SAN DIEGO (KGTV) -- San Diego’s Planning Commission met Thursday to discuss potential new rules that would help regulate the short-term rental industry in the city.A plan proposed by City Councilmember Jennifer Campbell was first introduced in July after a compromise was reached among members of the hospitality industry and short-term rental companies.The plan would implement tighter restrictions such as capping the number of short-term rental permits that are granted. There are also plans to require a two-night minimum stay to avoid one-night stays that are often connected to big parties that concerns residents.A representative for Campbell says implementing tighter regulations will help law enforcement address any problems that may arise.The proposed plan creates penalties and fines for those who violate the city’s “good neighbor” policy.More than 500 people signed up to voice their opinion about this proposal during Thursday’s virtual meeting.One caller said, “We depend on this for our livelihood, especially since the pandemic has taken a toll on us already. Without having the ability to host, many of us will be forced to leave our homes.”Another caller added, “This has been an issue for years. SAN DIEGO (KGTV) — Saturday, San Diego County reported a record 1,478 new coronavirus cases and six additional deaths, bringing the county's totals to 70,709 cases and 966 fatalities.Saturday's new cases yielded a 7% positivity rate out of 21,947 tests reported. The new daily case report marks the third time in a week that the county has reported more than 1,000 new cases. It was also the 11th-straight day the county reported at least 600 new cases.Eleven new community outbreaks were also confirmed on Friday: Three in business settings, three in faith-based settings, two in childcare settings, one in a TK-12 school setting, one in a restaurant/bar setting, and one in a gym setting. A community outbreak is three or more COVID-19 cases in a setting and in people of different households over the last two weeks.County businesses saw purple tier restrictions go into effect on Saturday, further limiting reopening of the county due to the surge in coronavirus cases seen over the last couple of weeks.California's limited stay-at-home order is also set to begin Saturday night, limiting non-essential businesses between 10 p.m. and 5 a.m. for one month in counties under the state's purple tier.County public health officials are worried that fatigue is setting in on San Diegans and urged residents to avoid large gatherings this week for Thanksgiving,"The virus is widespread and every element of our community is impacted," said Dr. Wilma Wooten, the county's public health officer. SAN DIEGO (KGTV) -- San Diego police responded Sunday to a deadly shooting the Rolando area.According to police, the incident happened at El Cajon Boulevard and 73rd Street after 12 p.m. Officers received a call of a single-vehicle crash.Police arrived to find paramedics treating a 35-year-old man who had been driving the vehicle suffering from life-threatening injuries to his torso. The injuries, however, were not from the crash, SDPD said.The man was taken to a nearby hospital but died of his injuries. SAN DIEGO (KGTV) - San Diego State University officials announced Monday plans for healing circles after reports of several people calling out racial slurs toward the Black Resource Center on campus. A racially diverse group of men was in a vehicle Friday when they yelled slurs at the building on Lindo Paseo, a witness told 10News. “SDSU does not tolerate instances of hatred, racism or discrimination,” said university President Adela de la Torre, interim Vice President for Student Affairs Christy Samarkos, and Chief Diversity Officer J. Luke Wood in a statement. “At SDSU, diversity and inclusion are core values we uphold, and the university is deeply committed to supporting a campus climate and environment that is welcoming and safe, no matter a person’s background or experience. We do not accept hate-driven acts.” Campus officials organized three healing circles to be held on campus this week. Counseling and psychological services team members are also available. SAN DIEGO (KGTV) - Sirhan Sirhan, who was convicted for assassinating Robert F. Kennedy in 1968, was stabbed Friday in a South San Diego County prison. A statement from the state Department of Corrections and Rehabilitation said the stabbing occurred Friday afternoon at the Richard J. Donovan Correctional Facility near San Diego."Officers responded quickly, and found an inmate with stab wound injuries. He was transported to an outside hospital for medical care, and is currently in stable condition," the statement said.The statement did not name Sirhan, but TMZ first reported that Sirhan was stabbed and taken to a hospital outside the prison for care. The Associated Press, citing a government source, confirmed that Sirhan was the victim.Cal Fire confirmed to 10News a person stabbed Friday afternoon at the prison was taken to Scripps Mercy Hospital."The suspect in the attack has been identified, and has placed in the prison’s Administrative Segregation Unit, pending an investigation," a California Department of Corrections and Rehabilitation official said in a statement.Sirhan was convicted in the shooting death of Kennedy during a presidential campaign rally in Los Angeles. He was immediately tackled by witnesses. Sirhan was convicted of first-degree murder in 1969 and initially sentenced to death. The sentenced was commuted to life in prison in 1972 when the California Supreme Court found that the death penalty constituted cruel and unusual punishment under the state constitution, according to the CDCR.Sirhan has had 15 parole hearings and subsequent denials since he was incarcerated. He has claimed he does not remember shooting Kennedy, the Associated Press reported in 2016.At least five inmates were injured during a riot at Donovan prison one week ago. The fight broke out in the prison yard among inmates, some of whom used handmade weapons. The five injured men were taken to local hospitals for treatment.The CDCR reported 4,093 prisoners living at Donovan prison as of Aug. 28.
