SAN DIEGO (KGTV) -- Despite the still-high cost of living, San Diego’s housing market is beginning to cool down, according to a new report by Zillow. San Diego ranked third on the list of housing markets seeing the biggest slowdown. San Jose and San Francisco, two markets also known for their high costs of living, places first and second on the list The report shows that conditions in San Diego’s market are favoring buyers more than they did a year ago. RELATED: Home prices rise, sales plungeMore than 20 percent of homes for sale in America’s Finest City had a price cut in January of 2019, compared with only 12.4 percent of homes that saw a cut in January of 2018. Of the homes that have sold, 95.7 percent sell for their listing price. At this time last year, 97.7 percent of homes sold for their list price. The amount of time it takes to sell homes is also on the rise. In 2018, homes sold in 60 days, including time to close, Zillow reports. So far this year, homes are selling in 75 days. In comparison, the national median is just 5,300. “It is no surprise that the markets which pushed the bounds of affordability over the housing recovery are now experiencing significant cooling,” said Skylar Olsen, Zillow Director of Economic Research. “As down payments and mortgage payments far outpaced incomes, buyer demand eventually exhausted itself. Those buyers looking in cooling markets will likely welcome the relief, although the entry price is still high. SAN DIEGO (KGTV) - Health officials have confirmed a positive case of COVID-19 at an assisted living center in the College Area.On Wednesday, 10News tried to get answers from Stellar Care Center, located just south of the College Area. On Tuesday night, San Diego County Public Health Officer Dr. Wilma Wooten revealed that they were looking into a patient at the home who may have tested positive. “Our staff [is] investigating this situation and once it's determined if there's individuals or patients with influenza-like illnesses, the staff there will collect specimen and send them to our lab for testing,” she stated.Across the country, concerns over the spread of the virus in nursing homes continues to grow. In Kirkland, Wash., an outbreak of the virus at the Life Care assisted living center lead to at least 35 reported deaths, according the Centers for Disease Control and Prevention. In Louisiana, seven deaths have been linked to a retirement community out of New Orleans. 10News reached out to Stellar Care Center and San Diego County for additional information. A spokesperson for San Diego County writes, "I can confirm that there is a positive case of COVID-19 at Stellar Care Assisted Living. Skilled nursing facilities throughout the County have amplified their protocols to address the COVID-19 pandemic using strategies similar to those recommended by the County of San Diego in responding to an influenza outbreak. These protocols include limiting the amount of people in congregant settings (including meals, activities and visitors) while amplifying cleaning and sanitation measures and providing additional training for staff."The State Department of Social Services writes, “In order to protect confidentiality, we are not able confirm or provide details regarding specific individuals or locations.” 1835

SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. SAN DIEGO (KGTV) - Environmental groups are increasing pressure on members of Congress to support the Green New Deal.On Friday, about two dozen demonstrators rallied outside Democratic Congressman Scott Peters' office in the UTC area to get him to sign on. "We're intent on pushing forward with what seems to be the strongest commitment to making important action on climate change by our government," said Karl Aldinger, a Fallbrook resident and member of the a group called Sunrise Movement.Congresswoman Alexandria Ocasio-Cortez introduced the deal in February. It lays out a series of goals, including getting the U.S. to 100 percent renewable energy by 2030. It also touches on issues surrounding education and wages. Peters, who represents the 52nd District, is the only San Diego County democrat not to sign onto the deal. He said he prefers a more direct approach through specific actions that can get bipartisan approval. Peters pointed to a series of bills that just passed out of committee."We don't want to scare away people from solutions," Peters said. "This is a problem we only have 10 or 12 years to solve. It can't be done just by Democrats, it can't be done just by liberals. It has to be done by everybody."Political analyst John Dadian says more moederate approaches could play a hand in the 2020 election."This dovetails into why we're seeing, in the last 10 years, what's increased every cycle, the rise of the independent, because the independents are saying I don't want to be Republican or Democrat, I don't always agree, I want to make my own decisions," he said. Dadian said what happens now could very well be remembered in 2020. So far, Democratic representatives Susan Davis, Juan Vargas and Mike Levin are supporting the deal.
