SAN DIEGO (KGTV) -- As COVID-19 cases continue to surge across California, many San Diego County businesses are struggling with the latest restrictions. Richard Bailey, mayor of Coronado, is now asking California Gov. There's no data to support that outdoor dining is a significant risk for transmission," Bailey said.In the letter sent to Newsom on Monday, Bailey asked for a reconsideration of the latest health order based on data specific to San Diego County and a new public health strategy."We should treat citizens like adults and put in place recommendations that really emphasize all the best practices that will slow the spread," he said.Dr. Mark Ghaly, the state's Health and Human Services Secretary, explained Tuesday that only 10 percent of ICU capacity is currently available in the Southern California region, which San Diego County falls into."The transmission is now so widespread across our state that most all nonessential activities create a serious risk for transmission," said Ghaly.He said part of the regional stay-at-home order is based on our experiences with flattening the curve earlier this year and the success of other countries that implemented similar shutdowns."Belgium, when they imposed a nationwide closure, the positivity rate in just three weeks fell from 21 percent to 8 percent," said Ghaly.Bailey said there should be a better plan to slow the spread without causing significant harm to small businesses along the way."They're picking winners and losers, and unfortunately big businesses are the winners, and small businesses that can barely afford it are becoming the losers," said Bailey.In the meantime, Bailey is encouraging business owners to follow the state orders, so places like salons and restaurants don't lose state licensing."We're really just trying to help businesses be compliant to the state order," he said.Newsom has yet to respond to Bailey's letter. 2733

SAN DIEGO (KGTV) — City officials say 55 people at the San Diego Convention Center's emergency homeless shelter have tested positive for COVID-19, as cases surge around the country.The individuals who tested positive include those suffering from homelessness and staff at the center, according to the City of San Diego.Those homeless individuals who tested positive will be moved to a local hotel managed by the county for public health use. Staff who tested positive have been notified and advised to stay home. Positive individuals will be kept off-site until it is deemed safe for them to return.The county has made testing available to all staff and residents at the center to halt any further spread and is working to determine if there is an impact to others at the Convention Center.Prior to this round of testing, there had been less than 30 positive tests at the Convention Center over the last nine months, the city says.The city says that individuals utilizing the Convention Center and staff have a daily temperature check and verbal questionnaire and must wear a face covering, and staff clean and sanitize surfaces and hands frequently.The new positive cases as COVID-19 cases surge across the county and state. SAN DIEGO (KGTV) — County public health officials are urging locals who attended indoor services and events at a Kearny Mesa church to quarantine for two weeks after a COVID-19 outbreak linked to the location.The county says anyone who attended Awaken Church at 7620 Balboa Avenue between Nov. 15 and 22 should quarantine for 14 days after their last date of visiting the church and watch for coronavirus symptoms.Officials added that anyone who was at the church within that time frame should get tested for the virus.Generally, the county does not reveal the locations of community outbreaks and has long advocated against the practice. In this instance, public health officials say it's necessary to, "prevent the spread and occurrence of additional cases," and that, "in this case, public health has been unable to identify and notify all of those exposed."In a letter to the church, the county said while the community outbreak linked to the church doesn't mean that anyone contracted COVID-19 at the location, everyone who has attended events at the location should quarantine for 14 days.A community outbreak is three or more COVID-19 cases from different households within two weeks at one location."You should review your current plans to prevent COVID-19 at your location and determine if there are actions that you can take to reduce the likelihood that your staff, customers, or visitors could contract this infection," the letter said.The county added that anyone who has attended the church, as well as the public in general, should continue to wear face coverings, practice social distancing, and avoid large gatherings.With the exception of two days, San Diego County has seen new COVID-19 cases spike to more than 1,000 cases a day over the last week. Gavin Newsom asking that Craig Peyer remain behind bars.In December 1986, Peyer -- then a California Highway Patrol officer -- pulled over Knott on Interstate 15 in the Rancho Penasquitos area. Peyer beat Knott, strangled her, and threw her body over a bridge.Peyer was eventually convicted of killing the 20-year-old San Diego State student in 1988.Peyer's next parole hearing isn't until 2027, but in their letter to the governor, Knott's family says they've learned inmates are being released from Peyer's prison because of COVID-19.“This is precisely NOT a person who deserves to be released early from prison for humanitarian reasons. County has interviewed cases to identify potential exposure settings and tracked community outbreaks."County health officials say businesses that will be impacted by purple tier restrictions saw the following breakdown of COVID-19 cases in October:Restaurant/bars: 7.4% of COVID-19 cases (715 of 9,646)Retail: 6.6% of COVID-19 cases (636 of 9,646)Places of worship: 1.9% of COVID-19 cases (184 of 9,646)K-12 schools: 1.7% of COVID-19 cases (165 of 9,646)Gyms: 0.4% of COVID-19 cases (39 of 9,646)In reference to October's data, the county said that, "outbreak data also show these sectors make up a small percentage of the cases overall ...
