BEIJING, April 8 (Xinhua) -- The People's Liberation Army (PLA) and the Ministry of Education plan to open an online recruitment service for the first time to mobilize college graduates this year, a move seen as an effort to sharpen the army's high-tech edge.The PLA plans to recruit some 150,000 college graduates this year, according to a statement released after a meeting held Thursday by the PLA General Staff Headquarters and the ministry.Last year, China announced a series of preferential policies to encourage more young people with higher education to serve in the army, including a one-off payment of up to 24,000 yuan (3,500 U.S. dollars) for the student-turned soldiers. The money, paid by the central government, roughly equals the tuition cost of a four-year university education in China.Some 130,000 college graduates applied to join the army in 2009 and more than 100,000 were recruited, statistics from the statement show.Moreover, the age limit has been extended to 24 for those with a bachelor degree. The PLA recruits usually recruits men aged between 18 and 20 and women aged 18 or 19.

BEIJING, May 23 (Xinhua) -- Chinese Premier Wen Jiabao has called on authorities to ensure earthquake survivors in Qinghai Province receive adequate food and financial assistance to maintain their livelihoods. Rebuilding projects should be finished within three years, with a priority on residential buildings and public facilities such as schools and hospitals, Wen said.Wen made the call in a speech, which was published Sunday by the State Council General Office, at a meeting to discuss relief work on May 1 during his second visit to the quake zone in Yushu prefecture.Wen said supplies of food, cooking oil, vegetables, fuel and relief allowances should be provided to ensure living standards, and schools should resume as soon as possible in tents or temporary buildings.Debris should be cleared quickly, and the disposal of garbage, human waste and livestock carcases must be properly carried out, Wen said.Adequate disinfectant chemicals and equipment should be prepared, and authorities should be alert for outbreaks of disease, Wen said.Damaged roads and bridges should be repaired and airport operations should be guaranteed to maintain efficient transport. Water and power supplies should also be restored rapidly, Wen said.Agricultural production should be restored, and the government must help farmers buy seed and fertilizers. Markets should be rebuilt and goods supplies and prices stabilized, Wen said.Psychological assistance should be provided to people suffering from trauma problems.Reconstruction planning should be scientifically evaluated on the basis of the surveys of the area's geological, hydrological and ecological conditions, and reconstruction sites should avoid earthquake fault lines, Wen said.He urged authorities to take into consideration the environment, economic and social development, poverty alleviation and livelihood promotion in the reconstruction.The work should also be carried out with concern for the prefecture's distinctive ethnic characteristics and geological conditions.Wen stressed in particular the protection of Tibetan culture during reconstruction work, and he promised the government would support the repair of damaged temples and protect key cultural relics.Because Yushu's ecosystem is fragile and sensitive to human activities, rebuilding work must be environmentally friendly, with a high recycling rate of building materials, he said.The reconstruction fund would be provided by the central government and supported by public donations. BEIJING, May 17 (Xinhua) -- China hopes the United States will not exclude China when it loosens its export restrictions, Yao Jian, a spokesman with the Ministry of Commerce said here Monday.Yao's remarks came after the United States said over the weekend it might change its exports control regime.The United States should treat all countries equally and not discriminate against China in its export policies, Yao said at a press conference.U.S. Commerce Secretary Gary Locke said in Hong Kong Sunday "concrete proposals" for changes in the exports control could be expected within the next several months.Locke said the review will help with "the sale of highly sophisticated technology that might be embedded in some of the machines and devices like wind turbines, and the software that might operate these very sophisticated systems."The United States' 1979 Export Administration Act limits the export sales of commercial high-technology goods to China. It is considered one of the causes for the trade imbalance between China and the United States.Reform of export restrictions may help the U.S. expand exports and create jobs, Yao said.It would also ease the U.S. trade imbalance and expand Sino-U.S. cooperation, Yao added.Trade volume between China and the United States in the first four months of this year increased 25 percent to 107.18 billion U.S. dollars.As imports are growing twice as fast as exports, China's trade surplus will continue to fall this year, after witnessing a sharp decline from 290 billion U.S. dollars of trade surplus in 2008 to 190 billion U.S. dollars in 2009, Yao said.Locke, who is leading a delegation to promote clean energy technologies in China, will visit Shanghai and Beijing later this week.Locke will meet his Chinese counterpart, Chen Deming, China's Minister of Commerce, in Beijing Sunday on the eve of the start of the Sino-U.S. strategic and economic dialogue.The talks will cover issues of common concern, including bilateral economic and trade cooperation, opposition of trade protectionism and the role of Sino-U.S. cooperation in tackling the global crisis, Yao said.
