BEIJING, March 5 (Xinhua) -- China budgets 1.05 trillion yuan (154.4 billion U.S. dollars) of fiscal deficit this year to support economic growth as government revenue will fall significantly short of expenditures, says a government work report to be delivered by Premier Wen Jiabao at the parliament's annual session Friday. The government vowed to keep the debt at "appropriate" level. The total deficit consists of 850 billion yuan in central government deficit and 200 billion yuan in local government bonds, which will be included in local government budgets, reads the report, which was distributed to the media before the opening of the Third Session of the 11th National People' s Congress (NPC). The Third Session of the 11th National People's Congress (NPC) opens at the Great Hall of the People in Beijing, capital of China, March 5, 2010The government will continue to implement the policy of structural tax reductions to expand domestic demand and promote economic restructuring. It will also keep running the package plan for dealing with the global financial crisis, and increase spending to complete work on projects now under construction, improve people's well-being and maintain stability.According to calculation of the Ministry of Finance, the planned budget will take up about 2.8 percent of the GDP.China's fiscal deficit hit 950 billion yuan last year, a record high in six years, but still less than 3 percent of GDP.

BEIJING, Jan. 25 (Xinhua) -- China named and shamed more than 10,000 workshops and selling groups in dust and poisonous material-related industries last year in a bid to fight against occupational diseases, according to the Ministry of Health (MOH).The figure was revealed at a national meeting on food safety and sanitation supervision here Monday amid an ongoing campaign on regulating workshops and selling companies in the fields of mining, quartzite processing, gem processing, stone processing, smelting and cement production among others. The campaign, starting in last August, was jointly launched by the State Administration of Work Safety, the Ministry of Health, the Ministry of Human Resources and Social Security and All-China Federation of Labor.Earlier this month, 152 workers at an electrical and lighting company in south China's Guangdong Province were found to have suspected mercury poisoning, showing symptoms such as headaches, hair loss, joint aches and shivers.According to the company, all six production lines of the workshop used liquid mercury, but some workers seldom took the trouble to wear a mask at work.Vice Health Minister Chen Xiaohong said at the meeting that the ministry is currently working with other departments to set up regular meetings at ministerial level on the prevention and control of occupational diseases. The MOH is also aiming to set up a network against occupational diseases at grassroot level while providing basic job-related health services for migrant workers, said Chen.

BEIJING, Jan. 20 (Xinhua) -- Chinese leaders and people Wednesday bade farewell to eight peacekeeping police officers who were killed in the 7.3-magnitude earthquake in Haiti last week.Top leaders Hu Jintao, Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang joined thousands of members of the public at the ceremony held at the Babaoshan Revolutionary Cemetery in western Beijing.People were standing in long lines outside the ceremony hall in the winter chill, waiting to pay tribute to the peacekeepers who were posthumously honored Tuesday by the government as "martyrs." The coffins of the eight peacekeeping police officers draped in Chinese national flags are laid at the Babaoshan Revolutionary Cemetery in Beijing, China, Jan. 20, 2010. A farewell ceremony for the eight peacekeeping police officers will be held on Wednesday morning in BeijingIn the hall, hung above the photographs of the officers was a black banner reading "Deeply mourning Chinese peacekeeping police officers who lost their lives in the Haiti earthquake."Their coffins were decorated with white chrysanthemums, a traditional Chinese funeral flower, and covered by China's red national flag, surrounded by wreaths offered by their colleagues, friends and the country's leaders. All nine leaders, in dark suits with white flowers pinned in their lapels, stood in silent tribute and bowed three times toward the coffins.Hu Jintao and other leaders shook hands with family members of the eight deceased, expressing deep sorrow and condolences.Among the eight officers, four were in a team sent by the Ministry of Public Security to Haiti's capital, Port-au-Prince, for peacekeeping consultations, and the other were officers of China's peacekeeping force in Haiti. They were talking with U.N. staff in the headquarters of the UN Stabilization Mission in Port-au-Prince when the quake occured at about 4:50 p.m. on Jan. 12 local time.Their bodies arrived back in Beijing on Tuesday. At www.sina.com.cn, a leading Chinese Internet portal, more than 1.2 million people have offered virtual wreaths in an on-line tribute."May the heroes on peace. We will remember in our hearts what you have done. You are forever alive in our hearts," said "Tingtingjiuhao" in a post on the website

SHANGHAI, Feb. 20 (Xinhua) -- Two Chinese educational institutions blamed for cyber attacks on Google and other firms said Saturday the allegations are unfounded. The New York Times reported Thursday the cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, which the report alleged has ties to the Chinese military."We were shocked and indignant to hear these baseless allegations which may harm the university's reputation," said a SJTU spokesperson. The spokesperson said the allegation linking the attacks with SJTU students or teachers does not hold water."The report of the New York Times was based simply on an IP address. Given the highly developed network technology today, such a report is neither objective nor balanced," the spokesperson said.SJTU will fully cooperate with investigators if Google seeks judicial remedies, the spokesperson said.Li Zixiang, party chief at Lanxiang, another alleged source of the attacks, said, "Investigation in the staff found no trace that the attacks originated from our school."Lanxiang students are still on their winter vacation, Li added. He said Lanxiang has no relations with the military, adding that school authorities do not have military backing. He also dismissed the report's suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded. Please show the evidence," he said.Lanxiang, founded in 1984, has about 20,000 students learning vocational skills such as cooking, auto repair and hairdressing. The computer science class offers basic courses about Photoshop, 3D drawing and Word -- not software engineering."It was not until 2006 that our graduates began to join the army. So far, 38 students have been recruited by the military for their talent in auto repair, cooking and electric welding," said Zhou Hui, director of the school's general office, who stressed it is natural for citizens to join the army at a proper age.Google said on Jan. 12 it might pull out of the Chinese market, citing disagreement with government policies and unidentified attacks targeting Google's services in China.
