CHULA VISTA (KGTV) - Chula Vista police are searching for a possible arsonist after two brush fires burned part of Otay river bottom Friday afternoon. Fire crews responded around 2 in the afternoon to the area south of Main Street and east of Broadway. While crews were working to put out the fire, they received a call of a second fire in the same location. The second fire presented more difficulties because of its location. Batallion Chief David Albright tells 10News, "it was kind of down in the slough, in the river bottom, so we were able to bring in a helicopter and make some water drops". Multiple water drops were made and fire crews had both fires out within an hour. Chula Vista police are continuing their search for a possible arsonist. They believe there could be a connection to one of the homeless individuals living near the Otay River bottom. San Diego County sheriffs also sent up their helicopter to look for a suspect in the brush but were unsuccessful. 985

CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. Then a "thank you" bonus.Now, Kroger employees will have to be satisfied with gradual increases in wages and benefits.CEO Rodney McMullen said Thursday that Kroger will not re-instate the popular hazard-pay benefits it announced in March and continued into June.This despite continued calls by union officials to bring back the -per-hour wage boost that Kroger and other grocery chains had been paying their essential workers.Kroger held its annual meeting Thursday, an event in which McMullen usually fields questions from local reporters. This year, McMullen agreed to talk by phone, saying that the company will see some permanent changes from the global pandemic that caused food shortages, surging revenue, binge buying and changes in consumer spending habits.Kroger's local employment increased 33% to 20,000 since the pandemic began, while the company hired 100,000 people nationwide.McMullen expects Kroger’s total employment — which peaked at 560,000 — to remain above 500,000 going forward. He also expects digital sales to remain at higher levels than the company achieved prior to COVID-19.And he believes the company will benefit from a permanent shift toward eating at home.“What we’re finding is people enjoy cooking more than they thought they would — at least, that’s what they’re telling us,” McMullen said. “They especially enjoy doing it with their kids, because it gives you a reason to spend time together. If your kids are happy, you’re happy.”McMullen also foresees a permanent shift towards higher wages, even if it doesn’t come in the form of hazard pay.“We had planned on incrementally investing 0 million a year in wages,” he said. “This year, that’ll end up being 0 million, and that’s brought our average hourly rate to higher than . When you include the value of our benefits, that takes it up north of an hour.”In October 2018, Kroger told Wall Street analysts its annual hourly wage was .47. That means it has climbed at least 3.7% in the last 20 months.McMullen said Kroger spent 0 million on temporary wage and benefit adjustments in the first quarter, which ended May 23.“We had the initial huge pandemic buying stock-up, and we were having our associates working around the clock,” McMullen said. “Now, we’re investing a lot in terms of (extending) our emergency leave program. We’re also continuing to invest aggressively in terms of safety and protection as we learn about it, providing masks for our associates and those things.”On the topic of wages, McMullen said Kroger will not join the ranks of companies cutting pay as one way of coping with coronavirus.“At this point, that is not something that we’ve talked about or evaluated,” he said. “It’s not something that would be high on our list of things to do.”Kroger is one of 19 local publicly traded companies that have not announced coronavirus pay cuts for executives. Its SEC filing on pay says “certain aspects of our compensation programs may later be revised or modified once the compensation committee has had an opportunity to fully evaluate the impact of COVID-19 on our business.”McMullen said Kroger is not in the same predicament as the 600 U.S. companies that have so far announced pay cuts for top executives.“We’re in the hiring mode as opposed to furloughing,” he said. “You obviously feel bad for the companies that have to make those decisions and you feel really bad for the people directly affected.”UFCW Local 75 President Kevin Garvey hasn't given up on renewing hazard pay for Kroger employees."Same store sales up 18% and operating profits up over 50% from the first quarter in 2019," he said. "I do believe Kroger can afford to continue the additional hero pay. The pandemic is not going away. CHULA VISTA, Calif., (KGTV) -- No justice served. That is what a Chula Vista father said after he found out that the boys and young men who publicly attacked his son in April already got out of jail. Punch after punch. Kick after kick. Cell phone video shows 16-year-old Paul Martin being beaten while lying helplessly in the fetal position. "Our family changed since that day. It's not the same," Paul's father, Margarito Martin, told 10News. RELATED: Otay Ranch family upset over violent videoThey have not been the same since April 11, 2019. Margarito said his son was at the Cotixan Mexican Restaurant in Otay Ranch after school, defending a friend who had been bullied on social media. That is when seven people robbed and violently assaulted him. Police later arrested five minors and two adults. Investigators found that some of them were wearing cleats for maximum damage. Martin said miraculously, Paul only sustained scrapes, bruises, and a sprained wrist. "They knew what they were doing," Martin said. "They're not kids. They were 18, 19, and one of them was already 20."After a lengthy trial, the attackers were convicted of felony assault. But they were only sentenced to time served. 19-year-olds Aldrin Uy of Paradise Hills and Kent Pasunting of North Bay Terraces received years probation. All seven are now back on the street. The judge cited "restorative justice" for their lighter sentences. "If you injure anybody or assault anybody, [they should] be sentenced more heavily," Martin said. That is why the family is now fighting to change the law regarding juvenile and young adult offenders. They have started a change.org petition to lower the age for adult charges when dealing with serious felonies. "I know they are minors, and they need another chance," Martin said. "We've all been there. Bad stuff when we were kids. Graffiti and that stuff, you're only affecting property.
