SAN DIEGO (KGTV) -- State Assemblyman Todd Gloria continues to maintain a comfortable lead in the race to become San Diego's next mayor, according to a new scientific poll. The 10News-Union-Tribune poll shows City Councilmembers Scott Sherman, a Republican, and Barbara Bry, a Democrat, vying for the second spot.The top two votegetters March 3, regardless of party, move on the November general election. "Todd Gloria looks assured of punching his ticket, but who is he going to face? Is that going to be fellow Democrat Barbara Bry... or is it going to be Scott Sherman, a Republican, proving that this is still a two-party town," said Thad Kousser, who chairs the political science department at UC San Diego. The poll, of 527 likely voters, shows Gloria leading the field with 29 percent of the vote. Sherman is in second with 18 percent, and Bry has 13 percent. The poll's margin of error was 5.3 percent, which Bry and Sherman are within. Democrats currently outnumber Republicans in registration by a two-to-one margin in the city, and independents outnumber Republicans by 40 percent. "When it gets close, when it gets into the single digits, the election day is really what matters," Kousser said. An additional question to be answered election day is the fate of Measure C. It would raise the overnight tax hotel guests pay in the city of San Diego by as much as 3.25 percent to pay for expanding the convention center, street repair and homeless services. The new poll shows the proposition with 61 percent support, 21 percent opposed and 18 percent still undecided. The measure requires two-thirds supermajority support to pass. The gift is the lead donation toward the stadium project and one of the single largest ever made to the school, officials said."I think the students and people of San Diego benefit from everything we do with this property," Basher said during a press conference Thursday. "My husband and I always felt when we get things, we give things. SAN DIEGO (KGTV) - Serious concerns being raised about a COVID-19 outbreak at a federal detention center in downtown San Diego this week after dozens of detainees and employees tested positive.According to the Federal Defenders of San Diego there are 86 detainees currently COVID-19 positive at the Western Region Detention Facility. The Federal Defenders say those numbers came from the U.S. Marshals Service (USMS) later Monday afternoon.Earlier Monday a spokesperson for the Marshals told ABC 10News, “As of Nov. 2, we have received reports of 74 USMS prisoners being held at the Western Region Detention Facility having tested positive for COVID-19 at any point during the pandemic. Of these, 22 have since recovered. The USMS prisoner population at the facility is 520.”The spokesperson did say data on prisoner health comes to USMS through established reporting mechanisms that may vary from jurisdiction to jurisdiction; the data is not real-time and may not reflect the most current information.It’s not just inmates testing positive.According to the Geo Group, the company that runs the facility, 64 GEO employees at the Western Region Detention Facility have tested positive for COVID-19.A spokesperson for GEO said 54 employees who previously tested positive have fully recovered and returned to work.Nine of the employees who tested positive are currently at home on self-quarantine, and one employee is receiving treatment at a local hospital.In a statement a spokesperson wrote in part, “While the COVID-19 pandemic has presented unprecedented challenges, from the very beginning we have taken extensive measures to ensure the health and safety of those in our care and our employees, who are on the front lines making daily sacrifices at the facility.”In October, Team 10 reported on claims that some people who are arrested, accused of federal crimes, and taken to the GEO facility are not getting to court within the required timeframe.At the time, Attorney Ryan Stitt said outbreaks at detention facilities endanger the broader community."The guards that are present, the healthcare professionals that go to the jail and then our hospitals generally that need to treat the inmates once they become ill are all impacted by the rising COVID-19 numbers in custody," Stitt said. 2300

SAN DIEGO (KGTV) — San Diego Police say the man shot in an officer-involved shooting downtown last weekend has died from his injuries.Leonardo Hurtado Ibarra, 25, died of his injuries at the hospital on Monday just before 10:30 p.m., SDPD said Tuesday.On Saturday, two officers in the area of 1200 6th Avenue saw Ibarra leaving a building and recognized him from a recent wanted flier regarding a robbery, according to SDPD. Police say the officers attempted to stop and talk with Ibarra but he began to walk away.RELATED: SDPD release surveillance video, body cam footage from officer-involved shooting in Downtown San DiegoPolice say Ibarra dropped the items he was carrying and "reached into his waistband." He drew an object and pointed it at an officer, prompting both officers to fire their service weapons, police added."He produced a handgun and then pointed it at the officers," said SDPD Capt. Rich Freedman over the weekend. "For fear that they were going to be shot, the officers return fire."Ibarra was hit at least once. He was taken to a nearby hospital where he underwent surgery and was placed in the ICU with life-threatening injuries.A loaded revolver wrapped in a bandana was recovered at the scene, but police have not determined if Ibarra fired the weapon at officers.The two officers involved, identified as Jonathon Lucas and Tevar Zaki, were not injured. Both officers have been with SDPD for about four years, according to the department. SAN DIEGO (KGTV) -- Smoke from a fire burning in Mexico is visible throughout San Diego Thursday. The blaze is burning roughly five miles into Mexico amid hot, windy conditions. According to Cal Fire, the fire poses no threat to the U.S. at this time. The agency said, however, it is monitoring the situation and will send a response if the fire threatens San Diego County. A red flag warning was issued for much of San Diego County through Friday. “Winds will get stronger during the day today peaking overnight into Friday early afternoon.
