LA MESA, CA (KGTV) — Parents of children in an East County school district were looking forward to their kids returning to campus at the end of this month, but that might not happen.Students in the La Mesa-Spring Valley District are scheduled to return Nov. 30, but if San Diego County's COVID-19 cases push the county back to the most restrictive purple tier, that will not happen.Meg Jacobsen is the executive director of the district's education services. At some schools, where they may have opened several grade levels, say they opened K-3, and they planned to continue adding grade levels, those schools would be able to continue doing that," said Bob Mueller, program specialist at the San Diego County Office of Education.The mandate applies to individual school sites."In other places, where you might have one school in a school district opened and other schools not, those schools would be frozen," said Mueller.Jacobsen is hoping the county's number of COVID-19 cases goes down."This has been a rocky road the past six months for us. LA JOLLA, Calif. (KGTV) - People from all over the world come to La Jolla Cove for its beauty, its water and to get an up-close look at the seals and sea lions living on the rocks. The two eyesores they don't come to see, however, are impossible to miss. "I suddenly turned around and saw these two structures and said, 'whoa! How'd that happen?" said Rich Heleniak, who was visiting the Cove on a recent Friday. Heleniak was referring to cottages called Red Roost and Red Rest. Built in 1894, they are the oldest structures still on their original location in La Jolla. At first glance, it's easy to see they have been crumbling for decades."They've been vandalized over the years, bricks have been thrown, there was an arson fire," said Corey Levitan, a journalist for the La Jolla Light newspaper who has tracked the cottages for years. The cottages were designated historic in 1976, meaning former owner Jack Heimburge could not redevelop them into apartments. Instead, he neglected them until his death in 1998. Heimburge also owned the La Jolla Cove Hotel and Suites next door, so his motivation to ignore them was up for debate. "There was never enough money to take care of the cottages properly," Levitan said. "Then again, this guy owned the hotel, I think there was enough money to take care of the cottages properly."In his will, Heimburge split the ownership of the cottage among his heirs.A multi-year legal battle over what to do with them settled in 2018, clearing a key road block to revamping the cottages. "Take the original structure and rebuild the outside, and they've got carte blanche on the inside to do whatever they want, right?" said Catherine Oborne, a tourist who stopped to see the cottages. The parent company of Cove Properties Inc., which also owns the Cove Hotel and Suites next door, did not return messages seeking comment.The group has retained La Jolla architect Alcorn Benton to design the project. LAS VEGAS - Former Vice President Joe Biden maintains a slight lead in Nevada, with just about 12,000 votes more than President Donald Trump. However, more than 50,000 mail-in ballots remain to be counted in Clark County alone.Election officials in Clark County, where Las Vegas is located, hope to have the bulk of mail-in ballots counted and tabulated by Sunday. They said they hope to release updated totals each morning around 12 p.m. ET.According to the state’s website, former President Joe Biden currently has 604,251 of the vote or 49.43% votes total.President Trump has 592,813 of the vote or 48.50% votes total.That is a difference of 11,438.These are not the final results.In Clark County, the registrar of voters, Joe Gloria, said as of Thursday morning, they had more than roughly 50,000 mail-in ballots to count Thursday. There are also about 60,000 provisional ballots that his county needs to verify and count. All in-person votes were tabulated and reported already."That is a number I cannot tell you (how many ballots are left to count). I do not know how many ballots will come through the mail," Gloria said. When asked about the incident, Clark County's registrar of voters, Joe Gloria, said he is aware of the Stokke's claim, and feels confident in how it was handled. “I personally dealt with (her issue). She brought her claim to me. We reviewed her ballot, and in our opinion, it is her signature. We also gave her an opportunity to provide a statement, if she wanted to object to that and provide a challenge to that. She refused to do so. A member of the Nevada Secretary of State’s Office investigations team also interviewed her, and they had no issue with the assistance we tried to give her,” Gloria said.
