OTAY MESA (CNS) - A pedestrian died Thursday after being struck by a hit- and-run motorist near Brown Field Municipal Airport, authorities reported.The 21-year-old woman was in a crosswalk in the 8200 block of Otay Mesa Road when a westbound silver Nissan Altima struck her about 9:15 a.m., according to San Diego police.The victim, whose name was withheld pending family notification, died at the scene.Following the fatal impact, the motorist continued driving and fled the area to the west, Officer Tony Martinez said.The vehicle is described as a four-door, silver-colored Nissan Altima. OCEANSIDE, Calif. (KGTV) — The Oceanside Unified School District voted Thursday to return students to an all-online learning format to prevent any coronavirus outbreaks, as cases surge throughout the state.Starting Monday, all elementary schools in the district will move to distance learning."With the recent rapid rise of COVID-19 cases, and our commitment to keep staff at home who are feeling sick, we’ve experienced a direct impact on staffing," an email from the district read late Thursday. "As a result of compounding staff shortages, we are unable to provide the amount of substitutes needed to effectively run our schools and classrooms. Additionally, we are not permitted under public health guidance to reopen our secondary campuses while we are in the most restrictive purple tier.The district said in addition to the move for elementary schools, it will delay the secondary return to in-person classes until San Diego County returns to the "red tier" of California's reopening guidelines.Secondary learning centers will continue to support students and the district's elementary enrichment program will serve students pending staffing. The district's free curbside meals program will also still be offered to all district students during virtual learning.The district's winter break will go on as planned from Dec. 21, through Jan. 8, 2021.No changes were announced regarding the scheduled return to in-person class for middle and high school students in January. 1485

OMAHA, Neb. — Authorities in Omaha say two people died and two others are in critical condition after a home explosion and subsequent fire early Tuesday morning.Following the deadly explosion, it was discovered that the homeowner, 74-year-old Theresa Toledo, had filed a petition for a domestic abuse protection order against 27-year-old Alexander Toledo, stating her relationship as his grandmother. Theresa and her daughter, Angela Toledo, both died in the fire that broke out in the 4800 block of South 51st Street. A dog also was found dead at the scene. According to the Omaha World Herald, Alexander and another person who lived in the home suffered critical injuries.Theresa wrote in the petition, "Alex is on meth, mushrooms that I'm aware of, I haven't been able to see my grandchildren since summer because they are afraid of him as he talks to himself and says his stepfather is in his head, which is not true...he has put holes in the basement walls where he stays and you can't even walk in the basement. He has electronics in the walls & ceiling. I'm afraid he will start my house on fire."Toledo also described her grandson's alleged criminal history with narcotics. She concluded the petition by writing, "I need Alex out of my house now before he destroys my house or harms me, the drugs make him crazy."According to Omaha Fire Department Battalion Chief Scott Fitzpatrick, crews arrived on the scene at 8:15 a.m. Tuesday, with a second alarm called at 8:23 a.m. The entire block was initially evacuated before authorities determined there was no threat to other residents.The house that exploded is a complete loss and was leveled in the explosion. Some surrounding homes have extensive damage.Neighbors described the scene as horrifying and said it sounded like a bomb went off. "I heard a very loud explosion. It sounded almost like something was bombed and I flew out of the house thinking it was my house and when I got outside I could see the house was on fire and someone was running down the hill and saying to call 911," said Marianne Distefano, a neighbor. When fire rescue arrived at the scene, the house was engulfed in flames. "It was horrible. I mean it was just in flames and after that, smoke, but you could see it was bad. It looked like someone had bombed the house," Distefano said. Distefano saw one neighbor jump to action. Jeff Mell ran towards the flames when he saw what was happening. "I heard something fall, it sounded like something fell on our house, I thought it was a tree or whatever so I came out front angry and I looked down the street and saw flames coming and I automatically just started running," Mell said. He and another neighbor wrapped a man in blankets and helped him to a safer area. Fire investigators are probing the cause of the explosion. "There are so many variables to tell right now, that’s why we have to investigate and kind of piece it together to see exactly what it was that made that house explode. As you can see, the explosion was pretty big," said Fitzpatrick. OCEANSIDE, Calif. (KGTV) — The pandemic is creating a serious budget crunch for the volunteer non-profit organizations that provide key funding and support city libraries across San Diego County.Gail Wells of the Friends of Oceanside Library says fundraising efforts have almost completely dried up. “We make ,000 a year on book sales. And we make ,000 on Farmer’s Market sales. We’ve lost that. We can’t have any book sales," says Wells.Other fundraisers have had to be canceled, as well. Wells says they have tried to get creative, including selling used books on Amazon and offering drive-through boxed book sales, where for , people can buy a box of books in a particular genre without knowing precisely what books they will receive. “A lot of people will say I don’t need a box of books. And we’ll say all you need to to get one book you like and it pays for your box of books. Sometimes it works," Wells said.The fundraising woes come at the worst possible time for Friends of the Oceanside Public Library because they are about to lose their office/sorting room. That’s because the city is tearing down the building to make way for a new fire station. OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674
