SAN DIEGO (CNS) - San Diego lifeguards reported that although about 155,000 beachgoers hit San Diego beaches Saturday and Sunday, the number of rescues and medical assists made by lifeguards was not excessive going into the third day of the Labor Day weekend.``On Saturday there were about 120,000 people on the beaches, and on Sunday there were about 135,000 people,'' said San Diego Lifeguard Lt. Andy Lerum. ``We did about 2,000 preventative acts each day.'' Lerum said the number of rescues made both days was relatively light.`We made 15 rescues on Saturday, and 42 rescues on Sunday, mostly because the ocean has been pretty calm,'' he said. `We had more medical aids, 40 on Saturday and 35 on Sunday. We're going to probably have more than that for Labor Day, but the final figures are not yet in.''`The bulk of what we've been doing on the beaches has been taking care of sick and injured people,'' said Lerum. ''We also had a flurry of kayak rescues, About five kayaks tipped over into the ocean. We rescued those kayaks. Everybody is fine.''There was lots of boating activity over the holiday weekend.Lerum said a person fell from either Ocean Beach Pier or the seawall there about 5:30 p.m. on Labor Day. SAN DIEGO (CNS) - Starting today, the Port of San Diego is conducting an over-water lighting field test as part of the San Diego-Coronado Bay Bridge Lighting Project -- the next step in a process to artistically illuminate a portion of the 2.1-mile bridge span from the Coronado shoreline to Harbor Drive in San Diego.The testing is scheduled to occur between 6:15 p.m. and midnight from Sunday to Saturday, Nov. 14. To allow the testing, 170 computer-programmable color LED luminaires and controllers are being temporarily installed on three of the tallest columns near the center of the bridge span.Each night during the live technical testing, lighting in different colors, combinations, sequencing and arrangements will be intermittently visible on the three columns. Occasional periods of darkness will occur as other aspects of the installation are tested.``This bridge lighting test provides San Diego a unique opportunity to see what's possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront,'' said Marshall Merrifield, port commissioner. ``Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline.''The week of technical testing is intended to evaluate the lighting design that has been developed to date, its technical functionality and its ability to effectively display the range of artistic color lighting as originally envisioned.During the testing, the project team and design consultants will take measurements, collect data, and identify adjustments that may be necessary as the project's design development continues. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer accepted a nine-figure loan from the U.S. Environmental Protection Agency Tuesday to help the city finance phase one of the Pure Water San Diego water recycling program.Faulconer joined EPA Acting Administrator Andrew Wheeler to formally claim the 4 million Water Infrastructure Finance and Innovation Act loan. The city estimates that the first phase of the program will cost roughly .4 billion, including funding from the loan.San Diego will provide one-third of the city's drinking water through the Pure Water program by 2035, according to city officials. The city plans to break ground on the project's first phase in 2019."This federal funding is validation that our Pure Water Program is cutting-edge technology and a worthy investment for San Diego's future water independence,'' Faulconer said. "This is going to be one of the most significant infrastructure projects in San Diego history and will deliver clean, reliable water to our residents for decades to come.''As part of the first phase, the city will upgrade existing water facilities and construct new ones, like the North City Pure Water Facility near Eastgate Mall. SAN DIEGO (CNS) - The San Diego City Council declined to report details of its closed-door discussion Tuesday on a draft appraisal of price and payment terms for the city's potential sale of the SDCCU Stadium site to San Diego State University.The council met in closed session to discuss the undisclosed terms of the appraisal with its negotiating team, composed of officials in various city departments and the city attorney's office. Both the city and SDSU have expressed an intent to exchange the property for "fair market value," but what that entails remains opaque.D.F. Davis Real Estate estimated the fair market value of the site sits at .2 million, according to documents.The city is currently in the process of selling a 132-acre parcel of land to SDSU as the university intends to redevelop the parcel, which includes SDCCU Stadium, into a 35,000-seat stadium to be primarily used by the university's football team, a satellite campus, a park along the San Diego River and commercial and residential space.After the closed session, City Councilwoman Barbara Bry called for the draft appraisal to be released to the public and for all future discussions of the sale to take place in an open session."It is now time for SDSU to make an offer which honors the terms of Measure G and the promises that were made during the campaign," Bry said in a statement. SAN DIEGO (CNS) - San Diego County public health officials have reported 540 new COVID-19 infections and one new death related to the illness, raising the region's total to 59,656 cases and 908 deaths as the county continues to await news on whether it will sink into the dreaded purple tier of the state's four-tiered COVID-19 reopening plan.State officials reported Wednesday that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. The adjusted case rate had dropped to 7.4 per 100,000, above the baseline of 7, qualifying the state for the purple, or most restrictive tier of the reopening plan. Last week's unadjusted case rate was 7.8 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that more restrictive tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a slow but steady increase in infection numbers.If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said."Cases are increasing in the region and it is vital that we take this virus seriously and recommit ourselves to the strategies that are proven to work," she said Thursday. "Wear a face covering when you go out in public, stay six feet away from others and avoid crowds and large gatherings."The county's testing positivity rate actually improved, declining 0.3% from last week to reach 3.2%, but remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.1% to 5.3% and entered the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case data to determine where counties stand.
