CARLSBAD, Calif. (KGTV) - “Right now, it’s worse than I’ve ever seen it in my life. I see a new face come through here every day,” says Gregory Parada of Carlsbad. He has been homeless for several years.The City of Carlsbad reports there’s a growing number of homeless people in the community. A team of specially-trained police officers have been doing homeless outreach for the last eight months. As of last week, the City Council approved a 5,000 contract with Interfaith Community Services which will provide two full time socials workers to assist with outreach in the field. On Saturday, 10News was granted permission to ride along with law enforcement during “compassion enforcement”, as the city calls it. “That's as simple as connecting them to a family member [or they] might have hygiene needs and we have hygiene kits that we got from a bunch of nonprofits," says Sgt. Bryan Hargett. These officers are working to get the homeless population the items and services they need. The city of San Diego still has a much bigger homeless population than Carlsbad. According to San Diego County’s WeAllCount report, there are 4,912 homeless people in the City of San Diego. There are only 210 homeless people in the City of Carlsbad, but that’s up from 160 homeless people in Carlsbad last year.Davye Sauermilch tells us she’s considering getting help after her interactions with the officers. "My boyfriend's now in rehab because of these guys,” she adds.“I guess they protect me. I feel fine about them,” says Parada. Sgt. Hargett explains, “If they don't trust us, we're not going to be able to work together.” He adds, “One of the things we're learning about being out here is consistency. It could take us 30 contacts [with a person] and on the 31st they're like, ‘Hey, I want help now.’”Outreach coordinators will report back to the City Council on the progress of the initiative later this year. 1927

It was just one example of the vulnerabilities in the U.S. election system.Intelligence officials and security experts agree that cyber-attacks like the one’s perpetrated during the 2016 presidential election are not a thing of the past.“There's no reason to believe that attacks like that would not happen in this election,” said Jake Braun, executive director at the Cyber Policy Initiative at the University of Chicago. He’s also the author of “Democracy in Danger: How Hackers and Activists Exposed Fatal Flaws in the Election System.”Braun says the two most serious vulnerabilities lie in voter registration databases and election night returns data. He says the hacking of either could cause chaos at the polls or spawn conspiracy theories about the election’s outcome.“We're already seeing ransomware attacks on databases and we're already seeing things like fake websites to mimic election websites being put up,” said Braun.Mary Hanley, Associate Director of the Cyber Policy Initiative, says they are trying to help protect against those kinds of attacks. For the first time through their cyber surge program, they’re connecting a network of 250 volunteer cybersecurity technologists with U.S. state and local election officials ahead of the 2020 election.“We can help answer basic questions about general cyber hygiene, but we can also help election administrators understand how to remediate vulnerabilities that they've already identified,” she said.Volunteer cyber technologists like New Mexico-based Chris Perkins say election officials need to be able to see where potential assaults can present themselves.“Once you have that visibility on your attack surfaces, then you can start to detect those anomalies and things that start to look like suspicious activity,” said Perkins.In a highly polarized atmosphere, cyber experts say it’s even more important to ensure that security breaches are quickly identified and contained. 2176

CAMP PENDLETON, Calif. (KGTV) — Shortly after the De Luz Fire ignited on Camp Pendleton Wednesday, an unnamed Gunnery Sergeant jumped into action to evacuate more than 70 students.The brush fire broke out on base just after 12 p.m., prompting several precautionary evacuations of nearby structures, including schools, businesses, and hundreds of homes in the DeLuz Housing area.While there were no students or staff at Mary Fay Elementary School at the time of the fire, the base says, there were 73 students at the nearby Child Development Center that needed to be evacuated.An unnamed Gunnery Sgt. with the Provost Marshall’s Office commandeered a city transit bus to evacuate the children and residents, the base said. Emergency Services Battalion police and fire crews, along with NCIS agents, also helped transfer each student to the evacuation point to be reunited with their families."This Gunnery Sgt. exhibited but one example of the brave, fast-thinking actions that were taken this day," a release from Camp Pendleton officials said.Within three hours of sparking, the De Luz Fire was largely stamped out by firefighters as high temperatures brought an elevated threat of wildfires to the county on Wednesday."Their quick and heavy response, deploying all available units and requesting aid from CAL FIRE/San Diego County Fire Authority, allowed for residents to return to their homes within four hours after evacuating," the release added.The only loss from the fire was an NCIS government vehicle, according to officials. CARLSBAD, Calif. (KGTV) — Thursday's heavy storm caused significant damage in the North County Plaza shopping center in Carlsbad, particularly to Homeroom Hourly Child Care. Homeroom's owner tells 10News that current estimates are it will take six weeks to repair all the damage to the interior."I was pretty pessimistic last night," assistant director Erin Devries told 10News. Shorty after, tiles began falling from the ceiling, along with a deluge of rain. Out of fear of danger from a soaked electrical system, the teachers turned out the lights, then evacuated the children from the building, seeking shelter in the Orange Theory gym next door. A crew worked late into the night pumping out the water. "Seeing all the stuff they can fix. (KGTV) - The family of an 18-year-old man shot and killed in Carlsbad last July says they’re upset with the sentence handed down for the man who supplied the gun in the shooting.Connor Mangseth is described by family as someone who lived life to the fullest, inspiring those around him to do the same. His mother said he would befriend anyone, no matter their background, and that’s what led to his death this year. On July 23, Connor went to the home of a friend and 19-year-old Gerardo Gonzales, another friend, was also present. Gonzalez was already facing felony charges for another crime and was out on bail.RELATED: Teen girl, young man arrested in Carlsbad shooting deathGerardo had a gun, which he gave to a 16-year-old female who was also with them. She said she thought it was empty when she pulled the trigger, but there was a bullet inside, which struck and killed Connor. Connor’s sister said it’s what happened next that deserves justice.“The worst part is the things that happened after that. It was that Gerardo Gonzales and this minor left to go hide the gun, they created a false story involving two other gunman and they spent 20 minutes doing this instead of anyone calling 911 or getting help,” said Sabrina Mangseth.Gerardo was charged with Accessory After the Fact and Child Endangerment. The Mangseth family said they are angry at the court system for how they handled these charges. Connor’s mother, Maureen, said they got silence from the District Attorney’s office, then she got a call saying Gerardo had taken a plea deal, something she was not told about ahead of time. She said she feels like the prosecutor was trying to rush the case rather than find justice, adding that to her knowledge, investigators have not completed their investigation and have more evidence to review.Sabrina started an online petition to bring awareness to the lack of communication during the case, gathering more than 6,000 signatures. A description in the petition describes Connor’s passion for life and the family’s desire for the court to take back the plea deal and wait to make any decisions until all evidence has been gathered.Ultimately, a second prosecutor was brought in to handle the case, but the guilty plea remained. Wednesday, Gerardo was sentenced to probation and up to one year in jail. Maureen said it doesn’t look likely that he’ll serve jail time. Sabrina did add that the second prosecutor did a better job of communicating with their family.“Gerardo Gonzales himself, in the trial, said Connor was my best friend and for him to do that to his best friend, I can’t even imagine what he would do to a stranger, someone else,” said Sabrina, worried about the lack of punishment for Gerardo.When asked for a response to the sentencing and plea deal, a spokesperson for the District Attorney’s office said: “This is obviously a tragic case and we have been in very close contact with the victim's family in recent weeks as we continue to seek justice for their loss. Two defendants were charged in connection with this murder. The defendant who is not the actual killer pleaded guilty to both counts he was charged with, including Accessory After the Fact and Child Endangerment, with an agreement from the People that there would be no opposition to a local jail sentence.
