Some of the top scientists and doctors in the country are calling on leaders to do something different immediately to improve the state of the COVID-19 pandemic.The American Association of Medical Colleges released a road map to reset the country's approach to the crisis. It includes evidence-based actions to improve outcomes and overall health.Improvements include things the country still hasn't got a grip on, like critical supply and drug shortages, increasing testing, an setting national standards for face coverings.“There is literally no risk to wearing a mask for the average person. "So, you do the math."City officials haven't decided how they'll divvy up the money, or what businesses will have to do to apply. They also haven't said how many businesses would receive the grants.But if the money is given out equally, or even pro-rated based on size, it would only amount to a few hundred dollars per business. Blumberg says he'd like to see the city combine that money with other business-friendly moves.Blumberg thinks the city could waive permit fees and restrictions to allow all businesses to expand to their sidewalks. He says they could also remove parking restrictions."Anything that the City can do, to allow businesses to do business under these really crazy circumstances," says Blumberg.The City Council says they're looking into options and has allowed restaurants to add seating on the sidewalks. But in their last council meeting, they decided not to close portions of Cedros Avenue to traffic, which would have allowed businesses in the popular design district to expand even more.Other business owners say they'd like the local government to play more of an advocate role, marketing the city and bringing awareness of what has reopened. SPRING VALLEY, Calif. (KGTV) — A 76-year-old woman was arrested on suspicion of intentionally sparking a fire that damaged a portion of an East County strip mall.San Diego Sheriff's deputies were called to a Spring Valley strip mall in the 500 block of Grand Ave. on Tuesday at about 8 p.m. over reports of a possible structure fire.When deputies and fire crews arrived, a woman was found nearby and determined to be a suspect. The woman, identified as Leona Head, is a transient in the Spring Valley area, deputies say.Deputies say Head admitted to starting the fire by trying to extinguish a lit cigar with a bottle of liquid labeled "Clorox." The liquid appeared to be a flammable substance and spread the fire to an electrical box adjacent to a strip mall.The fire spread to the roof of the strip mall before crews with San Miguel and Bonita Sunnyside fire departments were able to put out the fire.The fire damaged the exterior of the building and the electrical box. No injuries were reported.Deputies say Head admitted to setting two other fires ruled as accidental. She was booked into Las Colinas Detention Facility for arson. 1143
