SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom has signed a law intended to counter Trump administration plans to increase oil and gas production on protected public land. The measure bars any California leasing authority from allowing pipelines or other oil and gas infrastructure to be built on state property. It makes it difficult for drilling to occur since federally protected areas are adjacent to state owned land. It's one of several new laws enacted by the governor on Saturday.Newsom also signed a law which renames the California agency that regulates the oil and gas industry. Language in the measure states the mission of the newly-christened Geologic Energy Management Division includes protecting public health and environmental quality. The governor in July fired the agency's head over an increase in state permits for hydraulic fracturing. 871
RTW Retailwinds, the parent company of retail chain New York & Co., announced Monday that is filing for Chapter 11 bankruptcy — the latest blow to an industry whose struggles were taken to new heights by the coronavirus pandemic. The company said in a press release Monday that filed for bankruptcy relief in New Jersey. In the statement, the company hinted that all of its more than 400 brick-and-mortar stores could close for good.In recent months, sales have fallen at New York & Co. as the pandemic forced shutdowns at non-essential retail stores across the country. In addition, massive layoffs and a large increase in employees working from home shrunk demand for professional attire. Other purveyors of businesswear have also fallen on hard times — Brooks Brothers filed for bankruptcy last week.CNN reports that New York & Co. furloughed a "significant portion" of store employees in March and that last week, the company was delisted from the New York Stock Exchange.New York and Co. joins an exponentially growing list of retailers who have filed for bankruptcy in recent weeks, including Sur La Table, JC Penney, Pier 1 Imports J. Crew and Niemen Marcus. 1184
Risky behavior behind the wheel is up during the pandemic.One-third of all roadway deaths are speed-related. Impaired driving and accidents with ejection are also up — meaning drivers and passengers aren't wearing their seatbelts."That just defies logic to me," said Pam Fischer of the Governors Highway Safety Association. "You know, when you talk to people — 'Oh yeah. everybody wears seatbelts.' But when we look at the fatalities that are happening on our roadways, we know that half of the people who die in motor vehicle crashes are not properly restrained."The Governors Highway Safety Association (GHSA) met last week. They say they have to change how they get people to slow down while on the road."We can't put officers on every road, and we have to leverage technologies and resources that are going to help us to really get folks to change their behavior," Fischer said. "There's a very strong message being sent — you need to slow down. We're going to find you. We will stop you." Impaired driving is also up, according to the National Highway Traffic Safety Administration. The GHSA and Lyft just awarded five states — California, Illinois, Maine, Oregon and Washington — nearly 0,000 in grant funds to help prevent impaired driving over the holiday season. 1281
Russia has condemned US, UK and French strikes against targets in Syria over the alleged use of chemical weapons as the Western allies argued they were essential to deter the future use of illegal munitions. The overnight strikes hit three sites -- one in Damascus and two in Homs -- which US President Donald Trump said were "associated with the chemical weapon capabilities of Syrian dictator Bashar al-Assad."The action followed a week of threats of retaliation for a suspected chemical weapons attack on civilians in Douma, outside Damascus, where Syrian forces have long been battling rebels.Trump hailed the strike as "perfectly executed" in a tweet posted Saturday, adding "Mission Accomplished!"Russian President Vladimir Putin called the missile strikes an "act of aggression against a sovereign state" and said they were against the UN charter. Russia, a key ally of the Assad government, is calling for an immediate UN Security Council meeting, he said. 971
