SAN DIEGO (KGTV) - When a series of suspicious fires pop up and arson is suspected, law enforcement officials across California have a handy tool that could help track down or rule out potential suspects.“In California there’s a criminal arson registry put on by the California Department of Justice,” said San Diego Police Sgt. Rick Pechin with the Metro Arson Strike Team. “What that registry does is keep track of all arson registrants in the state of California.”The registry is similar to the Megan’s Law database, but it is not available for the public to access. “It’s a law enforcement computer database only,” said Pechin.RELATED: Video shows arsonist suspected of setting Ocean Beach, Point Loma firesOnce someone is convicted of the crime of arson, they must add their name and address to the registry 14 days after they get out of jail or prison. Offenders can even land themselves on the list even if they slip up just once, like burning a pile of an ex's clothing.“Sometimes it was a onetime mistake they may have made in the heat of the moment and it got them on the list for the rest of their lives,” said Pechin.Pechin and his team of detectives with San Diego’s Metro Arson Strike Team recently used the arson registry after a number of fires erupted across Ocean Beach and Point Loma in September.In the specific case, surveillance video revealed who investigators believed was starting the fires.RELATED: Arson teams investigating five suspicious fires in OB and Point LomaWith the description of the possible suspect, a fairly tall, white man with a thin build, MAST investigators went through the arson registry searching for people known to re-offend in the area.His description helped rule out a number of potential suspects.“It’s just as important as a tool used to exclude someone as it is to include them as a possible suspect,” said Mechin.There are random compliance checks for offenders on the list.“The compliance checks are basically just to make sure they still live in the same location that they gave the local police department when they moved in that area,” said Mechin.If the offender has moved, they must notify local law enforcement of their address change.RELATED: Suspect arrested in Carlsbad dealership arson, charged with insurance fraudPechin said officers have had some problems keeping up with chronic offenders.“If we find out that they are out of compliance we will try to track them down and they can be arrested,” he said.Although the registry helped rule out a number of known arsonists In the Point Loma and Ocean Beach suspicious fires case, a suspect was never arrested.Anyone with information is asked to call San Diego Crime Stoppers at 888-580-8477 or the San Diego Metro Arson team at 619-236-6815. 2766

SAN DIEGO (KGTV) -- With COVID-19 cases surging again across California, friends of a local, single dad diagnosed with coronavirus are rallying to support him.Alfredo Huerta, 53, who lives in Linda Vista, first started feeling sick in early November. His first symptom was shortness of breath, which he initially blamed on his asthma."He then feeling started feeling joint pain, his whole body ached and continued to worse. Then he got a fever," said his friend Alana Hoang.Hoang says two Fridays ago, while Huerta was waiting in his primary care doctors office, his conditions worsened."Shortness of breath got worse. He couldn't breathe ... He ended up in the ER," said Hoang.There, Huerta tested positive for COVID-19 and was admitted."He was very scared. He didn't want his kids to have to go through something so traumatic again, like they did with their mother," said Hoang.Huerta, a father of four - two adult children and two teens - lost his wife Sara nearly five years ago to cancer.Alone in the hospital, his thoughts turned to his children."He was afraid he wasn't going to be there for them, so he started thinking the worst," said Huerta.Meanwhile, Hoang started a Gofundme campaign to help the man she says is "part of the family."Huerta, a gardener, has been working with her for 15 years."He is just so kind and gives of himself. He works harder than anyone I've know. We just pray every day he can go back to his normal," said Hoang.This weekend, the news she was waiting for: Huerta was released. SAN DIEGO (KGTV) — Wednesday a preliminary hearing began for a man accused of aiming a loaded gun at off-duty San Diego Police officers at a Mission Valley bar parking lot last November.A San Diego Superior Court Judge listened to testimony from officers in case involving the defendant Jonathan Felix. The incident happened outside of McGreggor’s Bar and Grill on Nov. 7, 2018.Wednesday, officer Jonathan Rodriquez was the first witness on the stand. Rodriguez said he had a few beers after work with coworkers that night. He said Felix was sitting about 20 feet away from the off-duty officers.Once the bar was closing they all walked out into the parking lot.RELATED: San Diego man says off-duty SDPD officers assaulted himRodriguez claims he saw Felix looking into his car or looking at his car. He said after that he and the other officers watched Felix go to his own car.