And service is a big part of the job for Bishop Donnie McGriff. “It’s not a job it’s not a profession. It’s a ministry. And that’s what I do. I love it,” says Bishop McGriff.And serve the Bishop has for nearly 60 years, starting right out of high school in the Navy. He served his community as a UPS driver. And for over 30 years, he has served in what he calls his ultimate role as the leader of his church. What was his calling?“I think I found out at an early age that my purpose or destiny was to serve,” says Bishop McGriff with a smile.The Bishop serves in so many ways with his congregation. They collect food for the less fortunate. He even founded a Christian based University focusing on Theology and Entrepreneurship. But the military has always been very close to Bishop McGriff’s heart. SAN DIEGO (KGTV) — San Diego County officials say they are taking additional steps regarding employers linked to outbreaks.Supervisor Nathan Fletcher said the county will update its public health order to state "entities shall notify employees of an outbreak that occurred at a physical location where they work."Fletcher added that the county believes most businesses are acting responsibly and notifying employees. He said that the county wants to make sure that employers are notifying every employee at the specific location an outbreak has been traced to, even if they may not have had close contact with a positive case.RELATED: San Diego County health officials warn local churches about holding indoor servicesThose employees will then be given instructions suggesting the next steps to take.The new order will be effective starting Thursday.Wednesday, the county reported 24 active community outbreaks, which is more than three times the county's trigger of seven community outbreaks in a week.The move was announced in addition to other measures to increase public health order compliance, including a compliance hotline and email, additional staff for egregious violations, outbreak inspections, and follow-up inspections.RELATED: San Diego based company behind rapid COVID saliva test“We’re in the process of setting up a health compliance hotline and email access,” said Supervisor Nathan Fletcher. “We’re bringing on additional staff to increase our ability to respond to those egregious cases those willful, blatant violations.”Fletcher said more information would be discussed at the County Board of Supervisors meeting Tuesday.“The current compliance effort really focuses on number one, the egregious cases we’ve seen. County officials learned of a COVID-19 outbreak reported at The Gym in Pacific Beach this week. Last week, Dr. Wilma Wooten, the county’s public health officer, sent a letter to The Gym asking for the immediate closure of indoor operations.The Gym continued to operate in violation of state and local health orders, according to the letter. SAN DIEGO (KGTV) -- Residents in Pacific Beach are tired of the crime in their neighborhood. Some of them say - it's likely a lack of light that emboldens criminals. Wednesday, those neighbors brought the issue up with at a Pacific Beach Planning Group meeting, and offered a unique solution.  "Quality of life crimes are going up."Marcella Teran would know. She's lived here in the area for 30 years."We live by the Pacific Beach library, and there's so much crime over there and drug dealing," she said. "I just didn't feel safe at all."A few houses down, up in a tree above the sidewalk, Teran's neighbor took matters into his own hands."They're LED, solar powered, and it's super bright," she said, pointing out the lights her neighbor put up in front of his home. The best part is, they aren't expensive. Her neighbor purchased the lights online for less than , inspiring Teran to get a few of her own.  944

SAN DIEGO (KGTV) — San Diego Police are asking the public to help find the driver who left a man with several severe injuries along an Ocean Beach street last month.Police say at about 10 p.m. on Sept. 6, a 64-year-old man was walking his bike northbound in the bicycle lane of the 4000 block of Nimitz Blvd. The suspect, driving a newer model Nissan Versa Note hatchback (shown below), struck the victim. The driver sped off, leaving the man severely injured.The victim was taken to a nearby hospital suffering from several fractures to his pelvis, ribs, fibula, and foot. He also suffered lacerations and injuries to his bladder and liver. The man is expected to survive but remains hospitalized, police say.Police say the Nissan should have damage to its passenger side front headlight, fender, and side view mirror. SAN DIEGO (KGTV) - San Diego County leaders have stressed education over enforcement regarding the rules and laws surrounding the coronavirus, but there are laws in place to help stop the spread."There is civil liability and criminal liability," says Professor Joanna Sax from the California Western School of Law.Sax says many of the laws rely on a standard called "reasonable care" to determine liability."As long as you are taking precautions reasonably, then it's unlikely that you'll be held negligent. That would be the legal term," Sax says.For businesses, that means following the rules like posting a safe reopening plan and sticking to it to keep customers safe. It can also mean providing PPE and hand sanitizer for employees.But for businesses that aren't using "reasonable care," San Diego officials have shown the ability and willingness to use the laws to force compliance.One of the most prominent cases over the last few months involves Boulevard Fitness in University Heights. According to the city, that gym stayed open for indoor workouts for 45 days, violating the county's rules. City Attorney Mara Elliott threatened Boulevard Fitness with a ,500 fine for each day, citing "unfair business practices."The gym closed after receiving Elliott's letter and has since reopened while obeying county guidelines for capacity and distancing.Sax says those kinds of laws work for extreme cases, but may not apply for smaller violations."If businesses are not behaving reasonably and they are behaving recklessly, and they have no plans, and they're letting people in, maybe they should face liability," Sax says. "Those aren't the businesses that should be open to the public. They're doing a disservice to the rest of the community."As for individuals infecting other people, the California Health and Safety Code has strict standards.According to Section 120290, five things all need to happen for someone to be guilty of "intentional transmission."The Code says: 1988
