CHICAGO (AP) -- A federal judge has ruled Attorney General Jeff Sessions cannot follow through with his threat to withhold public safety grant money to Chicago and other so-called sanctuary cities for refusing his order to impose tough immigration policies.U.S. District Judge Harry Leinenweber on Friday granted Chicago's request for a temporary "nationwide" injunction. That means the Justice Department can't deny requests for the grant money until Chicago's lawsuit against the agency is concluded.  He wrote that Chicago has shown a "likelihood of success" in its arguments that Sessions overstepped his authority with the requirements.Chicago refused to comply with the Justice Department's demand that it allow immigration agents access to local jails and notify agents when someone in the United States illegally is about to be released from custody.  877

Bulgarian authorities are investigating the rape and murder of an investigative reporter in the northern city of Ruse, the third journalist to have been killed in the EU this year.The body of 30-year-old Viktoria Marinova was found on Saturday near a pedestrian alley in an area with heavy vegetation, Bulgarian state media reported.Preliminary investigations showed the cause of death was blows to the head and suffocation.Bulgarian Interior Minister Mladen Mladenov described the murder as "exceptionally brutal" and said Marinova was raped before she was killed, according to state media. He said the country's top murder investigators had been sent to Ruse to work on the case.It's not clear if Marinova's murder was related to her journalistic work. Authorities are working to identify witnesses and potential motives for her murder.Bulgarian media reports said that over the last year Marinova had reported on an ongoing investigation into alleged corruption involving European Union funds for the broadcaster TVN. CAPE CORAL, Fla. -- Police arrested a Cape Coral man Sunday morning for taking target practice in his apartment after adjoining neighbors found bullet holes in their bedroom.61-year-old Ivan Bakh is charged with Shooting Into a Dwelling, and Reckless Discharge of Firearm in Public/Private Place.According to Cape Coral Police, neighbors reported being woken up by a loud bang and found a large hole in their headboard, right over their heads.Further investigation also found bullet holes into the opposite wall and in the far wall of the adjacent living room.Police contacted the next door neighbor, Bakh, in the apartment building located in the 3400 block of Skyline Boulevard.  Officers located the room opposite the neighbor's bedroom, which contained a large thick book against the wall with a red circle drawn on it.  The book appeared to be used as a target, and had been penetrated by three rounds.A 9mm casing was located in the hallway between the bathroom and the bedroom of Bakh's residence. Also located inside the home was a safe containing a 9mm Glock. The rounds located inside the magazine of the Glock handgun were a match to the 9mm spent casing located on the ground inside the residence. Bakh was arrested and transported to the Lee County Jail. 1305
