SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer announced Monday a larger investment into a program creating job opportunities for the homeless. Wheels of Change was launched in 2018 as a public-private partnership providing jobs and training for those living in the Alpha Project bridge shelter. “It’s innovative, it’s unique. It’s working it’s growing and it’s making a difference in people’s lives,” said Faulconer. The program is expanding from three to ten shifts per week, with participants earning per hour as they remove litter and debris through the Clean SD initiativee. An additional van is also being provided to transport the 20 workers. The City of San Diego doubled its investment to 0,000 this fiscal year. SAN DIEGO (KGTV) — San Diego County Board of Supervisors held an emergency meeting behind closed doors Thursday evening to discuss how to potentially keep businesses open after Gov. Gavin Newsom denied removing San Diego State’s COVID-19 cases from the county’s total case rate.The meeting, though, yielding no new actions by the county.In a statement, Supervisor Nathan Fletcher said since the board took no action, "it would be inappropriate to comment on the deliberation.""In general, I believe we should be fighting COVID-19 and not the state of California. We do not yet know what our case rate will be next Tuesday and will have to evaluate that number in order to understand any possible impact," Fletcher said.The county is now at risk of moving back to the most restrictive purple tier if the case rate is higher than 7.0 by next week. SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors.In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said.The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov. SAN DIEGO (KGTV) -- San Diego Harbor Police Tuesday arrested a man accused of attacking a teen Syrian refugee on board an MTS trolley, sparking a hate crime investigation. According to police, 26-year-old Adrian Vergara was arrested on an unrelated misdemeanor narcotic charge. During his arrest, Vergara was recognized as being wanted in connection to an ongoing hate crime investigation, police said. The arrest stems from the beating of a 17-year-old Syrian refugee on a San Diego Trolley car Oct. 15. Representatives for the Partnership for the Advancement of New Americans (PANA), who spoke on the teen's behalf, told 10News the teen was speaking Arabic while on FaceTime with a friend when a man on the trolley asked him, "Where are you from? Are you Mexican?"RELATED: Teen attacked on trolley in possible hate crimeThe teen reportedly responded, "No, I am Arab."According to the teen, the man then started punching him and cursing while using racial slurs. The victim reportedly exited the trolley at the 62nd Street station in Encanto. He said the man also got off the trolley and left the scene.Numerous people reportedly watched as the victim was attacked, but no one stepped in to help him.
