It's an absolute dereliction of duty," Biden said.Biden also slammed Trump's response to the coronavirus pandemic, excoriating the president's declaration that he was a "wartime president" by saying that Trump was "in retreat.""It seems like our wartime president has surrendered, wave the white flag and left the battlefield," Biden said. "Today, we face a serious threat, and we have to meet it as one country."Biden also urged all Americans to wear a mask to prevent the spread of the virus, echoing his promise to enact a national mask requirement should he become president.Biden was also asked about his potential running mate. In the past, the former vice president has said he would only consider a woman for the role, and while he did not give any specific names, he mentioned that there are "number of women of color. There are Latino women. There are Asian. There are across the board."Finally, Biden was asked about protecting some statues and monuments amid calls for removal from protesters. While Trump has called for the protection of monuments and military bases named for Confederate generals, Biden drew a distinction between Confederate monuments and statues to Founding Fathers who may have been slave owners."There's a difference between reminders and remembrances of history and recovering from history," Biden said. "...I think (Confederate) statues belong in museums, they don't belong in public places."He added that he believes the government has a duty to protect monuments to Founding Fathers who owned slaves, like Thomas Jefferson. 2699

(KGTV) – The superintendent of an El Cajon senior living apartment complex says police told him they have arrested a suspect in a series of robberies that have taken place on the sidewalk in front of the building. The arrest comes less than 24 hours after a 10News story aired surveillance video showing two of the muggings outside the Salvation Army apartments on South Anza Street."I actually jumped up and down with excitement," said super Alex Harmon, describing his reaction to the news. He says the surveillance video was key evidence. Harmon says there have been at least five incidents between October 15 and December 24. In one instance, the thief and a possible accomplice are seen carefully observing resident, May Kanao, while passing her on the street. The thief then turned and followed Kanao around the corner. He attempted to rip the gold chain off her neck, coming away with the gold cross which had been attached. The thief is then seen running back down South Anza St. In the other incident, which took place in October, the thief is seen engaging a 97-year-old resident who uses a walker in conversation, convincing her to open her bag. He quickly rifled through it, grabbed her wallet, and walked away.10News contacted the El Cajon Police Department. A spokesperson said the investigation is ongoing and that the department was not ready to release any information. 1411

(CNS) - As the San Diego Unified School District prepares to begin its school year remotely next month, other school districts in the region are taking a different tack or waiting to see what unfolds with the ongoing COVID-19 pandemic.The Cajon Valley Union School District in East County reopened Monday for in-person teaching for the first time since schools were ordered to close by public health orders. Every elementary and middle school is open in Cajon Valley.Using money from the federal Coronavirus Aid, Relief, and Economic Security Act allocated for safety supplies, distance learning tools and learning loss recovery, Cajon Valley principals and their teams prepared a free summer learning program for interested families. While finalizing the district reopening plan early last month, the Cajon Valley management team along with union leaders discussed the practicality of starting small with the most conservative safety measures in place during summer.RELATED: Parents explore other options as school districts start school year online"It's such a blessing both to have our kids back on campus and also to start small and learn how to best implement the new safety guidelines ahead of all students coming back in August," said Mike Kuhfal, principal at Flying Hills K-8 School of the Arts.When all San Diego school districts were forced to shut down on March 13, Cajon Valley staff and trustees immediately began weekly meetings via Zoom with employee groups and parents, which included virtual town hall meetings with every school community. These meetings led to the formation of its school reopening plan in the first week of June.Those plans include four options: home school, complete distance learning with no physical school, a hybrid model that combines some physical school with some distance learning and five-day-a-week regular school, space permitting.Justin Goodrich, Cajon Valley Middle School principal, said "by simulating what school is going to look like in the fall our teachers are fine- tuning our safety protocols and instructional plans. Cajon Valley Middle School is so excited to have our staff and students back on campus. Everyone is adhering to the social distance guidelines and showing a great deal of appreciation and respect for one another."RELATED: San Diego Unified School District to start new year onlineDistrict administrators claim that with proper protocols, spread of the illness can be prevented. They cite the district's Extended Day Program, which for the last four months has provided free distance learning support and care for parents working in essential jobs. According to the district, in serving more than 130 families, Cajon Valley hasn't had any staff or students test positive for COVID-19.The San Diego Unified School District, the second-largest school district in the state, released a joint statement with the Los Angeles Unified School District on Monday stating the two districts would begin the school year remotely until going back to school is deemed a low-risk environment for students.Chula Vista Elementary School District -- the largest elementary district in the state -- announced Tuesday it would follow SDUSD's lead and wait to open classrooms.RELATED: Fauci: Schools should try to open in fall, but schools in hot spots should be cautious"We will continue to work towards transitioning to in-person instruction but will only do so when guidance from local health officials supports a safe transition back to learning on site in classrooms," Superintendent Francisco Escobedo wrote in a message to parents.Poway Unified, Escondido Union and San Dieguito Union school districts are all waiting for additional information, but each have developed or are developing hybrid learning plans to split students between in-person home and remote learning. 3857

