BEIJING, Feb. 13 (Xinhua) -- China will impose tax on the one-off subsidy to people taking early retirement, the State Administration of Taxation (SAT) said Sunday.The SAT said the early retirement subsidy, which is not tax-free retirement income, should be imposed with personal income tax.However, the tax will be calculated after the subsidy is divided by the months between the date of the completion of retirement formalities and the corresponding legal retirement date, the SAT said.

BEIJING, Feb. 21 (Xinhua) -- China's domestic air travelers, as well as international passengers in and out of China, will be the biggest boost to airline industry growth over the next four years, according to an industry outlook report by the International Air Transport Association (IATA) Monday.Of the world's expected 800 million new travelers by 2014, about 181 million new passengers will come from China's domestic air routes, while another 33 million will be passengers flying to or from China via international routes, IATA said.China's 181 million domestic air passengers growth will lift the country's domestic passenger throughput to 379 million by 2014, only behind the United States in the world's aviation traveler volume ranking, according to IATA.The United States will remain the largest single country market for domestic passengers, with 671 million domestic air travelers and international passengers by then, according to IATA's forecast.The world's air travelers will top 3.3 billion by 2014, up by 800 million from the 2.5 billion in 2009, while world air cargo will rise to 38 million tonnes from 26 million tonnes in 2009."The forecast indicates that the world will continue to become more mobile. This creates enormous opportunities but also presents some challenges," Giovanni Bisignani, IATA' s Director General and CEO, said in the outlook report."We will need even more efficient air traffic management, airport facilities and security programs," he said, adding the shadow of the global economic recession is expected to remain over parts of the industry for some time to come.He said lingering consumer debt, high unemployment and austerity measures will dampen growth rates in Europe and North America, shifting the industry's focus eastwards.By 2014, 1 billion people will travel by air in the Asia-Pacific region, accounting for 30 percent of the global total, up from 26 percent in 2009, he added.

"But the costs are rising so I still want to look for better seeds providing a higher yield this year."As the Chinese government continued policies to assure a good grain harvest this year, millions of farmers like Jiang in China's major grain-producing regions such as Jilin, Heilongjiang, Shandong and Henan provinces are now gearing up to finalize preparations for the coming sowing season.The central government's incentives in 2011 include increases in minimum rice purchase prices by 9.7 percent to 21.9 percent from last year, as well as 24.9 billion yuan (about 3.77 billion U.S. dollars) in subsidies to the national grain risk fund for farmers."Though farmers are richer now than before, our economic strength remains relatively weak as compared with urban residents," Jiang said.He noted that he was considering investing less this year because the cost of agricultural production has increased year after year.The average urea price from manufacturers and retailers rose about 10 percent from last year to about 1,980 yuan and 2,100 yuan per tonne at a grain and oil wholesale market near Yuquan Road in Beijing, where many farmers from neighboring Hebei, Henan and Shandong provinces buy agricultural fertilizers and additives.Urea is the primary fertilizer used by Chinese grain growers, though many of the farmers said that they would reduce the use the compound in their fields due to rising prices and the impact on wheat caused by the widespread drought in north China this winter.Wang Quan, the president of China National Agricultural Means of Production Group Corp., the country's largest supplier of agricultural materials, predicted that the use of urea during the spring farming season would be between 20 million tonnes to 25 million tonnes, which is about two fifths of the year's total.Wang said that the urea price is around 400 U.S. dollars per tonne in global markets, or 15.7 percent higher than the domestic price."I think it takes time for Chinese farmers to accept the price hikes gradually," he added.Analysts say that the different perceptions on urea prices between manufacturers and farmers may have affected China's crops because the reduced use of fertilizers usually mean less grain output in the country since many farmers depend more on fertilizers, rather than technology to boost production.China's grain output rose 2.9 percent last year to 546.41 million tonnes, marking the seventh consecutive year of growth. SAN FRANCISCO, March 29 (Xinhua) -- Computer networking equipment giant Cisco Systems Inc. on Tuesday announced the intent to buy privately-held software company newScale Inc., in a move to complement and expand its offerings in cloud computing.Based in San Mateo in the U.S. state of California, newScale provides software that delivers a service catalog and self-service portal for information technology (IT) organizations to select and quickly deploy cloud services within their businesses.Founded in 1999, the company now has more than two million users worldwide, including 20 percent of the Fortune 50 companies, according to information posted on newScale's website."With the acquisition of newScale, Cisco will be able to accelerate the deployment of cloud services through a service catalog and self-service portal that allows customers to easily manage their IT infrastructures," Parvesh Sethi, Cisco's senior vice president, noted in a statement.Cisco said it expects to close the deal in the second half of its fiscal year 2011, without disclosing financial terms.
