SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. "It started when I was reading a Wall Street report saying google search results were bias and it was shocking to me."Agastya created a Google platform mock-up that surveyed people's perceptions on political candidates, based on search engine results. "I had a few political search results which were arranged in 5 different orders, one favoring a liberal, one favoring a conservative. Once I got the results back, I was shocked how much it changed people's perspectives by 30%."And it wasn't just his creativeness that got the judge's attention. He was also asked to answer two questions, one to offer a solution to the global wildfire issue. "You'd have a fleet of drones that'd detect fires with image processions and AI, that was my idea for solving the wildfires." His sharp responses then placed him in the top 30. "I just freaked out, it was incredible."Next month, Agastya will be competing in the final round as the contest goes virtual for the first time amid COVID-19. He said the most exciting takeaway so far, has been seeing others his age come up with real solutions that could change the world. SAN DIEGO (KGTV) — Border Patrol agents arrested five people in connection with a human smuggling incident, including one man convicted of being a sexual predator.A vehicle traveling through a temporary immigration checkpoint in Potrero failed to stop at about 6:30 a.m. Wednesday, according to U.S. Customs and Border Protection, before agents stopped the vehicle several yards past the checkpoint.Agents say five males in the vehicle were questioned. Three passengers in the vehicle's backseat said they were from Mexico but had no U.S. documentation, according to CBP. The driver and front seat passenger claimed to be from the U.S.The driver and front passenger were arrested on suspicion of smuggling and the three other passengers were arrested for being in the U.S. illegally, CBP said. During a records check at a nearby station, agents learned one passenger, a 39-year-old Mexican national, was convicted in 2012 of kidnapping and rape of a minor in San Diego. He was sentenced to a seven-year prison term and removed from the U.S.“I am proud of the great work agents demonstrated in arresting this known child predator,” said Chief Patrol Agent Douglas Harrison. “Their actions help keep our communities safer.”Both U.S. citizens face human smuggling charges and the previously deported Mexican man faces federal charges. SAN DIEGO (KGTV) — Arson investigators Saturday were looking into multiple fires set within a three-mile radius of each other in Ocean Beach and Point Loma.The first fire was set at about 1 a.m. on Muir Ave. in Ocean Beach. Three more fires were set on Piedmont Dr. and Catalina Pl. in the Point Loma area, San Diego Fire-Resuce Department said.No structures were damaged and no injuries were reported. Each fire was set in rubbish behind homes, according to SDFD. Due to the proximity and similarities between the small fires, fire officials said the fires were "suspicious" and arson investigators were looking at whether they were connected. No arrests have been made."The San Diego Metro Arson Strike Team (MAST) is investigating several suspicious rubbish fires which occurred last night in the Point Loma and Ocean Beach communities. SAN DIEGO (KGTV) — At age 41, Ryan Bartell had already achieved so much: He was a two-time all-state runner, served in the Coast Guard, and was helping autistic children alongside his wife. He also had a son of his own. “Ryan called me on March 1 of last year to say that he had been diagnosed with stage IV pancreatic cancer," remembers Jim Bartell, Ryan's father. The cancer was aggressive and chemotherapy wasn't working, Ryan was in a lot of pain. “They had him on morphine and fentanyl, two very serious opioids, and because of those two drugs he was asleep most of the time to deal with the pain," said Jim. Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. New York already has a similar law. “I felt something had to be done so that that didn’t happen to other people who wanted a higher quality of life near the end of their life," said Jim, who initiated the legislation. 2082
