Mississippi Gov. Tate Reeves has signed a landmark bill that retires the last state flag bearing the Confederate battle emblem. The Republican governor signed the bill Tuesday afternoon, just two days after legislators passed it. Amid international protests over racial injustice, Mississippi was under increasing pressure to lose a symbol that many see as racist. The state had used the flag since 1894. Mississippi will not have a flag for a while. A commission will design a new one that cannot have the Confederate symbol and must have the phrase, “In God We Trust.” Voters will be asked to approve the new design.The Confederate battle flag is losing its place of official prominence in the South 155 years after the end of the Civil War. Mississippi’s Republican-controlled Legislature voted Sunday to remove the Confederate emblem from the state flag. Other states took action previously. NASCAR, meanwhile, has banned the rebel banner from its car races. The flag with the familiar X design is still visible along Southern highways and in some stores. It's far from being banished in the region. But even flag supporters are surprised by the speed with which change is taking place amid a national debate over racial inequality. 1244

They have met the qualifications to refinance their mortgages at record-low interest rates.Home sellers have thrived in many housing markets, as home prices have risen despite surging unemployment, an unusual combination. Home resale prices were up 3.5% in June, compared with a year before, according to the National Association of Realtors. One reason for the increase in prices: Fewer homes were for sale because of social distancing. The reduced supply of for-sale houses led to increased competition among buyers, pushing prices upward.Homeowners must catch up on missed paymentsBut the COVID-19 recession may end up harming more homeowners than it helps.In late July, 3.9 million homeowners were using mortgage relief plans that allow borrowers to miss payments or make partial payments if they have been affected by COVID-19, according to the Mortgage Bankers Association. Eventually, those homeowners will be expected to catch up on their missed payments. Some homeowners’ incomes were permanently reduced. They may find it difficult to make good on their past-due payments.Renters could be out in the coldRenters could end up suffering the most. According to the U.S. Census Bureau’s Household Pulse Survey, 18% of renters, or 13.3 million households, didn’t pay their full rent in June. And in mid-July, one-third of renters surveyed, representing 23.8 million households, told the bureau that they had no confidence or slight confidence that they would make their next rent payment.Congress, along with state and local governments, imposed limits on evictions early in the pandemic, but some of those protections have expired. On top of that, 0 extra weekly unemployment insurance payments were set to expire at the end of July, and as the clock ticked down to the August recess, Congress was still negotiating an extension.Even with tenant protections in place, about 4% of renters have received an eviction notice or have been threatened with eviction since March, according to data from the Urban Institute’s Coronavirus Tracking Survey.When eviction bans expire, tenants have few options:Apply for emergency rental assistance, if the state or city offers it and still has money.Reach a repayment agreement with the landlord. Under such an agreement, tenants pay extra each month until they catch up with the past-due rent. But a repayment plan requires the tenant to have the money and the landlord to be willing to make a deal. Neither of those is a sure thing.If it’s not swamped with similar requests, the local legal aid service might be able to step in and help negotiate a deal with the landlord.? More than 5,000 people could still be missing in Indonesia, following a powerful earthquake that hit the island of Sulawesi last week, officials said on Sunday.Thousands of people are believed to be missing in the towns of Baleroa and Petobo, where rivers of soil swept away entire neighborhoods in the aftermath of a 7.5-magnitude earthquake and ensuing tsunami on September 28.The confirmed death toll from the quake has now reached 1,763, with 265 people missing in central Sulawesi's largest city, Palu, the spokesperson of Indonesia's Disaster Management Agency, Sutopo Purwo Nugroho, told reporters in Jakarta on Sunday.Almost all of the dead have been buried in mass graves. Another 62,000 people have been displaced by the disaster, Nugroho said.The spokesman estimated that 5,000 people could still be missing in Baleroa and Petobo, which had been badly hit by soil liquefaction -- a process where the soil becomes saturated with water, causing it to erupt into torrents that topple buildings. 1010

  

NASHVILLE, Tenn. — Six Metro Nashville police officers have been commended for their heroic response early Christmas morning when an RV exploded. The officers responded to the call of gunfire and upon hearing an RV play a recorded message saying the vehicle contained a bomb, took several measures to evacuate as many people as possible from Second Avenue.City leaders applauded the officers for their swift action, putting the lives of others ahead of their own. "They immediately began knocking on doors, not knowing when the bomb would go off," Chief John Drake said at a press conference Saturday night. "They didn't think of themselves...they thought of the citizens of Nashville. They saved lives today, and their heroism should be noted."The responding officers were identified as:Officer Brenna HoseyOfficer Tyler LuellenOfficer Michael SiposOfficer Amanda ToppingOfficer James WellsSergeant Timothy MillerMetro police said the bomb squad was en route to the scene when the vehicle exploded. Officer Luellen arrived at the scene first. He said after five minutes, they heard a timer counting down from the RV. Officers noticed the shades were down on the vehicle but did not notice a tag. He said he didn't immediately notice the RV, but thought it may have been someone visiting town for Christmas. The officers contacted six to seven apartments and asked residents to evacuate.After some time, music began to play from the RV. Once the song finished, the announcement of a bomb continued. Officer Luellen said once the announcement resumed, he saw a man walking a dog. The man was notified of the warning and shortly after the RV exploded. Luellen said he was knocked over and the man was in shock.The second officer who responded to the scene was Brenna Hosey. She said when she heard the announcement coming from the RV she was confused. "Is this really what we're hearing right now," Hosey recalled thinking. She then began clearing apartments on Second Avenue floor-by-floor. They began these evacuation efforts as the RV announced there would be 14 minutes until detonation. Officer James Wells suffered hearing loss from the blast. Wells said once he heard Luellen call over the radio for an immediate response, he knew by the tone of his voice it was serious. Officer Topping said as she was getting to the area of Second Avenue and Commerce Street she began to hear the message playing from the RV. "That's a sound I'll never forget," she said. Sgt. Moderna is asking American regulators to allow emergency use of its COVID-19 vaccine. It says its final results show the vaccine is 94% effective.The drug maker says it had 196 COVID-19 cases so far in its study. It says 185 of those participants received the placebo, while 11 got the real vaccine. The 30 people who became seriously ill in the trial didn't get the vaccine.FDA advisors are expected to look at all the evidence on December 17. They'll be checking out Pfizer’s vaccine on December 10.Pfizer and Moderna's success with their COVID-19 trials could impact how vaccines are made in the future.It has to do with how they work. They use what's called messenger RNA (mRNA) technology. The virus' genetic code is injected into the body so it can instruct cells on what antibodies to produce.It hasn't been approved to be used in a commercial vaccine before.“In the future, it's clearly going to be tough to beat RNA vaccines for speed and that's a wonderful thing. Just this demonstration of how incredibly fast they can move has been great. How effective they can be, I think will depend on a particular disease,” said Shane Crotty, Ph.D. with the La Jolla Institute for Immunology.Crotty says the narrowest application for this vaccine technology in the future is a similar situation where there's a new emerging virus."The mRNA vaccine has been tried for other infectious diseases and they have been investigated for cancer. There's a whole area of trying to vaccine against cancer, which has kind of been an elusive target,” said Dr. Alessandro Sette with the La Jolla Institute for Immunology.A big question with an mRNA vaccine is how long its protection will last.
