SAN DIEGO, CA — SAN DIEGO (KGTV) - The City of San Diego calls it the "Get It Done" App, but a Normal Heights man says he wants to know when work will get done."They block the sidewalk. They've ripped through my canopy. They've killed my two lemon trees," said Mike Scaglione as he stood in front of his home. He's referring to the damage caused by palm fronds that fall from two trees on city property he says are in serious need of maintenance. "It'll be seven years tomorrow that I've lived here and in that time frame I've probably picked up 3 or 4 hundred palm fronds."Scaglione said he's been trying for several months to get the city to keep up with the trimming of the two palms outside his home. "They say they're going to, or they direct me to somebody, but it just keeps going no where until it's a dead end." Scaglione says aside from the damaged to his property, he fears a potential for much worse. "Its kind of hard to see," he says, grabbing a palm frond from a pile collected near the trees, "but if you run your hand along here there's a pretty jagged toothed edge on here that if it was to land on somebody it could rip them pretty nicely."Scaglione has been using the city's Get It Done app. Past reports show crews have responded to clean up the fronds once they're on the ground. But when it came to a neighborhood tree trim last October he says, "They came through here and trimmed every tree on the block except mine." Scaglione said he asked the crews why. "They didn't have anything that could get up that high." Scaglione estimates the trees at 40 to 50 feet.In response to an inquiry by 10News, a city spokesperson sent an email explaining San Diego is on a two-year cycle for trimming city owned palm trees. Scaglione's block was on the schedule for October. But there's still more work to be done. So, does that mean the trees in front of Scaglione's home will be trimmed? SAN DIEGO, Calif. (KGTV) - As restaurants learn to adapt and overcome in the era of new closures and regulations, not all are able to make it over the hurdle. Multiple San Diego staples have announced permanent closures, including The Balboa in Bankers Hill and Cafe on Park near Hillcrest.Andy Haenfler said he opened Cafe on Park 25 years ago and has devoted his life to this business.“I opened Thanksgiving weekend in 1995 to a line down the block and thought 'oh my goodness what have I done,'” said Haenfler.He said this past March, they closed their doors, thinking it was temporary, but they were never able to open them again.“We had just gotten a shipment of ,000 worth of product in so we gave it to the staff, the staff took it home and gave it away to their neighbors,” he said.Haenfler said he had hoped to stay open a few more years then retire and sell his restaurant to employees, but that goal is no longer possible. His message to the community now is to support local businesses so this doesn’t happen again.“It’s us little one-owner, one-shop places that the community really need to support,” he said.Nearby restaurant The Balboa has a similar fate. Owner Tom Logsdon said the business started years ago with him cooking at home then it grew into what it is known for now: a community spot with good burgers. “The type of business we had is really built around dining in, it’s built around community coming together,” said Logsdon.He said he did try to reopen, but the takeout burgers weren’t able to save the business the way regular customers who sit and have multiple drinks would.“Without people hanging out and having some drinks, it just wasn’t working,” he said.Logsdon said he’s permanently closing his Bankers Hill location but has a second location in Chula Vista, so he’ll be consolidating the business and focusing his effort on the one spot.“I’ve spent about a third of my life in that building. With large weddings still on hold, couples remain in limbo.“These are people who’ve planned their weddings, spent a year, maybe two years, planning their wedding. And it’s just starting to crumble beneath them a little bit. Everything is being just ripped away, all these things they had planned," said Sara Whittaker, owner of Desert Born Studios in San Diego. And when weddings came to a halt, so did Whittaker's livelihood. “I looked at a lot of my other friends who are vendors in this industry and watched their years kind of plummet. And everyone struggling financially and still wanting to work,” said Whittaker. Knowing vendors were in need of work, and couples eager to get married, Whittaker set out to create a COVID-friendly wedding experience.“As a small business owner you really have to adapt or die," she said. "If you can’t figure out a way to roll with the punches that the world gives you, you’re not going to make it.”Teaming up with industry vendors, she crafted an all-inclusive wedding elopement experience. The ,500 package includes florals, hair and makeup, photos, video, and a wedding officiant. Couples can invite up to 15 people to the elopement ceremony in Joshua Tree National Park.Bree Steffen, owner of Pause Creative Collective, built and designed a desert-themed ceremony backdrop. "It was just really cool to be a part of something this intimate and special while still being safe. It was awesome to capture these couples being so strong and committed to each other and finding a safe way to celebrate their love, even during a pandemic!" said Steffen, who is also the event videographer. After months of wedding planning stress and anxiety, Izzy Van Vleet opted for the desert elopement soon after hearing about it. “We had a big warehouse venue picked out, with 200 guests. It was going to be a big celebration. I had a lot of the planning done and it didn't look like those plans were going to work out." said Van Vleet.She liked the idea of an intimate wedding with her closest friends and family. “Now, we get to spend time with the people that are most important, that we would’ve wanted to spend time with anyway and just really celebrate our love and getting married," said Van Vleet. “It’s not so much about who’s got the biggest floral budget or the most expensive dress. It’s about marrying the person you love, and having those people that you love the very most being able to witness it as well," said Whittaker. San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power.
