SAN DIEGO (KGTV) - A Father’s Day boat trip off the San Diego coast led to a rare wakeboarding encounter with dozens of dolphins for a Pacific Beach boy and his family. “It was a quick little boat ride and we saw paradise up there,” said Emiliano Gallego of Crown Point. Gallego and his three children decided to take a boat ride about 7:30 a.m. on a gloomy Sunday. They were about a mile off Pacific Beach when they realized their 24-foot Yamaha ski boat was surrounded by dolphins. “It was impressive,” said Gallego, who believes there were thousands of dolphins swimming with the pod. Gallego’s 9-year-old son Demi, an avid wakeboarder, grabbed his gear and jumped in the water. Gallego recorded the incredible scene. “At first, he was scared. He eventually just started enjoying the ride with the dolphins,” Gallego said. Gallego’s younger son and daughter didn’t want to jump in. “Too many dolphins,” said Gallego. After the spectacular ride, the family went out to breakfast, amazed at what they saw. “That was the best gift ever,” said Gallego. 1059

SAN DIEGO (KGTV) -- A 47-year-old man accused of sexually assaulting a woman and threatening to use a Taser on her was arrested Saturday. Police say Phillip Terrell McLeod, 47, was arrested around 4:30 p.m. Saturday on the 100 block of Euclid Avenue. According to police, McLeod drove alongside a 27-year-old woman on the 3900 block of Delta Street Thursday morning. RELATED: San Diego Police release sketch of sex assault suspect who threatened to use Taser on victimMcLeod then reportedly got out of the truck, threatening to use a Taser on the woman if she didn’t comply. Police say he then forced the woman into his truck and drove to an area near 39th Street and Broadway where he sexually assaulted her. McLeod then drove to an area near 32nd Street and National Avenue and let the woman go after she pleaded with him. McLeod was booked into jail on charges including kidnapping, sexual assault and resisting arrest. McLeod’s arraignment is scheduled January 3. 976

SAN DIEGO (KGTV and CNS) -- A San Diego County deputy facing charges that he groped 13 women was arrested again Thursday on five new charges, including forcible oral copulation.Richard Fischer, 32, is being held on million bail and is scheduled to be arraigned Friday morning in a Vista courtroom.Fischer faces more than 10 years if convicted on the new charges, according to the District Attorney. SAN DIEGO (KGTV) - A company with offices in Oceanside released data Friday supporting its drug remdesivir is helping severely ill COVID-19 patients recover.The data released by Gilead, who produces remdesivir, states there was a 62% reduction in risk of death, compared to patients who weren't given the drug, and 74% of remdesivir treated patients recovered by Day 14.Remdesivir was originally created to fight Ebola, a similar virus to COVID-19.Troy Kahle was diagnosed with COVID-19 and said he's alive today because of Kaiser Permanente doctors, nurses and remdesivir.He said he was admitted to the hospital March 14, and ended up in a coma for 12 days."The first memory I have is waking up with my hands strapped to the gurney and a tube down my throat," Kahle said he thought he was going to die and wishes no one to face what still haunts him.Friday he celebrated three months out of the hospital as a survivor of COVID-19.While the drug has helped people like Kahle, medical experts are wary."It's not a magic bullet," Molecular Biology Professor at UC San Diego Stephen Hedrick, PhD. said.He said the drug slows down the virus."It's going to decrease the severity of the symptoms of the viral infection, but it doesn't necessarily make you well overnight," he said comparing it to an antibiotic.This is because while the drug works to stop the virus from replicating, COVID-19 can counter it, "Coronaviruses, almost uniquely among RNA viruses, have an error correction capability."Survivors like Kahle, while thankful to be out of the hospital, aren't back to 100%."I get easily winded if I overexert myself, occasionally I'll get dizzy for no reason, I have foot pain when I wake up," Kahle said.Hedrick said he is optimistic, adding the drug is a good jumping off point to create a drug more suited to coronavirus, or a vaccine.In the mean-time both Kahle and Hedrick ask that we all wear our masks."If we all work together we can get to the other side of this pandemic," Kahle said.Gilead said they are ramping up supplies, "we have increased supply nearly 40-fold since January and our goal is to produce more than 2 million treatment courses by year-end and several million in 2021, if required."Gilead cautions that rigorous clinical trials are needed to confirm the latest data. 2303

SAN DIEGO (KGTV) - A California lawmaker is planning to move forward on a housing bill that would eliminate hyper low-density zoning near transit and job centers.Senate Bill 50 aims to clear the way for apartment buildings and affordable housing in those locations so more people can live near transit and near where they work, proponents say.California State Senator Scott Wiener of San Francisco tells 10News, in January SB 50 will come back before the Senate, and he intends to move it forward.RELATED: Making it in San Diego: Zoning rules partially responsible for low housing supply, report says"California has a massive housing shortage – which threatens our economy, environment, and diversity – and state action is essential to solve this major problem," Wiener said in a statement.While they wait for action at the state level, some San Diego community groups are pushing for local lawmakers to move forward with their version, dubbed SD 50."We are still working in these neighborhoods to try and change those communities," said Ricardo Flores, executive director of the Local Initiatives Support Corporation (LISC) San Diego.Flores said the City of San Diego needs to end its single-family home zoning regulations. "I believe San Diegans should be in control of what happens in our neighborhoods. There was nothing in SB 50 to mandate that."If San Diego updated its zoning policies, it wouldn't be alone.City leaders in Minneapolis passed "Minneapolis 2040" which aims to increase affordable housing and racial disparities in housing.Ricardo Flores said he believes it's time for politicians to make San Diego more inclusive."If you own a single-family home on your lot and you want to keep that you should be allowed to keep it, but if you like me and are interested in building a couple extra units for mom and dad to move into or to rent it out to help pay for a mortgage you should be allowed to do that," Flores said.In a statement to 10News, San Diego City Council member and Land Use and Housing Committee member Scott Sherman wrote, "A recent study noted that 47 percent of housing costs are due to government red tape and regulation. Since taking office, I have worked to reform land use codes and streamline the permitting process to make homebuilding less expensive.
