SAN DIEGO (CNS) - The California Supreme Court on Monday upheld the conviction of a death row inmate found guilty of hiring another man to shoot and kill his fiancee in Alpine 20 years ago.Michael William Flinner applied for a life insurance policy for 18-year-old Tamra Keck, then arranged for his former employee, Haron Ontiveros, to kill her on June 11, 2000, according to the ruling.The killing occurred shortly after Flinner met Keck and began dating her.According to the ruling, Flinner named himself as the beneficiary in the insurance policy, and falsely alleged Keck was an employee at his landscaping business whose death would cause him to suffer financially. Prosecutors alleged Flinner arranged for Ontiveros to meet with Keck at a gas station, then direct her to his car in a nearby cul-de-sac under the guise of having engine trouble. Once there, he shot Keck in the back of the head.Separate juries convicted Flinner and Ontiveros of murder and conspiracy and found true special circumstance allegations of killing for financial gain and lying in wait. Jurors recommended capital punishment for Flinner and life imprisonment without the possibility of parole for Ontiveros.In the appeal, Flinner's counsel alleged his case was adversely affected by issues that included limited access to defense counsel, which was allegedly restricted by Flinner's relocation from the downtown San Diego jail to the jail in Vista. Flinner's defense attorney at the time claimed the distance to Vista and other limits on telephone communication would hurt the defense's preparation for trial. According to the ruling, the relocation was implemented because Flinner obtained the home addresses of the prosecutor and trial judge through another inmate.The state Supreme Court found the claims had no merit, as the trial court permitted increased communication between Flinner and the defense team at the defense's request.Another claim alleged juror misconduct by one panelist who sought to write a book about the trial. Flinner's counsel alleged her objectivity may have been compromised as a result. SAN DIEGO (CNS) - The San Diego Convention Center announced its planned road closure windows Wednesday for Comic-Con 2019, scheduled for July 17- 21.Harbor Drive will be closed to all traffic between First Avenue and Park Boulevard from 3-10 p.m. July 17, 7 a.m. to 10 p.m. July 18-20 and 7 a.m. to 8 p.m. July 21. The closure will affect all non-foot traffic, according to the convention center, including cars, bikes, skateboards and dockless bikes and scooters.Comic-Con attendees will also need a valid convention badge to access the convention center, its front drive and adjacent terraces and sidewalks. SAN DIEGO (CNS) - The Collaborative Clinical Trials Unit at UC San Diego has been selected to lead and administer an international seven-year, million grant for HIV/AIDS clinical trials.The National Institutes of Health selected UCSD, along with other American, South African and Indian research hospitals, as part of its seven-year HIV/AIDS funding renewal. Every seven years, NIH competitively renews its funding of the HIV clinical trials networks operating in the United States and internationally.During the current application process, the UC San Diego AntiViral Research Center, University of Colorado Hospital, Houston AIDS Research Team and Durban International clinical research sites were chosen to work collaboratively on research priorities for the NIH/National Institute of Allergy and Infectious Diseases HIV/AIDS Adult Therapeutics Clinical Trials Network.The Chennai Antiviral Research and Treatment Center, University of Southern California and University of Miami clinical research sites were also chosen to join UCSD to serve as qualified reserve or protocol-specific sites as needed for future clinical trials."UC San Diego has helped shape HIV/AIDS research and treatment through innovative research since the inception of the adult and pediatric therapeutic clinical trials networks in 1986," said principal investigator Dr. Constance A. SAN DIEGO (CNS) - San Diego County's use and support of gun violence restraining orders as a preventive measure is cited as one of the major drivers in the orders' increasing implementation statewide in a recently published study.The UC Davis Violence Prevention Research Program examined the use of extreme risk protection orders -- or ERPOs -- in California between 2016 and 2019, noting a "substantial increase" in their usage over those years.San Diego County had the most notable increase among California counties, issuing 267 gun violence restraining orders -- or GVROs -- in 2019, versus just five in 2016, according to the study that was published in June in the Journal of the American Medical Association. Throughout California, their use grew from 70 in 2016 to 700 last year.The orders allow law enforcement to temporarily seize firearms from people believed to be at risk to themselves or others.San Diego City Attorney Mara Elliott's public endorsement of GVROs, development of a GVRO team and law enforcement training strategy were suggested as possible reasons for the disproportionate use of the orders in San Diego County and southern California as a whole.The study found that gun violence restraining order laws could be useful in prevention of mass shootings, suicides and "interpersonal violence."To that effect, the study cited two instances of GVROs issued in San Diego, one that was granted against a man with dementia who made threats to shoot his wife and neighbor, and another to seize a semiautomatic rifle from a man "who praised a recent mass shooter and made threats to bring his gun to work."Elliott's office has publicly detailed numerous other instances of GVROs served on local residents, including minors."It is encouraging to see our impact on California's use of this indispensable tool to prevent suicides, mass shootings, intimate partner homicides and other gun-related violence," Elliott said in a statement released Wednesday. "Red flag laws allow us to be proactive in identifying dangerous behavior so that we can avert a tragedy before it occurs, and I'm hopeful GVRO use will continue to rapidly grow."However, the study indicates there are many unknowns regarding GVRO use and effectiveness.GVRO use grew rapidly in 2019, and more study is needed to determine whether the increase in its use represented an increased need for the orders or simply marked a greater awareness of their availability, according to the study.While their use in California suggests GVROs "filled a gap in existing firearm violence prevention strategies," the study states more data is needed, as current data does not "allow us to measure the policy's effects on violence prevention."Their use in California also does not entirely allow for direct comparison with other states, due to differences in firearm laws. The study's authors suggest similar studies conducted in other states may shed more light on their effectiveness across the country.ERPO laws and policies are currently utilized in 19 states and the District of Columbia, and are under consideration in other jurisdictions, "however, little research exists describing their use," the study's authors found. 3204

SAN DIEGO (CNS) - San Diego County health officials reported another huge jump in COVID-19 cases -- 833 -- but no additional deaths today, bringing the county's total to 65,501 cases, with the death toll remaining at 926.Monday was the sixth consecutive day that more than 600 new coronavirus cases were reported by the county. The 833 cases reported Monday are the second most the county has announced in a single day during the pandemic, following a record high of 1,087 reported Sunday and a then-record 736 Saturday.On Wednesday, a then-record 661 cases were reported in the county -- surpassing the 652 cases reported Aug. 7. Another 620 cases were reported Thursday.The San Diego County Sheriff's Department announced Monday that 55 of 70 inmates in the 1C module of the George Bailey Detention Facility had tested positive for COVID-19.``Fifteen tested negative, but are nevertheless being isolated and monitored due to their exposure,'' said sheriff's Lt. Bars, breweries and distilleries are able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers can remain open with 25% of the building's capacity. No food courts will be permitted. Schools are able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. Offices are restricted to remote work.Remaining open are essential services, personal care services, barbershops, hair salons, outdoor playgrounds and recreational facilities.The county's demotion from the less-restrictive red tier is the result of two weeks of case rates that exceeded the threshold of 7 per 100,000 residents.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.In response to rising cases statewide, Gov.
