The 14-mile long project consists of crews replacing existing barriers with new 30-foot tall steel bollards. The contract was awarded to Texas-based construction company SLSCO Ltd. The secondary wall project runs just north of the primary fence replacement project which started last summer. 446

SAN DIEGO (KGTV)-- A San Diego couple was stuck in Ecuador after the country canceled all travel due to the Coronavirus. After several days of travel, the couple is finally back in their home. A few days ago, Albert "Ace" Elliott was not sure if he and his wife Mindy would ever make it back to their Ocean Beach home. "Without any warning at all, we hear that Ecuador has closed down the country," Elliott said. "No bus travel, no plane travel." For the last ten years, the couple has spent three months of the year in a small surf town in Ecuador. The Elliotts were supposed to fly back on March 31, 2020. But with the pandemic situation, they were stuck. Their flights and back-up flights were all canceled. They called the United States Embassy to see if they could somehow make it home. On Thursday, they were told to leave the next morning. The problem? Ecuador now has a 2 pm to 5 am curfew. Streets and homes are being sprayed down twice a day. Transportation is limited in their rural town. "Ecuador is going after this thing very aggressively. They're not messing around," Elliott said. At 5:01 am Friday, March 27, 2020, they jumped in a taxi. Four hours later, they made it to the airport. "Whether we are on the plane or not, it's just, show up and hope kind of," Elliott said. "So we go up, and our names are on the list. So we were like, OK, we get to go into the airport."They met another American in line, who told them he showed up yesterday, but there was no plane. He became somewhat discouraged. "They said it's a 12 o'clock flight supposedly," Elliott said. "It's 11:30, and there's nothing. Everybody's just sitting around looking, and around the corner, there comes a plane. And we said, Wow! There's a plane!"They were first flown into Miami. But they had no idea how to get back home. When they asked the kiosk for options, it was either 0 to San Diego the next day or to Los Angeles in an hour. They chose the latter."We got to Los Angeles, and from there, we got a rental car and drove home," Elliott sighed. "We made it home."The relief in his voice said it all. Elliott said they were treated well in Ecuador and throughout the trip. But the uncertainty was unbearable. As a surfer, it is difficult to stay away from the beach. But Elliott said for the safety of himself and his community, he will continue to self-quarantine. "I feel pretty confident that we are OK, but we're just going to have to hang out at home again," Elliott said. "Our lives are going to be just about sitting around, but that's what you got to do." 2569

SAN DIEGO (KGTV) -- Video captured a man smashing display cases inside a Mission Valley mall jewelry store Wednesday evening. The cell phone video given to 10News shows a suspect using whatever he can find to smash a jewelry case inside Zales. The incident started around 2:15 p.m. when a witness saw the man wearing a Padres jersey walking around suspiciously. The witness first saw the suspect take a hat from a kiosk before walking into Champs Sports, taking off his jersey and stealing a Nike jacket. The man then began to untie a pair of shoes on a mannequin in an attempt to steal them. Once he saw people watching him, the suspect left the shoes and ran to the jewelry store. He grabbed a pipe and tried to break open a jewelry case. After the unsuccessful attempt, he then grabbed a mirror and tried to do the same thing.Unsuccessful again, the suspect grabbed a chair and continued to smash the cases until he was able to stuff some necklaces into his pocket.By the time the man broke the display cases, police had arrived on scene, taking the suspect out in handcuffs. 1081

SAN DIEGO (KGTV) -- We've all seen the nasal swabs being pushed far up noses to test for coronavirus. And if you've had it done, you know it's uncomfortable. But more tests are being developed where all you have to do is spit into a tube."You basically open up your mouth, we collect a tiny bit of saliva and you're done. Your side is done," said Dr. Henry Ji, President and CEO of San Diego based Sorrento Theraputics.According to Ji, the biopharma company is on track to start producing a rapid saliva test developed by researchers at Columbia University. It's being called "COVI TRACE" and it can be used almost anywhere. It gives results in about 30 minutes, with the liquid color changing from red to yellow if it's positive for Covid-19.Preliminary results indicate the test has high accuracy rates.Sorrento also says "COVI TRACE" is highly sensitive, meaning it can detect the presence of Covid-19 very early on.Sorrento executives say they plan to submit the test for FDA approval within the next few weeks."While the FDA is reviewing and leading up to review we are gearing up to manufacture hundreds of thousands and millions of tests; eventually anticipating about a hundred million tests a month," said Sorrento's Henry Brunswick. As for the cost, Ji says they're trying to keep it widely affordable, at around .At this point there's no estimate for when the rapid saliva "COVI TRACE" test could be approved by the FDA, but Sorrento is submitting an emergency use request in hopes of speeding up the process. 1528
