The Massachusetts Department of Health confirmed on Friday that a second person in the state has died from Eastern Equine Encephalitis (EEE), which is a deadly disease carried through mosquito bites. Friday's announced marked the sixth known fatality in the United States this year from EEE. There have been two confirmed cases in Massachusetts, three in Michigan and one in Rhode Island. 2019 marks the deadliest year for EEE in more than a decade, according to the CDC.The vast majority of cases over the last decade have been reported in the eastern half other United States. Only one case, reported in Montana, has occurred in the western United States. “We continue to emphasize the need for people to protect themselves from mosquito bites,” said Massachusetts Public Health Commissioner Monica Bharel, MD, MPH. “The unusually warm weather expected this weekend will increase outdoor activity among people and mosquitoes. It is absolutely essential that people take steps to avoid being bitten by a mosquito.”On average, there are seven confirmed cases a year of EEE in the U.S, according to the CDC. In 2018, there were six cases of EEE with one being fatal. In 2017, there were five cases, two of which fatal. In 2016, there were seven cases, three of them fatal. The CDC said that on average, one third of all cases are fatal, and death usually occurs 2 to 10 days after the onset of symptoms. Tennessee Governor Bill Haslam has granted executive clemency to Cyntoia Brown by commuting her life sentence.The governor's office announced the decision Monday morning. She will be released to parole supervision on August 7, 2019, after serving 15 years in prison.“This decision comes after careful consideration of what is a tragic and complex case,” Haslam said. “Cyntoia Brown committed, by her own admission, a horrific crime at the age of 16. Yet, imposing a life sentence on a juvenile that would require her to serve at least 51 years before even being eligible for parole consideration is too harsh, especially in light of the extraordinary steps Ms. Brown has taken to rebuild her life. Transformation should be accompanied by hope. So, I am commuting Ms. Brown’s sentence, subject to certain conditions.”As part of her parole, she cannot violate any state or federal laws and will be subject to a release plan approved by the Tennessee Department of Correction and special supervision conditions, including employment, education, counseling and community engagement requirements.Brown's parole supervision will continue until August 7, 2029, at which point her sentence will expire.In 2006, she was convicted of first-degree murder, felony murder and aggravated robbery in the killing of Antioch realtor Johnny Allen.She was sentenced to life in prison.
