SAN DIEGO (KGTV) - The San Diego City Council will look into creating "Bus-Only" lanes along a 2.7 mile stretch of El Cajon Boulevard.The lanes would go from Park Avenue to Fairmount Street, an area commonly known as "The Boulevard." MTS Route 1 and the 215 Rapid Route are the most frequent buses along that stretch. Route 1 runs along El Cajon Boulevard from La Mesa to Fashion Valley. The Rapid 215, which launched in 2014, goes from Downtown to San Diego State University, offering fewer stops than traditional bus lines."When it was originally designed, it did have these exclusive lanes," says MTS Spokesperson Rob Schupp. "That's really what makes Bus Rapid Transit work, is when you can zip by all the cars."Combined, the 215 and 1 carry more than 10,000 passengers per day along El Cajon Boulevard. That makes it the second busiest stretch of road in the MTS system.Schupp says dedicated bus lanes would take up to 5 minutes off the trip, which could lead to more passengers."We're hoping this pilot will show us that a dedicated lane along a long stretch of road can build ridership and get people out of cars," he says. "The buses come faster, you get another 5 minutes from the dedicated lanes, and now your trip is competitive with a car."A recent study by the city's Transportation Engineering Operations office details three options for a bus-only lane. One option would separate the right lanes of traffic from the other lanes with a solid white line and markings that say "Bus Only." Another option would paint the entire right lane red and designate it for buses. A third option would make "pass by zones" in the most congested parts of the street, painting them red and allowing buses to bypass cars at intersections.Business leaders along "The Boulevard" say adding bus-only lanes would make the area safer, providing a buffer between the sidewalk and traffic. They also feel the change would lead to more people spending more time in the area."There's definitely a sentiment of wanting to make El Cajon Blvd a safer business district," says Beryl Foreman from the Boulevard Business Improvement Association.Foreman also says it will help with parking problems in North Park and City Heights, as better bus service will lead to fewer people driving in the area.City Council President Georgette Gomez and Council Member Chris Ward both sent a letter supporting the idea. The full Council will have to approve the project if they decide on the entire red lane option. SAN DIEGO (KGTV) — The woman killed after a loose dog on State Route 94 caused a chain-reaction crash has been identified.Grace Villar, 53, died Saturday after the Toyota Camry she was in was hit from behind by a Dodge pickup truck, according to a report by San Diego's Medical Examiner. Traffic in front of the Camry was stopped due to a loose dog in the highway.Villar was one of three people in the vehicle taken to Scripps Mercy Hospital following the crash.According to the California Highway Patrol, a Ford F-150 owned by the San Diego Humane Society was parked in the median of the highway to wrangle a loose dog, when the dog ran into traffic.Cars were forced to stop and some swerved in the process, including the car Villar was traveling in. SAN DIEGO (KGTV) -- The state agency that protects California consumers by licensing and regulating the state’s construction industry received more than 30 complaints about a San Diego County-based business.A Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.An outdoor cover to block the sun was the final piece in what had been a total backyard transformation for the Zimmerman family.“We were just looking to put a patio cover over our east-facing patio,” said Jim Zimmerman.Zimmerman said in 2017 he hired American Pride Enterprises and its owner Stephen Hage to do the work.He said there were no red flags. The company was licensed, bonded and at the time there were no real complaints online.“We paid just under ,200,” Zimmerman said. “That was to cover materials, and he was supposed to come back in three weeks and complete the job. That was the last time we ever saw Stephen Hage.”Zimmerman told Team 10 Hage initially offered to pay the money back, but instead of getting a check Zimmerman got excuse after excuse about why the money hadn’t arrived.Eventually, Zimmerman said the evasion tactics were too much and he sued Hage in smalls claims court.Zimmerman says he got some of his money back.A Team 10 investigation discovered Zimmerman isn't alone.Team 10 was in court when several people who claim Hage swindled them reached an agreement with his bonding company, getting some of their money back.James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News.Court documents show more than 20 names listed on the lawsuit filed by the bonding company, which seeks reimbursement from Hage.A spokesperson for AmTrust told us, “This is a claim filed under a contractor’s license bond issued to our principal, American Pride Enterprises, by Wesco. Due to the claims we have received exceeding the aggregate ,000 bond limit, we filed an interpleader (a way for a holder of property to initiate a suit between two or more claimants to the property) to pursue funds that would be distributed to the named consumers, assuming the principal does not resolve the claims that have been presented.”  Court documents show Hage filed for bankruptcy in July, and list his estimated liability around 0,000. In bankruptcy people trying to get money can’t access the assets until the bankruptcy is resolved.Team 10 tried to track down Hage, but no one answered the door at his listed address.The Contractors State License Board told Team 10 through a spokesperson:  2964

SAN DIEGO (KGTV) -- There is road rash on his forehead and a smile on his face. "Just hangin' in there, man."Julio Vazquez is in a hospital bed at U.C.S.D. Medical Center in Hillcrest, his broken leg in a cast from above the knee to his toes.  "The pain I have is in my right leg.  Once I move it, it's a crazy pain, really bad. My right rib, one is broken and when I raise my voice, it hurts really bad."It was Sunday night about midnight in Ocean Beach. He had pulled over to assist a stranded couple on the shoulder of Sunset Cliffs Blvd.  The Ocean Beach man was trying to help start their white Lexus when another car slammed into them. The impact peeled back the door of the Lexus and propelled Julio into the air, over his own car, and into the ditch.Paramedics were soon on-scene; as his wife and two young children watched.Vazquez was doing a good deed; and paying a price for it.  "Stuff happens. Doesn't make me feel bad.
