SAN DIEGO (KGTV) -- San Diego County leaders announced Thursday that they will begin to allow passive activities at beaches beginning June 2. According to the county, such activities that will be allowed include sunbathing and relaxing with towels and chairs. Supervisor Greg Cox noted that activities like football and volleyball will not be allowed. Face coverings will also be required. “We’re taking this action as we continue to allow some semblance of reality to resume in San Diego," Cox said. SAN DIEGO (KGTV) -- San Diego police officials have announced the arrest of two suspects in the murder of a security guard who was gunned down outside of an East Village homeless shelter last month.In a release sent Tuesday night, San Diego Police Department Acting Capt. Martha Sainz said homicide investigators were led to two suspects in the case through witness accounts and collected video footage from the area including from Smart Streetlights.The high-quality images obtained from the Smart Streetlights allowed investigators to identify 47-year-old Floyd Garrett and 40-year-old Johnny Hill as the suspects, according to Sainz."On January 4, 2020, investigators tracked Garrett to Phoenix, Arizona where he was arrested with the assistance of the Phoenix Police Department. Garrett will remain in custody in Phoenix, pending extradition hearings," said Sainz.Hill was located in San Diego and arrested by San Diego Police officers Tuesday without incident. He was booked into county jail for the murder.Both men are from San Diego, according to Sainz.Ernest Lee Buchanan, 44, was killed on Dec. 28 outside the Alpha Project shelter on Imperial Avenue. Buchanan was returning from taking a meal break when someone approached him and opened fire. Buchanan was taken to the hospital but died from his injuries a short time later. 1344

SAN DIEGO (KGTV) -- San Diego County remained on the state’s COVID-19 monitoring list as of Monday, but Gov. Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. SAN DIEGO (KGTV) — Residents in Ocean Beach are taking their concerns over what they say is a dangerous intersection to the OB Planning Board.Isaac Darby, Vice President of the OB Neighborhood Watch, says the intersection in question is Saratoga Ave. and Ebers St., situated near a children’s park and blocks away from Ocean Beach Elementary.The OB Neighborhood Watch group wants to see a four-way stop sign at the intersection. “People kind of pick up momentum seeing that the stop sign on Santa Monica is the last one all the way before the stoplight at Voltaire, so it’s kind of the last stop before you just can bonsai out of town,” said Darby.In addition to speeding, he says large trucks are often parked on the street causing blind spots. Darby says the intersection is most dangerous during the morning and evening commutes, for both drivers and pedestrians.Darby’s initial application to the city for a four-way stop sign was denied; he was told it didn’t meet city requirements. Now he and other residents are taking their concerns to the OB Planning Board in hopes of building a stronger case.The OB Planning Board Chair says the board can request a traffic study. Once it's complete, the city will review it and make a recommendation. “My plea is do something proactive before we have to be reactive and someone gets hurt or worse,” said Darby. “A lot of the little accidents and fender benders aren’t reported.”Darby says the community is only growing and that they hope to get ahead of problems. 1518

SAN DIEGO (KGTV) -- Residents are being evacuated after a gas leak in City Heights Wednesday afternoon. According to authorities, the gas leak happened on the 3600 block of 36th Street. Crews working in the area hit the gas line, causing the leak. It's unclear at this time how many residents are being evacuated.  337
