SAN DIEGO (KGTV) – A Clairemont man is recovering after he said he was accidentally shot by his next-door neighbor.Walter Lam said he was at his dining room table inside his home on Sunday when he heard a gunshot.“As soon as I heard that shot, I felt something was really cold on the inside of my arm. And I was bleeding; I knew immediately I was shot and I called 911,” Lam said.Once at the hospital, Lam underwent surgery to remove the bullet.“If it had moved towards my heart, I would have been dead,” Lam told ABC 10News.San Diego police said the bullet was fired by his neighbor who lives right next door. The neighbor said he was cleaning his gun and did not even know it was loaded.Investigators took the neighbor’s gun into evidence, and while he was not arrested, investigators said the neighbor could face a misdemeanor gun-related charge.Lam is recovering and in a little bit of paint, but he said he’s ready to return to work as head of his nonprofit organization Alliance for African Assistance.Lam said this is a reminder that life is too short.“Life can end any time. Just a little more to the right and I would be dead. Right now, people would be planning my funeral,” Lam said.ABC 10News learned the case has been forwarded to the San Diego City Attorney's Office. They will ultimately decide if Lam’s neighbor will be charged with a crime. 1365

SAN DIEGO (KGTV) -- A cold winter storm is set to bring rain and snow to San Diego County starting Monday, according to the National Weather Service.The agency says the San Diego County mountains could see as much as six inches of snow, sparking a winter storm watch from 8 a.m. Monday through 4 a.m. Tuesday.The heaviest snow is expected to fall above 5,500 feet with lighter amounts down to 4,500 feet.RELATED: Check today's forecast in your areaMeanwhile, other parts of the county could see much-needed rain totaling as much as one inch. Thunderstorms are also possible, the agency said.A beach hazards statement was issued Saturday ahead of the storm. Waves and surf of four to seven feet are expected with sets as high as eight feet. The agency also warned about the slight chance of isolated thunderstorms at beaches Monday.“Obey posted warning signs and flags and talk to a lifeguard before swimming.  Use caution when in or near the water and always swim near a lifeguard,” the agency concluded. 1018

SAN DIEGO (KGTV) – A crucial part of the fight to end food insecurity depends on community donations. And the most significant impact often comes from a group of strangers that come together to donate, volunteer, and distribute. “I want to say the excess food we have is maybe 75 pounds to 100 pounds every couple of weeks,” said Adam Sapinoso. Sapinoso works for National Food Group, a wholesale food service distributor in San Diego. From time to time, his inventory exceeds his client's needs leaving him with additional food that he doesn’t need. That food is often tossed out. “It was just hard seeing that much food being thrown away, especially when you’re the one physically throwing it in the dumpster,” said Sapinoso. Looking for a solution, he turned to Feeding San Diego’s app called Meal Connect. This app connects restaurants and companies with Feeding San Diego volunteers. Those volunteers pick up excess food from companies and restaurants when it is most convenient for the company. Donate now to Month of a Million MealsThe volunteer then heads to one of Feeding San Diego’s distribution locations to drop off the donations. The food is then unpacked and sorted out and distributed to the community. One of those sites is Wesley Community Services Center in City Heights.“When we started, this program was upstairs with coffee and donuts. SAN DIEGO (KGTV) - A 10News investigation has revealed that the California department responsible for the state’s child welfare program does not maintain data regarding all deaths of children in foster care.  The revelation is prompting calls for immediate action to child welfare services from at least one San Diego-based politician.State law requires counties to report any child death that is determined to be suspected to be the result of abuse or neglect to the California Department of Social Services.  According to the CDSS, each county in California is required to keep track of every foster child that dies while in its custody.Counties are also responsible for reporting all high profile incidents that occur in foster homes to the State Department of Social Services. High profile incidents would include incidents involving death or serious injury. But the CDSS has no master data list available regarding foster deaths and says that information is maintained at the county level.Using open records laws Team 10 collected the total number fatalities of children residing in a foster placement from all 58 counties in the state since 2010.The numbers show more than 250 kids died during that time across the state. 1290

SAN DIEGO (KGTV) - A Hillcrest man in search of his stolen bikes made a startling discovery when he stepped into an abandoned church.Early Wednesday morning, surveillance video shows two men stealing three pricey bikes after cutting a metal lock for a garage, as Wilbur Kookmyer slept inside his condo on Georgia Street."Felt angry, felt violated," said Kookmyer.A day later, Kookmyer went in search of his bikes and he didn't go far. Next door - inside an abandoned church at Park Boulevard and Meade Avenue - a security guard agreed to let him have a look.Room after room, he found belongings left behind: clothes, food, and even a drone. In one room is a makeshift bed. There is a bike in another, but it's not his."It's a homeless hotel. They come and go as they please. Free of charge," said Kookmyer.But mostly, what Kookmyer sees is filth."Smells like urine and feces. Needles and trash. It's just disgusting. Looks like a landfill and a health hazard," said Kookmyer.The church was sold last year to a developer. LMC North Park Holdings is still awaiting permits to demolish the site. In the meantime, it's become a campground for transients."Constantly coming and going. Get everything boarded up, but breaking back in every time," said Kookmyer.While Kookmyer was recording, they ran into several people, who were escorted off the property. Kookmeyer says since the church was sold, he's seen a spike in crime - from vandalism to home and car break-ins."My next-door neighbor caught someone breaking in and using his shower," said Kookmyer.Wilbur says it's time for the demolition to happen and for security to be stepped up. "There's no excuse for it being this filthy and creating that much trouble for people around the church," said Kookmyer.A spokesperson for LMC North Park Holdings issued this statement:“We share the concerns of the neighbors and are working diligently to better secure the site until we are able to obtain the permits necessary to begin demolition. The security team, which is contracted to be on site 24/7, is having some difficulty, so we are in the process of obtaining additional resources to better control access. We have also scheduled contractors to repair damage to the fence and given the police the authority to make arrests.” 2284
