SAN DIEGO (KGTV) — With the threat of yet another rollback for San Diego businesses, owners are concerned. San Diego County is on track to move into the most restrictive tier, meaning restaurants, personal care shops like nail salons, museums, zoos, places of worship, movie theaters, and gyms all have to operate completely outside. The county is expected to announce that rollback Tuesday, Sept. 22.Ricardo Zarate Jr is the Director of Operations for Leucadia Company, a group that manages three Encinitas restaurants, including Valentina and Moto Deli. He said they’ve been trying to adapt with the times, adding trees and decorations to their outdoor dining, but hearing the news that the community is moving in the wrong direction is hard.RELATED: What happens if San Diego County moves to California's most restrictive tier“You think ‘okay we’re doing our due diligence, we’re making steps, there’s progress,’ and then to find out there’s not going to be that progress and in fact there might even be some regress, it’s disheartening,” said Zarate.He said he anticipates more restaurants will likely permanently close if they have to shift to outdoor yet again. When asked about the roller coaster of opening and closing, he said his restaurants will make it, but knows it’s hard on others.“On one hand it would be nice to not be wondering when the next step back is going to come but on the other hand, I can see how some of our fellow restaurants do benefit, even if it’s briefly, from being able to open up their indoors,” he said.Jessica Huynh at Bella Paris Nails in Little Italy knows the benefits of being able to open indoors. Her nail salon does not have the space to open outside, so they stayed closed the whole pandemic. After almost six months of no business, they finally reopened when indoor services were allowed in September. Now, less than three weeks later, they’re faced with the possibility of only outdoor services again, which for them means another closure.“I don’t know if we can work outside, so maybe we close again,” said Huynh. 2070

SAN DIEGO (KGTV) - When a baby is born premature, a family’s world can be turned upside down. November is Prematurity Awareness Month. So, in recognition of that, the March of Dimes donated 50 care packages filled with everything from fuzzy socks to crossword puzzles, and tissues to parents who spend countless hours with their babies in the NICU. "Oh, is that funny?" says mom Vanessa holding her newborn. For a mother, anything her newborn does is a little miracle. "So this is our boy Ezekial,” says Vanessa showing off her little miracle. “He was 3 pounds, 10 ounces." But Ezekial is only one of three miracles. There's also sister Eleana, and little Evelyn. Triplets, three little miracles, born nine weeks premature at Sharp Mary Birch. "I spent three and a half weeks upstairs on the fourth floor, admitted. Um, it was hard,” adds Vanessa holding back tears. “I carried the triplets until 31 weeks and three days, and we've been here ever since, I'm going on about 40 days." Forty days and counting in the Neonatal Intensive Care Unit at Sharp Mary Birch Hospital. And Vanessa, with a two year old at home already, is here six to nine hours a day. "I come between 10 and 11, and I'll leave about 5 or 6. It just depends. Sometimes it's just hard to leave," says Vanessa. On this day, the March of Dimes is here delivering care packages. A little comfort for parents trying to navigate the emotional roller coaster of life in the NICU. "It's great, the nurses love our babies, and the doctors are amazing,” says Vanessa. “It's just some days are hard because this is what you come to every day. And every day I just want to hear, 'Your babies are ready to go home.'" That day will come, just like it did for Kristina and Mia. "She was born on July 31st, and she was supposed to be born on November 3rd. She was born 1 pound and 9 ounces," says mother Kristina holding her little Mia tight. Mia was 14 weeks premature. "This kind of puts it into perspective of how small she was,” says Kristina showing a picture on her phone. “That's my husband’s finger, and that's her little hand. Her fingers don't even wrap around the tip of his finger." The difficulty of having to leave your baby in the hospital, and the trust that a parent has to have in the nurses who care for them is overwhelming and at the same time, very comforting. “Yes, it is extremely overwhelming, depressing,” says Kristina. “But you bond with these people here and they become family, they really do. That's why I’m back here today to visit my primary nurse. We will always be grateful for everything they did for us here." Mia was part of a March of Dimes study when she was in the NICU at Sharp Mary Birch. Each year more than 22 thousand babies never make it out of the NICU because of complications with premature birth. SAN DIEGO (KGTV) -- Two San Diego police officers answered an unusual call to duty when an emergency struck, leaving two young children alone.SDPD officers Daniel Clark and Adrianni Vital have been a part of the department for about a year.Last Friday night, police received a call about a father in San Ysidro having a medical emergency, but he did not have any family or others to watch his two young daughters.After he was taken to the hospital, Clark and Vital stayed behind to watch the man’s 2-year-old and 4-year-old daughters.“Just to put a smile on their face, it meant a lot, it was a great interaction; it just made my day,” said Vital. “We just want to show people that we are human, too, and we do want to give back, and sometimes it comes in different shapes and sizes in how we do it."The officers did everything they could to keep the girls entertained so they would not worry about their dad.Using his own experience as a father, Clark learned more about the children’s likes and dislikes, and the officers eventually found out the girls loved the song “Baby Shark.”ABC 10News learned the girls’ father is doing OK and the family was reunited after about two hours. 1190

SAN DIEGO (KGTV) --  On Monday a settlement was reached in two cases against San Diego Sheriff's Deputy Richard Fischer. Those settlements come to a total of more than 0,000. 10News has been covering the story since November when a victim shared her story with Reporter Steve Fiorina. The Sheriff's Department opened an investigation into Fischer last fall after a woman claimed he groped her while responding to a service call.The investigation then expanded to more than a dozen incidents against Fischer dating back to 2015.RELATED: San Diego County sheriff's deputy accused of sexual misconduct pleads not guiltyThe 32-year-old deputy is on unpaid leave and out on bail pending criminal court cases. At his February arraignment in a Vista courtroom, Fischer pleaded not guilty to all charges. SAN DIEGO (KGTV) -- One person died and another was hospitalized after a single-car crash near the harbor in downtown San Diego Sunday morning.Authorities say the crash happened on North Harbor Drive and Broadway just after 2 a.m. Police say one person died at the scene and a woman was rushed to the hospital following the crash.Harbor Police say the vehicle was traveling at a high rate of speed when the driver lost control and crashed into a palm tree causing the vehicle to catch fire.Officers said they believe the woman was ejected from the car. Police are working to identify both victims of the crash.Police say though the car is unrecognizable following the crash, they believe the car is an exotic vehicle.Harbor Drive will remain closed for at least the next three hours, according to police. 817
