(KGTV) - A U.S. Postal Service deliveryman was pinned against his mail van in National City Thursday when a driver having a seizure struck him, witnesses said.Surveillance video shows the sedan crash into the USPS worker as he stood at the back of his van at 2907 Highland Ave. Witnesses jumped into the vehicle to back it up and stop the engine. The postal worker fell to the ground as passersby called for help. National City Police officers arrived and put a tourniquet on one of the postal worker’s legs. He was alert but suffering major injuries, firefighters said. The man was taken to UC San Diego Medical Center.The driver who struck the postal workers has a history of seizures, National City firefighters said. He was also taken to a hospital for evaluation. 798

(KGTV) - National City Treasurer Mitchel Beauchamp is facing multiple charges of animal cruelty Tuesday, including unlawfully trapping skunks and opossums.Court records obtained by 10News indicate the San Diego County District Attorney’s office believes Beauchamp maliciously and intentionally maimed, mutilated, tortured, wounded and killed an animal.Beauchamp told 10News he had a pest problem. He invited our crew into his yard to show us the humane trap he had been using. He also showed the crew where animals were moving from the canyon into his yard.According to County Animal Services, residents are allowed to relocate skunks and possums within a mile from their homes using a humane trap. Experts say the best way to keep pests out of your yard is to keep the area clean and don’t set out food. They recommend you hire a humane professional or learn to live with the animals.Beauchamp could be sentenced to up to one year in jail if convicted on all six counts.  1007

Cindy Hyde-Smith posed with Confederate artifacts in photos from 2014 that emerged Tuesday, the latest in a series of controversial moments for the freshman Republican senator who is facing a run-off next week.In a photo posted to her Facebook account in 2014, Hyde-Smith was pictured posing with Confederate artifacts. The caption on the post read, "Mississippi history at its best!"Hyde-Smith, who will face former Democratic Rep. Mike Espy in a Nov. 27 runoff election, posted the caption after touring Beauvoir, the home and library of Confederate President Jefferson Davis. In the post, Hyde-Smith appears in four photos posing with Confederate rifles, soldiers' hats and documents."I enjoyed my tour of Beauvoir. The Jefferson Davis Home and Presidential Library located in Biloxi," she wrote in the post on her Facebook page. "This is a must see. Currently on display are artifacts connected to the daily life of the Confederate Soldier including weapons. NATIONAL CITY, Calif. (KGTV) -- Thursday afternoon, police chased a suspect through San Diego County they say stole a vehicle from National City. During the pursuit, police used spikes, which shredded tires on the truck. After the truck came to a stop in Encanto, police could be seen shooting pepper balls into the truck. The suspect emerged from the vehicle a few moments later when a police K9 could be seen attacking the suspect before he was placed in handcuffs and taken into custody. Police say a Pit Bull was found in the back seat of the truck. At this time, authorities say it's unclear whether the dog belongs to the suspect or the person the truck was stolen from. 10News was live throughout the chase. (KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835