“The defendant got a bicycle out of his car, I thought it was strange and he left,” said Rodrigues. “After he left he came back a second time.”Felix claims he lives nearby and uses the parking lot at that shopping center because parking is limited at his apartment complex. Rodriguez says an off-duty officer then walked over to Felix and had an “innocent conversation." He said Felix asked the officers if they’d like to smoke, but they all denied him. Rodriguez decided he did not feel comfortable being there, and says he left in his own vehicle.After that, surveillance video shows what transpired.Felix is seen having interactions with the other off-duty officers, and then he’s seen holding a gun.The officers began beating Felix, leaving him with a bloody head, several lacerations and bruises. He was arrested that night. Second on the stand was officer Andrew Duncan. He was one of the officers involved in the fight. He claims they walked out of the bar and saw Felix acting strange. Duncan says Felix left and came back saying the other officers threatened to beat him. Duncan went on to testify that's when Felix showed his gun. Then, Duncan said, all 4 officers pointed their gun at Felix then tackled him. They say they were wrestling with him to get the gun away. Tasha Williamson with Building Justice says Felix shouldn't be facing these charges, but that the officers should face assault charges because Felix wasn't doing anything wrong that night. Williamson says the officers were off-duty and should have left Felix alone.Felix is charged with two felony weapons charges for being a felon in possession of a firearm and ammunition. He’s also charged with and a misdemeanor drug charge for being in possession of a controlled substance.Before the preliminary hearing started his lawyer, Alicia Freeze, spoke outside of the courtroom.“Uniquely and I think very creatively, my client is not being charged with brandishing a weapon, he’s not being charged with assault with a deadly weapon, he’s not being charged with a lot of the initial charges he was booked under,” she said.On Jan. 4 the San Diego Police Department issued the following statement: “The San Diego Police Department submitted a criminal case to the District Attorney's Office regarding this incident, in which Mr. Felix pulled a gun on four off-duty police officers. He has been charged with unlawful possession of a firearm, unlawful possession of ammunition, and possession of a controlled substance. Mr. Felix is entitled to the presumption of innocence and the full facts of this case will be litigated as the criminal case proceeds. As in any situation where there are allegations of misconduct, the San Diego Police Department has initiated an internal investigation. If found, any misconduct will be handled accordingly.”At the end of this preliminary hearing a judge will decide if there’s enough evidence for the case to move to trial. If the case goes to trial and Felix is found guilty and convicted, his lawyer says he could be looking at one to two years in prison.Several supporters of Felix showed up to court today and plan to have a press conference following the hearing. 4063

SAN DIEGO (KGTV)- A border church and border mosque are calling for a day of unity. A Bi-National Day of Prayer will be held at Friendship Park; a place where families on both sides of the U.S. Mexico border can meet. The group is also releasing a short film to encourage federal leaders to keep Friendship Park open. The film is called “A Prayer Beyond Borders.”“Friendship Park is the only place on the U.S. Mexico border, where families who have been separated by U.S. immigration policy, can come together,” says Dustin Craun with CAIR San Diego. Families “can physically be together.”Worshippers have been holding prayers there every week since 2011. “We can pray together when we can come together. We can break bread together,” says Imam Taha Hassane, with the Islamic Center of San Diego. Worshippers say there have been threats to close Friendship Park, but no action was ever taken. They are hoping their continued presence will show federal leaders they need this space open. “Millions of families in the United States and Mexico have no access to each other at all,” says Craun. “Closing friendship park would close any possibility of them being able to see each other.”First United Methodist Church and the Islamic Center of San Diego are calling for a day of unity for people of all faiths, for the Bi-National Day of Prayer.
