SAN DIEGO (CNS) - Officers found a man fatally wounded inside a vehicle in the Bay Terraces community of San Diego, a police lieutenant said Saturday.Officers discovered the vehicle off the road with no other vehicles around and it did not appear to have been involved in a traffic crash, San Diego Police Lt. Paul Conley said.Officers dispatched to the location a little before midnight in the 7000 block of Paradise Valley Road walked up to the vehicle and discovered a man behind the wheel suffering from a gunshot to the upper body, Conley said.Paramedics rushed the man to an area hospital, where he died from his injuries, he said.The San Diego Police Department's Homicide Unit asked anyone with information regarding the shooting to call them at 619-531-2293. 775

SAN DIEGO (CNS) - A San Diego City Council committee signed off Thursday on the proposed sale of a vacant city-owned property on Cortez Hill to a nonprofit agency for less than ,000 to create more than 100 units of affordable housing.The .4-acre property at 1449 Ninth Ave. was most recently the site of the now-vacant Cortez Hill Family Center, which housed homeless families.The City Council's Land Use and Housing Committee unanimously approved the proposal to sell the property for ,593 to Community Housing Works, which develops, rehabilitates, preserves and operates affordable apartment communities in San Diego and throughout the state.The sale will now move to the full City Council for consideration.According to a staff report, the low price is justified because "the property sale furthers the public purpose of providing low-income rental housing for 55 years, the number of affordable housing units will be increased, and the city will be relieved of administrative costs and liabilities associated with managing and maintaining the property."Councilman Chris Ward, the committee's chairman, said the building has served an important role, and he's grateful to Community Housing Works for proposing to create a net affordable housing gain."We are eager to get started and to keep working," said Mary Jane Jagodzinski, Community Housing Works' vice president of housing and real estate development.The proposal calls for Community Housing Works to demolish the existing three-story structure and its 48 units and build anywhere between 75 and 110 units, at least 44 of which would be for people or families making 30% or less of the Area Median Income. The other units would be available to people making between 30 and 80% of the region's AMI. The property would also have up to three manager units.The city acquired the property -- formerly a Days Inn hotel -- in 2001 for transitional housing for homeless families. The San Diego Housing Commission administered homeless services at the facility from 2010 until last year, when nonprofit homelessness services provider Alpha Project took over.The building was vacated by families in April after the city opened Operation Shelter to Home at the San Diego Convention Center for those experiencing homelessness during the COVID-19 pandemic. The rest of the people at the city's transitional homeless shelters -- such as Cortez Hill -- were shuffled to central locations to allow for easier tracking of the virus and to prevent spread of the illness.Alpha Project vacated the building on May 8 and the city officially declared the property "surplus" on May 19.The city's sale is contingent on the development of affordable housing on the property. SAN DIEGO (CNS) - An emaciated dog found Friday in Bandy Canyon remains in critical condition but has shown some signs of improvement, the San Diego Humane Society's animal care staff reported today.A county resident brought the 2-year old male pit bull mix to the Humane Society's Escondido campus after finding him extremely dehydrated and cold, with pressure sores on his hips and knees. Humane Society veterinarians are working to feed and re-hydrate the dog slowly so as not to damage his body in its current fragile state.According to the organization, it could take between seven and 10 days for the dog to turn a corner and begin to recover. Humane Society staff are hopeful that will happen."When I found him he was extremely lethargic and weak,'' said Humane Society Law Enforcement Sgt. Lauren Monreal. "He's since received fluids, some electrolytes and ... even despite his horrible condition, he wags his tail.''The organization's Law Enforcement unit opened a felony cruelty investigation on Friday into the dog's abandonment and who may be responsible. SAN DIEGO (CNS) - A man whose altercation with four off-duty San Diego police officers in the parking lot of a Grantville bar drew attention from local activists alleging excessive force was sentenced Thursday to a three year probation term in connection with cocaine and firearm possession, which includes 90 days in jail and nine months to be served in a work furlough program.Jonathan Felix, 29, pleaded guilty last month to possession of a loaded firearm and cocaine, in connection with the Nov. 7, 2018, altercation outside McGregor's Grill and Ale House just before 2 a.m.The case generated substantial public interest regarding the use of