  

Dozens of people are gathering outside of the TCF Center in Downtown Detroit, trying to get inside to challenge votes which are being counted.People outside of the center say they are not being let in to challenge the votes. The Detroit Health Department said TCF Center is at capacity and that's what police are enforcing.Republicans are hoping to challenge the vote and claimed they were unfairly being kept outside where the absentee ballots are being counted. EL CAJON (KGTV) - A San Diego woman said she paid thousands for an SUV she picked up from an East County used car dealership, but she still can't get behind the wheel. Chika Starks said she currently does not have the vehicle because the business shut down.She moved to San Diego with her toddler shortly after her husband died.“I’m a single mother,” Starks told Team 10. “Having a car was for my convenience. To help my life, my son’s life.”She and her mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.“The price was right,” Starks said.It cost her ,500. Starks said there was an unusual way to process the payment--an employee ran the credit card through a La Jolla restaurant, Olive and Basil. She said the employee told her it was a family business.Starks told Team 10 there were problems shortly after she paid for it. First, she said the key fob was not working correctly. Then, with the car driven about 40 miles, there were more issues. She said a mechanic told her the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, she was told the smog check failed. Starks also said the title was never transferred to her name.When Team 10 checked the car’s registration in September, it was still registered to Carbox, Inc. Starks blames the owner for broken promises.“It’s stressful. A lot of money,” Starks said.  According to the DMV, a used car dealer has 30 days to transfer title to the new owner. The penalty is if it is not transferred. A DMV spokesman said it is an additional if the total application does not clear within a certain time. The DMV confirmed there is an open investigation into Carbox.“This place is not really honest to us,” Starks told Team 10.There is now a new car dealership in the old Carbox location. The man who runs the new business told Team 10 he worked for Carbox’s former owner, Peyman Abdipoorzahandeh. Abdipoorzahandeh's name is listed on the Secretary of State filing for Carbox.Team 10 contacted Abdipoorzahandeh in mid-October. The former owner would not grant an in-person interview until mid-November, but told Team 10 over the phone that he is working with a DMV investigator and that this is “not a normal situation.” He did not explain the title transfer delay of nearly 10 months. He said he is not doing anything illegal and said he is trying to help Starks get her money back.That is what Starks hopes for.“I don’t want other people to go through what I went through,” she said.Hal Rosner with Rosner, Barry & Babbitt specializes in auto fraud. He says consumers should run not only a Carfax report, but also a report through AutoCheck and the National Motor Vehicle Title Transfer Information System (NMVTIS) to check a vehicle's history.If a dealership goes bankrupt, Rosner said there are options for consumers. Rosner said every car lot is required to have a ,000 bond. You can contact the DMV and get the bond information to make a claim. If the dealer assisted in obtaining your financing, Rosner said the loan company or bank is required to return your money through what's called the "Holder Rule."Rosner added that consumers can also contact the victim's restitution fund if you are dealing with a closed dealership.  3354
