SAN DIEGO (CNS) - The city of San Diego announced a partnership with county officials Monday to address staffing and capacity concerns for a program that assists frequent 911 callers and reduces the strain on the county's emergency response centers.The San Diego Fire-Rescue Department's Resource Access Program launched as a pilot program in 2008 and has both contracted and expanded since.The program connects frequent 911 callers, many of whom deal with homelessness, mental illness, substance abuse and other medical issues, to local health and housing services.According to the city, roughly 90% of people in the RAP who call 911 more than 30 times annually are homeless. Although the program's members make up fewer than 1% of the city's population, they generate roughly 20% of its 911 calls.``Using a data-driven approach, we are identifying those San Diegans who need specialized care and connecting them with the help they need so they don't have to call 911,'' Faulconer said. ``It's a shining example of how the city and county can work together to find solutions to our region's mental health crisis.''The program reduced its size in 2017 due to a lack of funding, according to the city. As a result, the number of patients with more than 50 911 calls per year increased from one in 2016 to 26 in 2018. Last month, the program added six new positions as the city and county aim to restore its effectiveness to a level similar to earlier in the decade.``Our region needs action tackling the challenges of providing mental health services and this city-county collaboration is critical to helping meet that need,'' Fletcher said. ``Teams of trained medical and mental health professionals from the county and city through the Resource Access Program can quickly take action to help people experiencing a behavioral health emergency. SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. Gavin Newsom proclaimed a state of emergency over the pandemic.Fletcher said the resolution "is a prudent step to protect folks in a period of economic distress."The supervisors voted remotely, abiding by the social distancing guidelines established by health officials to prevent further spread of the virus. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. She said that as a land owner and tenant, she's "sensitive to all sides of this proposal.""I believe we need to give the most vulnerable the tools they need," she added.Supervisor Dianne Jacob said while she fully supported the resolution, it was also important to protect landlords, and that she wanted to hear from rental property owners in her district. However well-intended, there can be unintended consequences from such a proposal to help renters, Jacob said.Before approving the resolution, supervisors heard from residents, most of whom were in favor.Real estate and property owner representatives said while they support relief for people in financial distress, it was also important to work with renters who could afford to pay. Mitch Thompson, of the Pacific Southwest Association of Realtors, said the resolution could impact between .5 billion and billion in rental income, and affect people like him and his wife. Thompson said they are retired, and rely on property income.He added that he didn't know if the county had "sat down with any property owners" before crafting the proposal. SAN DIEGO (CNS) - SDCCU Stadium in Mission Valley was added to the 30th annual list of the top 10 endangered landmarks and cultural landscapes in San Diego released Tuesday by the Save Our Heritage Organisation.SOHO called the facility -- known until recently as Qualcomm Stadium -- "one of the few mid-century designed, multi-purpose stadiums" to remain standing in the United States."Innovative design features include the pre-cast concrete, pre-wired light towers and spiral concrete pedestrian ramps," according to SOHO. "The novel form of the stadium -- eight concentric circles -- provides excellent sight lines."While current proposals for the site include knocking the stadium down, SOHO urged city leaders to adapt the structure for future uses like college football or soccer games.SOHO, which advocates for maintaining San Diego's historical buildings and sites, as well as unique architectural styles, also criticized the city for continuing to ignore Presidio Park, which it described as "a decaying and unkempt embarrassment," and Balboa Park, where many of the major buildings are behind in their maintenance needs.Others on the list are: 1166

  

SAN DIEGO (CNS) - The county's flu death toll inched closer to 70 last week, while lab-confirmed flu cases continued to decline, the county's Health and Human Services announced today.The county received one report of a flu-related death last week, a 74-year-old North County man who had additional medical issues. County health officials did not disclose whether he had received this flu season's vaccine. The county's flu death toll now sits at 68.The county confirmed 86 flu cases last week, down from 114 cases during the prior week. Confirmed flu cases have declined for six consecutive weeks since reaching a season-high of 692 in mid-March. County health officials have now confirmed 9,373 flu cases to date this season."Flu activity in the region continues to wane, but it is still elevated for this time of year,'' said Dr. Wilma Wooten, the county's public health officer.While flu season appears to be wrapping up, county health officials and the Centers for Disease Control and Prevention still strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people older than 65 and people with chronic conditions.Flu shots are available at doctors' offices, retail pharmacies, community clinics and the county's public health centers.
