VISTA (CNS) - A man who fired a BB gun at an Oceanside business that had put up a sign supporting the Black Lives Matter movement pleaded guilty today to charges of violating civil rights by damaging property and vandalism.Steve Soto, 23, of Carlsbad, is slated to be sentenced Sept. 28 to one year in county jail stemming from the June 4 shooting that shattered a window at Bliss Tea & Treats.Oceanside police Sgt. John McKean said Soto drove by the business, then fired a BB gun out the window of his vehicle.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.The sergeant said surveillance video helped detectives identify the vehicle used in the crime, leading to Soto's arrest on July 15.He also pleaded guilty to an assault charge related to a May 28 incident involving a male victim and a misdemeanor vandalism count related to an unspecified July 4 incident.He was facing a hate crime allegation stemming from the Bliss Tea & Treats shooting and other misdemeanor charges of discharging a BB gun in a grossly negligent manner stemming from unspecified incidents occurring in June and July, but those counts were dismissed as part of the plea agreement. 1232

Virginia Beach Police are investigating a shooting that seriously injured two people early Sunday morning.Officers were alerted to multiple shots fired in the area around 12:45 a.m. A woman was located and suffering from a life-threatening wound. Medics treated the woman and took her to the hospital.A few minutes later at 12:48 a.m., officers received word that a victim with life-threatening injuries was located in several blocks away. EMS treated and took the victim to the hospital for further treatment.A possible suspect has been detained and the investigation is ongoing.Prior to this shooting, police responded to another shooting at the 1900 block of the Boardwalk. A woman suffered non-life threatening injuries in the incident.There is an increased police presence throughout the oceanfront area due to College Beach Weekend. Problems with violence in past years have caused some to be critical of the event. Last year, thousands signed a petition calling for an end to College Beach Weekend after four people at the Oceanfront were injured from a shooting. 1078

(KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. During the arrest, other parties fought with the deputies. The spokesperson says the department is reviewing the body camera footage and the cell phone video.10News visited the scene of the arrests. WASHINGTON -- A veteran who lost his genitals due to a blast in Afghanistan has received the world’s most extensive penis transplant, according to the Associated Press.Surgeons at John Hopkins University said they wanted to address “an unspoken injury of war” by rebuilding the man’s entire pelvic region, transplanting a penis, scrotum and part of an abdominal wall from a deceased donor.In total, officials with the hospital said the surgery took 14 hours.Such transplants "can help those warriors with missing genitalia just as hand and arm transplant transformed the lives of amputees," Dr. W.P. Andrew Lee, Hopkins' chairman of plastic and reconstructive surgery.The patient, who asked to keep his identity hidden, is expected to regain urinary and sexual function.The scrotum transplant didn’t include the donor’s testicles, so reproduction won’t be possible.Three other successful penis transplants have been performed. Two in South Africa and one at Massachusetts General Hospital.For functionality, surgeons had to connect nerves and blood vessels. Hopkins is now screening additional veterans to see if any are good candidates for this type of reconstructive transplant.In a statement, Hopkins says the patient was quoted as saying: "When I first woke up, I felt finally more normal." 1302

VISTA, Calif. (KGTV) - Charges were filed Tuesday against the San Diego County Sheriff’s deputy accused of groping a 14-year-old girl at a Vista restaurant.Prosecutors said Timothy Wilson, 32, was caught on surveillance camera at the Panda Express on Main Street March 21. Video shows Wilson entering the restaurant and grabbing the girl, according to investigators.A Sheriff’s Department employee recognized Wilson from the video and reported him.Wilson is charged with one felony count of lewd act with a 14-year-old, and one felony count of accessing a computer to take data, including the girl's home address. The girl's family lives near the Vista jail where Wilson works and now plans to move.The victim's mother, Janna Tanis, told 10News that her daughter is going to counseling, "She's still trying to process this all. It's very overwhelming; it's shocking and disappointing."A judge ordered Wilson to remain in custody in lieu of 0,000 bail. He is being held at the downtown jail, away from his co-workers at the Vista jail.
