SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. San Diego Democratic delegate Jess Durfee has attended the last four of his party's conventions to select the presidential nominee.Some days, he spends more than 15 hours attending meetings, luncheons and waiting for major speeches on the floor."There is nothing like attending a convention," he says.There is also nothing like the Democratic National Convention for 2020, which begins Monday. It's going all virtual in the midst of the Coronavirus outbreak. It starts with a keynote speech from Sen. Bernie Sanders, and will conclude Thursday when Joe Biden officially accepts the presidential nomination. Durfee used to attend with his San Diego counterparts. This year he was supposed to go to the convention in Milwaukee. Instead, he'll be joining from his home office in University Heights. "We would normally be seeing one another, even having breakfast together... We'd grab a couple of tables, and say 'these are San Diego tables, get away,'" he said, jokingly.The same virtual format will apply for the Republican National Convention, happening next week. Thad Kousser, a political scientist at UC San Diego, says these conventions are essentially one long political ad. The business of the party is not the priority - it's getting voters excited for November."The big question here is whether America will want to watch something that looks like the Zoom meetings many of us have been in all day," he said. But Kousser said there is intense political interest that could push up viewership. SAN DIEGO (KGTV)- The 2019-2020 cruise season is officially underway in San Diego, and the Port of San Diego expects thousands of visitors to the region, having a significant economic impact on the city.The Port has 104 cruise calls scheduled, which is up from last year's numbers. Approximately 338,000 passengers will be on the cruises and Port officials say each home ported call has an average of million in economic impact."That doesn't just mean spending money on food and shopping, but that can be maintenance, repairs and things to the ship," said Adam Deaton, with the Port's cruise business development."It's a great, great uptick for San Diego's economy," said Deaton. "We're not in the summer so it's kind of the down season, so cruise is a great pick me up for the winter and fall months."The season began Tuesday with the arrival of luxury ship Le Soleal, from French Cruise company, Ponant.Also this season, Holland America, Disney Cruise, and Carnival Cruise Lines will be featured. Carnival has not been in San Diego since 2011 and its return was much anticipated.The Carnival Miracle will be at the Port starting in December for 12 trips including Mexican Riviera, Hawaiian Island, Baja Mexico and Panama Canal cruises.Starting October 4, Disney Cruise Line will offer 16 cruises from the Port of San Diego. San Diego State University's planned Mission Valley campus will generate more than 45,000 daily vehicle trips once its built out, according to a new draft environmental impact report.In November, San Diego voters approved a plan for SDSU to turn the SDCCU Stadium site into a Mission Valley campus. It will allow the university to grow from its current enrollment of 36,000 to more than 50,000. "It's great, it's allowing more students to come in and get their education started," said Tyler Ollison, who just transferred to SDSU. The university is planning more than just a campus in Mission Valley. It also is proposing a 35,000 seat stadium, 4,600 residential units, 400 hotel rooms, and 95,000 square-feet of retail, restaurants, and a grocery story. Plus, the university plans to build 1.4 million square feet of campus office and lab space, and 100 thousand square feet of medical office space.Its new draft environmental impact report says the project will ultimately generate 45,174 new daily trips to and from the campus, in already bustling Mission Valley. "Our project proposes a number of signal re-timings, and expansions of turn lanes, and a number of entrances and exits throughout the site," said Gina Jacobs, SDSU's vice president for the development. Jacobs added the project calls for a new road from Fenton Parkway into the campus. The draft EIR also studies alternate forms of transportation, including how the on-site trolley stop can figure in. The project completion is expected in 2037. Meanwhile, the new stadium is expected to open in 2022. SDSU is now taking feedback on its draft EIR, which can be viewed here. SAN DIEGO (KGTV)- As San Diego County awaits state guidance on how to move forward with reopening different sectors, a local church continues to defy public health orders by operating inside.Under the current public health order, religious services may continue outside with social distancing in place.Awaken Church was sent a cease and desist letter from the county’s public health officer, Dr. Wilma Wooten, for operating inside in July.A month later, the church is defying the health order again by resuming indoor operations on Sunday, August 23, the church’s 15th anniversary. Services and locations are posted on the church's website. A video on the church’s website shows pastors Jurgen and Leanne Matthesius speaking about why they have decided to reopen. The two said it was time to reopen and that “fighting for our religious freedoms and pushing back against government overreach is not only worth the cost; it’s essential.”In the video, the pastors say that the governor and county officials continue to keep churches under strict regulations, which prevents them from meeting the needs of their congregation.“Sadly, we’ve had five people connected to our church that have lost their lives, not from the virus but because of the virus. This was due to many factors, including suicide, drug overdose, and severe neglect from a hospital who was primarily focused on their COVID patients,” said Leanna Matthesius in the video.While county supervisor Nathan Fletcher acknowledged the importance of religious freedom and constitutional rights, he spoke of his frustrations with the church at a county COVID-19 press conference Monday. “It is very frustrating to see an entity that has an avenue to gather that is allowable, that is acceptable, that is much safer, choose to openly defy that in order to expose the members of their congregation to a very dangerous situation,” said Fletcher. “Just gather outdoors, physically distance, and wear a face covering.”Under the county’s public health order, houses of worship can continue to operate if “outdoor services and cultural ceremonial activities may be conducted provided all persons practice social distancing.”A county spokesperson tells ABC 10News that the church isn’t facing additional action from the county as of right now.ABC 10News reached out to Awaken Church for further comment but did not hear back. 2380
