 miles from Birmingham.Brookfield Properties, which owns the shopping center, said it was devastated by the shooting."We are working closely with the Hoover Police Department and are grateful for their swift action to contain the situation," spokeswoman Lindsay Kahn said."While there is no current danger to our community, the shopping center will remain closed for tonight." 1768

A person with knowledge of the punishment tells The Associated Press that at least three NFL coaches and their teams have been fined because their coaches weren't wearing face coverings on the sidelines at all times. A new poll found many parents have no plans to get their children the flu shot this year.According to a new report published by C.S. Mott Children’s Hospital, 34 percent of U.S. parents say their children are unlikely getting the vaccine this flu season.Dr. Judith Shlay with Denver Public Health says it can be extremely dangerous to opt out of getting the shot. "They can be hospitalized and die from it as we saw last year, and we assume this year will be just as bad as last year," Dr. Shlay says.Of the 1,977 parents polled, the report found 48 percent of the participants said they usually follow the recommendations of their child’s healthcare provider when making decisions about the flu shot. But 21 percent say they don’t remember if their doctor recommended the vaccine.Many adults The NOW spoke with say they don’t remember flu shots being recommended by doctors when they were younger. Dr. Shlay says before the year 2000, they weren't."Before that time period, we were only asking high-risk adults, elderly and at-risk children to get vaccinated," Dr. Shlay explains.Parents says they have their own reasons as to why they don't get their kids flu shots. Some of those reasons include potential side effects, the belief the shot doesn’t work and that their child is healthy and doesn’t need to be vaccinated."You might still get the flu, but by taking the vaccine, you will reduce the disease burden from taking it. It will be a milder infection," Dr. Shlay says.Doctors also recommend not waiting to get the shot.  "Flu activity is high December and January, so the best time to get it is now," Dr. Shlay says. 1648
