CINCINNATI -- Family members and friends said their final goodbyes to 16-year-old Kyle Plush at his funeral Monday. The teen died trapped inside his van at Seven Hills School last Tuesday, even after he pleaded with 911 operators to send help. Two Cincinnati police officers and a Hamilton County sheriff's deputy who searched near the school never found him. A Cincinnati City Council committee has a special meeting Tuesday afternoon to look into what happened. After Plush's death, the Cincinnati Police Department released a?computer-aided dispatch report,?Plush's calls and some dispatch traffic. It later released an internal review of the incident?after it was leaked to multiple news outlets. But the department has yet to explain exactly where its officers looked and what they did during their search for Plush. Nearly a week after the teen suffocated, numerous questions remain about what went wrong that day.The first 911 operatorStephane MaGee took the first 911 call from Plush. She couldn't communicate back and forth with him, because he said he could not hear her.MaGee indicated the caller was a female trapped in a van at the Seven Hills parking lot in "unknown trouble."Using latitude/longitude coordinates, she found Plush may be across the street from the school. She noted that location may be a thrift store parking lot in the dispatch report. Officers were dispatched to 5471 Red Bank Road, which is the parking lot across from the school where Plush was suffocating inside his Honda Odyssey. MaGee noted she used "Phase II" to find the location; "Phase II" is shorthand for a requirement, from the Federal Communications Commission, that wireless providers have to give 911 centers the latitude/longitude coordinates of cellphone calls. The latitude/longitude coordinates MaGee obtained were within feet of where Plush would be found dead later that night. Even though MaGee had almost the exact location of where Plush was found, a supervisor later wrote she should've used the school's name -- which would've sent officers to a less-exact location, at 5400 Red Bank. The officersRecords show Cincinnati Police Officers Edsel Osborn and Brian Brazile, riding double as Unit 2232, responded to the school to investigate Plush's first call. It's unclear if they ever came back on the radio to ask for clarification about the caller or vehicle. The officers noted they tried calling Plush back but didn't get an answer. Less than 11 minutes after arriving, they marked the assignment complete and were ready for a different assignment.Later that night, when Plush was found dead, another call went out for police to respond to Seven Hills School. Officers didn't yet know Plush was dead. Brazile and Osborn's unit, 2232, came on the radio to say they'd been there earlier in the day and found nothing."I think somebody's playing pranks. It was something about they were locked in a vehicle across from the school, we never found anything. But we'll respond and see what else we can find," one of them said in the radio transmission that night. That's what we know about the two Cincinnati police officers' actions. WCPO has requested numerous records, which have not yet been provided.Chief Eliot Isaac has not gone into detail about what the officers did at the school that afternoon. In a news conference Thursday, he never mentioned them by name. 3414

CHULA VISTA, Calif. (CNS) -- A San Diego County sheriff's deputy pleaded not guilty Wednesday to 20 felony and misdemeanor charges related to sex acts with underage girls, as well as attempts to meet up with minors for sexual purposes.Jaylen Devon Fleer, 27, was taken into custody by police last week following a nearly four-month investigation, Chula Vista Police Lt. Dan Peak said.Fleer, a member of the sheriff's jail and court-services unit, is charged with counts that include lewd acts upon a child, contacting a minor with intent to commit a sexual offense, and sending harmful matter to a minor. He faces 18 years and four months in state prison if convicted of all charges, according to the San Diego County District Attorney's Office. The case came to light April 9, when San Diego County Crime Stoppers received tips regarding an unidentified man who allegedly had engaged in sex acts with a juvenile, according to Peak."Investigators were able to identify the suspect and also determine that there were two additional underage victims," the lieutenant said, adding that the alleged offenses "had no nexus to (Fleer's) employment."The criminal complaint indicates there are four victims, identified as Jane Does 1 through 4. The alleged acts occurred between March 27 and April 8 of this year, the complaint alleges. The alleged relationships between Fleer and the victims has not been disclosed, and it was stated during Fleer's arraignment Wednesday morning that the victims do not know each other. While the general facts of criminal court cases are typically laid out in open court during arraignments when attorneys make bail arguments, those arguments were held in private during Fleer's arraignment.San Diego County Superior Court Judge Garry Haehnle said he had concerns about the privacy of the alleged victims, and asked members of the media to leave the courtroom while attorneys made their arguments regarding Fleer's bail. Public live-streaming of the proceedings, which have been broadcast over YouTube during the COVID-19 pandemic, was also halted while bail arguments were made.At the conclusion of the hearing, Fleer's bail was set at 0,000, and his next court date was scheduled for Sept. 29.During the investigation, Fleer, who has been with the Sheriff's Department for just over five years, was removed from a post at San Diego Central Jail and placed on desk duty, the agency reported. He had no on-duty contact with the public after being reassigned, officials said."Even though the allegation(s) had nothing to do with Fleer's duties as a deputy, they were so serious that all peace-officer authority was taken away from him," a department statement said. "The Sheriff's Department takes allegations of illegal activity by its employees very seriously. We hold all our deputies to the highest standards and will hold deputies who violate the law accountable." 2902

CHULA VISTA, Calif. (KGTV) -- A group of parents hosted a rally Monday evening calling on Chula Vista Elementary School District officials to reopen schools for in-person learning. Parents said they want the district to move forward with a phased reopening approach, a plan that was supposed to start on Oct. 26.However, the district halted the repoening plan at the beginning of October, citing concerns about rising COVID-19 cases in two specific ZIP codes -- 91911 and 92154.Parents argued that there is a safe way to go back to in-person learning, but they feel the district isn't ready. CVESD Superintendent Francisco Escobedo said he does want to get children back in the classroom and is hoping cases in those ZIP codes go down so they can reopen by the end of the year. He added that the district is still working with employee associations and labor groups in hopes of coming to an agreement so teachers can have everything they need to safely do their job. 976

CHULA VISTA, Calif. (KGTV) - Video shows a frantic rescue effort in Chula Vista after a car went off Interstate 5, leaving two adults and a child trapped upside down. “We got a kid! We got a kid! Oh my god,” said Jay Corona, one of the good Samaritans who rushed to help when they spotted the overturned car near H Street around 10 a.m. Corona and his girlfriend Priscilla Valdovinos were on their way to a salon when they came across the wreck. “I was shocked, I was nervous, I was scared, all that,” said Valdovinos. "Somebody's in there. Somebody's in there."Smoke was rushing from the muffler so furiously Corona thought the car would explode. He saw the family hanging upside down by their seat belts and was able to save a mother and her young child. However, the front door of the sedan was stuck. “It wouldn't open. Because it was really jammed. I just kept pulling and pulling, and then the next thing I know I yanked it open,” Corona said. “I got it open and [the grandma] was in the front seat like, traumatized. She was like, 'Help me please, my back is hurting.'” RELATED: Good Samaritan recovering after getting hit by carValdovinos and Corona said the sedan hydroplaned in wet weather. With the help of other drivers, Corona escorted the grandmother back to the roadway. She was shaken up, but not seriously injured. Corona, who works as a security guard at a North Park bar, says his training kicked in. “I was very proud. He makes me proud every day! I fall in love with him every day, but today I told him, this is one that I'll remember,” said Valdovinos. The couple was struck by how many other people stopped to help.
