WASHINGTON, Dec. 29 (Xinhua) --The U.S. Commerce Department said on Tuesday that it has set preliminary antidumping duties (AD)on imports of steel grating from China, a move that might escalate trade disputes between the two countries.     The department said it "preliminarily determined that Chinese producers/exporters have sold steel grating in the United States at 14.36 to 145.18 percent less than normal value."     As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.     The product covered by this investigation is a downstream steel product typically comprised of bearing and cross bars used for walkways, platforms and flooring.     From 2006 to 2008, imports of steel grating from China increased 538.44 percent by volume and were valued at an estimated90.7 million dollars in 2008, according to the U.S. Commerce Department.     Commerce said that it is currently scheduled to make its final determination in April 2010.     If Commerce makes an affirmative final determination, and the U.S. International Trade Commission makes an affirmative final determination that imports of steel grating from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.     The new case followed U.S. President Barack Obama's recent decision to impose punitive tariffs on all car and light truck tires from China for three years, a move quickly denounced by China as a "serious act of trade protectionism."     The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.

BEIJING, Nov. 20 (Xinhua) -- Profits of China's state-owned enterprises (SOEs) administered by the central government more than doubled in October from a year ago after months of declines, a senior official said here on Friday.     The 132 central SOEs reaped a profit of 79.5 billion yuan (11.64 billion U.S. dollars) in October, up 151 percent year on year, said Huang Shuhe, deputy director of the State-owed Assets Supervision and Administration Commission (SASAC) at the 2009 Annual CEO Forum.     In October, revenues surged by 22 percent from a year ago to nearly 1.16 trillion yuan, Huang said.     Their profits during Jan-Oct was 633.8 billion yuan, while revenues amounted to 9.83 trillion yuan during the same period.     Huang also noted 24 central SOEs had entered the rank of Fortune 500 companies.     "China's companies still face difficulties and great challenges due to roaring raw material prices, huge environmental pressure and rampant protectionism triggered by the financial crisis," he said.     He said the companies should further enhance independent innovation, improve corporate governance and accelerate the pace of "go global" to compete with foreign brands.

QINGDAO, Shandong, Jan. 10 (Xinhua) -- The most severe icing situation in the past 30 years in the coast off east China's Shandong Province continued to worsen amid cold snaps, oceanic officials said Sunday.     Sea ice appeared last week along the coastline of the Bohai Sea and northern Yellow Sea as cold fronts pushed the temperature down to minus 10 degrees Celsius, said Guo Kecai, deputy general engineer of the North China Sea Branch (NCSB) of the State Oceanic Administration. BEIJING, Dec. 26 (Xinhua) -- China's top legislature ended its five-day bimonthly session Saturday, approving tort liability and island protection laws and an amendment to the renewable energy law.     Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), told the closing meeting that the Tort Law was significant in "protecting civil rights and people's interests, preventing and punishing infringement acts, reducing conflicts and promoting social harmony and stability."     The top legislator said the amendment to the renewable energy law would "greatly promote a healthy and rapid development of the renewable energy sector and adjust energy structure to strengthen the building of an environment-friendly and resource-saving society."     The island protection law would play a key role in protecting islands' eco-system, rationally utilizing natural resources and safeguarding the country's marine rights, Wu said.     The session also examined two reports from the State Council on employment and boosting development of small and medium-sized enterprises.     It also voted to ratify a United Nations protocol to combat human trafficking -- the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the UN Convention against Transnational Organized Crime.     The session also approved a pact on criminal judicial assistance between China and Malta.     It voted to appoint Han Changfu, former governor of northeastern Jilin Province, as agricultural minister.     The meeting also decided to open the annual plenary session of the NPC on March 5 next year.
