The national land resource authority is required to create an emergency plan and to prepare disaster-relief personnel and materials. The notice also suggests mass media spread information about prevention and relief instructions. The notice notes this year witnessed frequently extreme weather, such as the rainstorms and floods in the south and geological disasters that caused heavy death tolls and massive injuries.

ZHOUQU, Gansu, Aug. 14 (Xinhua) -- The death toll from the massive mudslide in Zhouqu County, northwest China's Gansu Province, has risen to 1,239 as of 4 p.m. Saturday, with 505 still missing, local disaster relief headquarters said. The county education department said Saturday that primary and middle schools in Zhouqu will start the autumn semester on Aug. 25, ten days later than scheduled. This was because hundreds of homes and one primary school were buried and more schools were damaged or inundated in water. Many school classrooms are also being used as temporary shelters.By Saturday noon, power supply was resumed in 8,375 homes, or 76 percent of all affected in the blackout.Vegetables were on sale for the first time on Saturday, nearly a week after the mudslide buried the only vegetable market in Zhouqu.Local authorities ordered 8,400 kg vegetables from neighboring Longnan City and they were sold Saturday afternoon at the same or even lower prices prior to the disaster.Downpours from Wednesday night to Thursday morning have triggered severe floods and mudslides in Longnan, leaving 33 dead and 63 missing, local government said.A major road into the counties of Chengxian and Huixian in Longnan was reopened Saturday night after being damaged in the floods.More than 500 troops and 26 doctors have arrived in the hardest-hit Chengxian, where at least 20 people were killed and more than 10,000 residents had been relocated, to join in the rescue operations. In Gansu's neighboring province of Sichuan, floods and landslides triggered by heavy rains this week have killed at least 10 people and left another 57 missing. In Wenchuan of Sichuan alone, the epicenter of an 8-magnitude quake in May 2008 that left 87,000 people dead or missing, the floods had left 38 people missing by 3 p.m. Saturday. Some regions in Sichuan received a rainfall of more than 200 millimeters between Thursday and Saturday, prompting water levels in many major local rivers to rise above warning levels.Heavy rains also wrecked the eastern province of Shandong this week, forcing the evacuation of 204,500 people, damaging 547,100 hectares of crops, toppling 15,873 houses and causing a direct economic loss of 2.38 billion yuan (350 million U.S. dollars).China suffers the worst flood in at least a decade this summer. BEIJING, June 30 (Xinhua) -- The Communist Party of China (CPC) on Wednesday launched an online database on Marxist theory by uploading the Party's major political doctrines to an Internet website, an effort that analysts said is promoting its ideology through information technology.Uploaded contents to www.ccpph.com.cn include collected works in Chinese of Karl Marx, Frederick Engels, Vladimir Ilyich Lenin, as well as former CPC leaders Mao Zedong, Deng Xiaoping and Jiang Zemin. All the works are available free of charge for Internet users to read, while visually impaired readers can listen to recorded voices reciting the content in Chinese. The website also contains dozens of works explaining the doctrines, research of the communist party as well as the CPC's important documents, files and speeches of General Secretary of the CPC Central Committee Hu Jintao and other current leaders. The database is sponsored by People's Publishing House, copyright owner of those Chinese works and major publisher of translated works of foreign political figures in China.Liu Binjie, Director of General Administration of Press and Publication, said that the official launch of these works on the Internet would expand the spread of Marxist theories. The world has entered an era when information, digitalization and other new communication methods are booming, said Huang Shuyuan, president of the People's Publishing House. The more advanced and powerful communication methods a party uses, the more influential it will be, Huang said.To help online readers find a classic Marxist reading, the database of the website provides a smart search function which finds the origin based on fractional words that readers input."It will greatly help researchers on Marxist doctrines like me, since many of those works could only be available in libraries," said Professor Zhang Guangming with the School of International Relations of Peking University."We could search for information about Marxist works at any time in my reading room," Zhang said.Prof. Zhang Xixian with the Party School of the CPC Central Committee said that the online database represents a new trend for the Party to promote its theories in a more attractive way.By the end of last year, the number of Internet users in China had reached 384 million users, covering about 28.9 percent of the country's total population.Li Changchun, member of the Standing Committee of the Political Bureau of the CPC Central Committee, also attached great importance to the publication of the Party's theories by using multimedia technologies. The People's Publishing House plans to digitalize its 3.6 billion-word Marxist theories books within two years to complete the database and provide it free of charge to the public.
