SAN DIEGO (KGTV) - For the first time, homes that are built out of shipping containers are coming to San Diego. In a 10News exclusive report, the developers spoke to reporter Jennifer Kastner about how this could be a housing solution for thousands of San Diegans who are struggling to make it in San Diego. 320

SAN DIEGO, CA (KGTV) - A modern way to recycle your cell phones is meant to be good for the environment and a good way for you to make a little money, but some people worry the real winners could be thieves. 10News investigative reporter Jennifer Kastner visited ecoATM's company headquarters in Sorrento Valley to ask about the controversial kiosks. The company has more than a dozen kiosks around the City of San Diego and thousands of more kiosks across the country. The kiosks buy unwanted devices like cell phones.Less than one percent of sold devices get stolen but some cities have banned the kiosks because of security concerns, a spokesperson told 10News.In San Diego, the booths are located in busy shopping areas like inside the Ralph's in the Midway District and inside the Fashion Valley mall."We offer cash on the spot at our kiosks," says ecoATM's Chase Freeman.Retired law enforcement officer Phil Ramos says, "It's a great, convenient thing for a legitimate consumer, but it really invites crime. It's an easy, quick way for bad guys to make money." The concern is that criminals can make money by trying to sell stolen or fake phones.10News asked Freeman if his system is bulletproof?"I don't think that any system out there is bulletproof but what I can tell you is that we're very on top of every transaction," he responds.The ecoATM kiosks have been banned in Baltimore and in Riverside after backlash from law enforcement. 10News obtained a copy of a photo taken this August by a concerned citizen in Las Vegas. The background of the image shows a stack of phones on top of an ecoATM kiosk.In the frame of the photo, you can see the elbow, leg, and the shoe of a man who reportedly brought those phones to the ecoATM kiosk.10News asked Freeman about that man. "It seems that many of those devices were, in fact, fake devices," says Freeman. On the day the photo was taken, the man apparently sold 13 devices but only four of them were real phones.EcoATM says it didn't contact police because none of the phones were reported as stolen. Freeman says that the man is now banned from making any sales at the kiosks.Georgia police report that a 17-year-old used a stolen ID to cash in on 26 stolen phones. She was later caught and prosecuted with the help of ecoATM. "Every transaction that is conducted at a kiosk across the country is kept in a database that is available to local law enforcement," says Freeman.The company reports that 8,993 devices were purchased in San Diego from January 1st, 2019 to October 1st, 2019, but only 27 were of investigative interest and requested by law enforcement. The San Diego Police Department couldn't tell 10News how many stolen phones have been found at ecoATMs because it doesn't track the location of recovery.Freeman tells 10News that there are extensive security measures in place. Some of those measures include a camera that takes your photo while your driver's license is verified. For many kiosks, you have to provide a fingerprint. Live agents are constantly monitoring all transactions.The company says that the nationwide sale of stolen devices is a very minor issue. "It's something that does not happen frequently at all. SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. The City is building and working with a multidisciplinary team of outside legal and real estate experts to achieve these goals. These plans were presented to the City Council at a public hearing on August 6, and the Council voted to continue to receive updates, which staff will provide." 3985

  

SAN DIEGO (KGTV)- With the rainy season ahead, the City of San Diego is offering ways for residents to save money on their water bills by removing lawns and installing rain barrels. The City is offering .25 per square foot for lawns that are converted to turf that can capture rainfall for reuse. Homeowners that convert their lawn into drought resistant landscape can apply for financial rebates.Customers may receive  per gallon of barrel storage capacity for residential rainwater collecting up to 400 gallons or 0 per property. Rain barrels are a great way to conserve water and reuse for irrigation purposes as well as preventing pollution, according to city officials. Applications are available for Rainwater Harvest, to apply click here. For more information on the types of rebates and water conservation tips visit the City's website. 949

  

SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. You should know what dangers you're dealing with before demolition begins.Renovation Realty is now certified with the EPA, and that extra step is helping business."We’ve finished about 490 homes since we were certified in September 2015, and we’ve actually received contracts because we’re EPA certified,” Christian said.Click here to learn more about reducing childhood lead exposure, or to learn more about the harmful effects of asbestos, click here.  3257
