(KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070

Walt Disney World is extending its parks hours ahead of Halloween weekend.Back on Sept. 8, the park reduced its hours because of a drop in attendance due to the coronavirus pandemic.Well, it looks like Disney has changed course and will stay open an hour longer in most parts of their park.According to the calendar on its website, Magic Kingdom will be open from 9 a.m. to 9 p.m. on Friday and Saturday.Until recently, it was closing at 8 p.m. on the weekends. Now, it'll remain open until 9 p.m. every Friday and Saturday in November, as well as on three Sundays: Nov. 8, 15, and 22, according to the calendar.Magic Kingdom will stay open until 9 p.m. throughout the week, beginning Nov. 9 up through Thanksgiving weekend.The calendar also showed that Epcot would close at 9 p.m. on Fridays and 10 p.m. on Saturdays. They both open at 11 a.m.In November, Epcot will stay open until 10 p.m. on Fridays and Saturdays and three Sundays: Nov. 8, 15, and 22. WASHINGTON — The course of President-elect Joe Biden's transition to power is dependent in part on an obscure declaration called “ascertainment.” The formal presidential transition doesn’t begin until the administrator of the federal General Services Administration ascertains the “apparent successful candidate” in the general election. Neither the Presidential Transition Act nor federal regulations specify how that determination should be made. That decision greenlights the entire federal government’s moves toward preparing for a handover of power. It includes millions of dollars in funding for the new team, office space, and makes administration officials available. The administrator of the GSA, Emily Murphy, was appointed by President Donald Trump. VIRGINIA BEACH, Va. -- Cynthia Santiago is currently a master police officer with the Virginia Beach Police Department, but she will soon be Sgt. Cynthia Santiago and the first Latina filling the role.“I'm excited and nervous, and excited-and-nervous is like a constant continuation,” Santiago said.She has been on the force for 10 years and said she joined the police department because she wanted to give back and help her community. She said she also feels some weight on her shoulders."I'm the first one stepping into this role, but I think that as a sergeant,” Santiago explained, “I think my career as a police officer and as a detective shows the type of person I am."She has experience in the patrol unit, domestic violence unit and as a detective."You know, just a regular person - I'm a mom, I'm a daughter and a police officer,” she said. “I don't want to just be considered just the 'Latina police officer.' I have plenty of extracurricular activities that I do outside of work with my family."Santiago took on special projects and efforts such as building a relationship between the department and the growing local Latino community. One way was by helping to start the Hispanic Citizen’s Police Academy last autumn.She will work out of the fourth precinct and said she hopes to continue working on these initiatives as a sergeant."It was so successful, that Hispanic Citizen's Police Academy, and hopefully we have another one because we had a lot of interest of people who still wanted to join,” Santiago said. “Once this pandemic leaves, maybe have some type of community event and invite the community leaders of the Hispanic population here in Virginia Beach."She officially starts her role on Thursday.
