SAN DIEGO (KGTV) - Driving on roads in San Diego during the holiday season can be a headache, as residents and tourists alike deal with increased traffic caused by extra congestion. This year, during Thanksgiving week, the roads have been a little bit safer, according to statistics released by the California Highway Patrol. San Diego County DUI arrests and auto fatalities were both down from last year, for the time period between Wednesday at 6:00 p.m. and Friday at 6:00 a.m. Going into the weekend there have been a total of 21 DUI arrests recorded in San Diego, a decrease from 27 arrests from 2017. RELATED: Check 10News?traffic updatesThe results are also reflected across the state, where the 294 DUI arrests are down from 386 a year ago. There have been no fatal car accidents in San Diego, compared to one at this time last year. Across the state there were 17 car accidents resulting in death, compared to 19 in 2017. The CHP reports that of the 13 fatalities that occurred in their jurisdiction, five were not wearing seat belts.  1142

SAN DIEGO (KGTV) — From birthdays to barbecues, there have been five community outbreaks linked to private parties at homes.A spokesperson for the County of San Diego said the outbreaks happened just after Easter through mid-June, and 33 people tested positive for COVID-19.Three of the residential outbreaks are still active, while two have expired. The outbreaks at private residences have caused health officials to worry, especially with the 4th of July quickly approaching."People who wanted to get together with friends after a period of not being able to do so are having gatherings of maybe 10 to 25 people," said Dr. Eric Mcdonald, director of the county’s epidemiology and immunization department. She still deals with lingering effects now.“I’ll go walk my dog, and I’m still having difficulty breathing when I get home,” she said.For someone who experienced how troubling the virus can be, the fact that many people are now mixing with friends and extended family, going against the county’s public health order, does not sit well.RELATED: Governor asks California county to reimpose stay-at-home“It’s really disheartening to see that people are still not getting it,” she said. “Even if you feel fine, you could be a carrier.”The county officials have said it is up to law enforcement agencies to decide how to enforce the rules when it comes to gatherings, social distancing, and facial coverings.However, many officers feel like their hands are tied.A spokesperson from the San Diego Police Department said, “We do not and will not go into private homes to enforce any of the county health orders.” Private residences cannot be entered without legal authority. It is imperative the public does their part and takes responsibility to limit the spread of the virus.”ABC 10News heard from several law enforcement agencies across the county, including the San Diego Sheriff’s Department, Chula Vista, Coronado, La Mesa, and El Cajon Police Departments.Many said they have been focusing on education first or giving warnings when they see violations. SAN DIEGO (KGTV) -- Homicide investigators have been assigned to look into a deadly fire in Logan Heights that claimed three lives. According to the San Diego Police Department, the investigators have been assigned “out of an abundance of caution.”Investigators will work closely with the metro arson strike team also looking into the incident, the department says. The fire started at a home on the 3100 block of Clay Street around 4:30 a.m. Sunday. 44-year-old Jose Romero died at the scene while his wife and daughter, 46-year-old Nicolasa Maya-Romero and 21-year-old Iris Romero died at the hospital in the days following the blaze. The family’s 23-year-old daughter and 16-year-old son remain in the hospital. The family’s oldest son, a 26-year-old, was unharmed in the fire. The 26-year-old said he awoke Sunday morning to find his bed on fire. The man told 10News he tried yelling at his family to get out of the home."My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," said Wilber Romero.According to the San Diego Fire-Rescue Department, firefighters had to go inside the home to pull many of the victims out.A GoFundMe has been set up to help the family with funeral expenses. SAN DIEGO (KGTV) - Hundreds of protesters gathered in Balboa Park Monday evening, the third day of protests in the San Diego region. A large group began coalescing near the San Diego Police Department headquarters near Broadway and 13th St in the afternoon. As night fell, the group marched up Park Boulevard past San Diego City College and into Balboa Park. Law enforcement officers followed closely. Freeway on-ramps and off-ramp were blocked by CHP officers in tactical gear along the route, preventing protesters from accessing the freeways. After marching through the park, the group stopped near El Prado and Sixth Ave. Many in the group laid down on their stomachs with their arms behind their backs, chanting “I can’t breathe,” in honor of George Floyd, the unarmed black man killed in police custody in Minnesota on May 25, 2020. Afterwards, they held a moment of silence for those killed at the hands of police. Many demonstrators dispersed after, though a group began forming again outside SDPD headquarters. At 10:25, SDPD tweeted that “bottles, fireworks and other objects” were being thrown at officers near their headquarters. Several minutes later, police declared the protest an unlawful assembly and began clearing the area, tweeting, “those who remain or return against this lawful order may be cited/arrested and risk exposure to chemical agents & less-lethal force applications.” As of 11 p.m. SDPD had announced they made one arrest for vandalism. 1481