police force rather than for the felony case, in which Felix was accused but never charged with pointing the gun at the officers, prompting them to tackle him to the ground and strike him several times until they were able to seize the pistol, according to prosecutors.RELATED: San Diego man says off-duty SDPD officers assaulted himThe blows rendered Felix unconscious, and left him with a fractured pelvis, fractured hand and cuts and bruising to his head, while one of the officers testified that he broke his hand punching the defendant.In addition to possessing cocaine, Felix was prohibited from possessing a firearm due to theft and drug-related convictions out of Arizona, according to Deputy District Attorney Michael Runyon.Following his 90 days in custody, Felix will continue working during the day at Greystone Prime Steakhouse & Seafood in the Gaslamp Quarter, where he was employed at the time of his arrest. San Diego Superior Court Judge Polly H. Shamoon imposed a suspended four-year prison sentence, meaning Felix could head to prison if he violates the terms of his probation.At a preliminary hearing in February, Officer Anthony Duncan testified that after he and other officers departed McGregor's, they noticed Felix leaving the premises and returning to the parking lot on several separate occasions, both in his Dodge Durango and on a bicycle. He said the officers were concerned that Felix was "casing" vehicles, possibly to break into or steal cars.Felix was exhibiting "odd behavior" and "something didn't feel right (about him)," Duncan said.Officer Jose Rodriguez, who was at the bar with the other men but left before the altercation with Felix, testified that he also felt Felix was looking into vehicles parked in the lot.Despite their concerns, none of the officers called for assistance from on-duty law enforcement until after they restrained Felix, according to Duncan.Duncan said that he approached Felix, at which point the defendant produced a semi-automatic handgun from his waistband and pointed it at him, prompting all four officers to draw firearms on Felix.Surveillance footage from the parking lot of the business captured the physical altercation between the men, but not the purported standoff, which was blocked from view by a parked car. The defendant, who was sitting on his bicycle at the time, backpedaled away from the men, who followed and tackled him to the ground, according to surveillance footage.Felix told investigators after being arrested that he believed the group of men, who he said never identified themselves as law enforcement officers that night, may have been casing his Durango or looking to start trouble.Defense attorney Alicia Freeze argued that her client drew his gun out of concern for his safety, but denied that he ever pointed the weapon at the group. Speaking with reporters outside court following the sentencing hearing, she said she felt the officers used "unlawful force" in subduing Felix.Runyon reiterated outside court that Felix pointed a gun at the officers, "ignored several commands" to drop his gun, and "did not give up the gun immediately" even after being taken to the ground.Along with Duncan, the altercation included fellow San Diego officers Nicholas Dabbaghian, Frank Bigler and Ross Bainbridge. 3956

SAN DIEGO (CNS) - A San Diego man who sexually assaulted three women, some of whom were unconscious during the acts, was sentenced Friday to six years in state prison and ordered to register as a sex offender for life.Juan Carlos Cordero, 37, pleaded guilty in September to three felony sexual assault counts stemming from allegations that he assaulted women he met on dating sites or in person between 2015 and 2019.Cordero pleaded guilty to penetration of an unconscious victim by a foreign object, forcible sodomy and sodomy of an unconscious victim, with each count corresponding to women identified only as Jane Does 1 through 3.RELATED: San Diego women face their accused rapist at preliminary hearingSome of the victims alleged they may have been drugged by the defendant and testified during a preliminary hearing last year that while with Cordero, they blacked out and woke up in his bed, with little to no recollection of the previous night.Many testified that they discovered they'd suffered injuries that led them to believe they had been sexually assaulted.Some women testified they felt drugged the following morning but had no memory of how that may have occurred, while others testified that Cordero forced alcohol or drugs on them.RELATED: Sex assault suspect may have more victims, San Diego Police sayIn addition to the three victims Cordero pleaded guilty to assaulting, testimony also came from several other women alleging he committed similar acts on them, as state law allows testimony from alleged victims of defendants charged with sexual offenses in order to establish a pattern of behavior.Cordero was arrested in March 2019.Following his arrest and the District Attorney's Office filing of felony charges, San Diego police put a call out for any potential victims, stating that Cordero had been known to identify himself as "J.C." to young women in the area. 1895
