NEW DELHI, Aug. 8 (Xinhua) -- The 13th China-India Boundary Talks were held on Friday and Saturday in the Indian capital.     Chinese Special Representative, State Councilor Dai Bingguo and Indian Special Representative, National Security Advisor to the Prime Minister M.K. Narayanan exchanged in-depth views about relevant issues in an atmosphere of frankness and friendliness. The 13th round of China-India Boundary Talks kicked off here on Friday.Dai also met with Sonia Gandhi, Chairperson of the Indian Congress Party and Prime Minister Manmohan Singh during his visit in India.     Both sides agreed to press ahead with the framework negotiations in accordance with the agreed political parameters and guiding principle so as to seek for a fair and reasonable solution acceptable to both countries. Prior to that, both sides should work together to maintain peace and tranquility in the border areas. China stands firmly committed to working with India to press ahead with the bilateral ties.     The Chinese side expressed belief that both countries need to promote the relationship with a higher and strategic perspective and continue to uphold the Five Principles of Peaceful Coexistence. China and India should endeavor to build the strategic mutual trust. Both need to expand the common interests and cooperation bilaterally and on regional and global affairs. BEIJING, Aug. 28 (Xinhua) -- The Communist Party of China (CPC)plans to launch the third stage of its current campaign to deepen the study and practice of the Scientific Outlook on Development, the kernel ideology of the CPC Central Committee with Hu Jintao as the general secretary.     The third stage, which starts in September and ends in February2010, is designed to carry out at grassroots level, involving 1.22million Party organizations and 37.5 million Party members, accounting for 32.8 percent and 50 percent of the total numbers, respectively.     These were remarked by Xi Jinping, member of the Standing Committee of the CPC Central Committee Political Bureau, at Friday's meeting here to summarize the experience of the second-stage of the CPC's educational drive and usher in the third stage.     The campaign was initiated by the CPC Central Committee in September 2008, with a goal to promote the study and practice of the Scientific Outlook on Development in the whole Party. The first and second stages were conducted at higher-level Party committees.     The third stage will mainly involve Party organizations of townships, communities, villages, residential blocks, secondary schools, middle and elementary schools, hospitals, private companies, and non-government organizations, according to Xi, who is also a Secretariat member of the CPC Central Committee and head of the CPC Central Committee's leading group for the campaign.     He urged Party organizations at different levels to make substantial efforts to help "the massive Party members have a deeper understanding of the Scientific Outlook on Development."     Third stage will be focused on resolving critical problems concerning the interests of the masses and it should be integrated with the celebration of the 60th founding anniversary of the People's Republic, Xi said.

BEIJING, Aug. 5 (Xinhua) -- Tropical storm Goni has brought huge rainfall to south China after it landed early Wednesday morning in Taishan of south China's Guangdong Province.     Downpours drenched most parts of Guangdong and neighboring Fujian province, with a hydrological station in Guangdong reporting precipitation of about 400 mm.     The weakening Goni is moving westward slowing and is expected to bring downpours to west Guangdong from Thursday to Friday.     Maritime affairs department in the southern island province of Hainan said Tuesday that it had issued an emergency warning to 20,000 fishing vessels in the South China Sea, calling them to harbor.     Another tropical storm, Morakot, has strengthened into typhoon and is expected to make a landfall from late Friday to Saturday in central and northern Fujian, weather forecasters said.     Local authorities have put in place emergency plans to evacuate residents amid other efforts to reduce losses from Morakot, the 8th typhoon this year.     Severe rainstorms also wreak havoc in other parts of the country Wednesday.     In Suichuan, eastern Jiangxi province, flash flood washed down five houses and killed at least three people.     Rain-related disasters also killed two in the southwestern Guizhou province and another two in neighboring Chongqing municipality.

TANGSHAN, Hebei Province, Oct. 16 (Xinhua) -- Chinese top political advisor Jia Qinglin Friday called for international cooperation, shared responsibility and dialogue to promote sustainable development worldwide.     "Green development should be a common cause for the world," said Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) at the opening ceremony of the first Caofeidian Forum held in Tangshan, northern Hebei Province.
