BEIJING, June 11 (Xinhua) -- China's Ministry of Agriculture (MOA) asked authorities in the nation's major wheat-planting areas to work to achieve quick summer grain harvests in spite of the difficulties posed by the extreme weather.This year's summer harvest has proven more difficult than usual because the ripening of winter wheat has taken place one week later than normal because of the bitterly cold weather last winter, while the consistently heavy rains that recently struck south China have impeded the harvest efforts, the MOA said.The ministry said local authorities should prioritize the harvest work and complete the harvest as quickly as possible.Reaping machine should be distributed properly in different locations to raise the harvesting efficiency, it added. "At the same time, efforts should be made to put the protection of civilians in armed conflicts into the overall framework of the political process for the peaceful settlement of conflicts.""The responsibility for the protection of civilians lies primarily with national governments," he said. CHANGSHA, July 31 (Xinhua) -- Death toll from a Friday explosion in Changsha City, capital of central China's Hunan Province, has risen to four with 19 people injured, local police said.The explosion went off on the third floor of a branch of Furong District's taxation office on Hengda Road near a downtown residential block at about 4:15 p.m., according to a statement from the city's police.Initial investigations show the explosion was a planned attack, the police said.The police sealed off the building and blocked nearby roads for investigation. All the workers in the building had already evacuated before the police came.Windows of the third floor were all shattered. Large blood stains could been seen on the stairs.The injured have been sent to the hospital.In a separate case in northeast China's Jilin Province, one people was killed and 20 were injured Friday in a series of explosions in a barber's shop in provincial capital Changchun.Four fire fighters were among the injured of the explosions which first blasted at 4:46 p.m, according to a statement from the municipal government.Witnesses say four explosions hit the shop.Fire fighters and workers from a local gas supply company are working at the site. URUMQI, July 30 (Xinhua) -- Rescuers were racing to evacuate more than 800 people still trapped by rain-triggered mountain torrents in a remote valley in China's far west Xinjiang Uygur Autonomous Region late Friday afternoon.Rescuers managed to reach the site in Kuqa County, of Aksu Prefecture, at 1:26 a.m. Friday, about 24 hours after rains and floods stranded more than 1,000 residents, construction workers and tourists in the mountainous area.As of 5 p.m. Friday, more than 170 trapped people, including 120 tourists and some 50 railway construction workers, had been taken to safe places. No casualties had been reported, said a spokesman with the prefecture's committee of the Communist Party of China.The locals dam up at a village of Alaer city in the upper reaches of the Tarim River, northwest China's Xinjiang Uygur Autonomous Region, July 30, 2010.
