SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires. We look forward to reaching a final agreement with the Governor and Legislature that meaningfully addresses the crisis posed by wildfires. She is hoping to spend her winter break as a Target sales associate.“I just needed some extra cash just to pay the bills,” Gonzalez said. She said she needed the cash to continue paying for college, as she studies to become a Physician’s assistant. “I thought Target would be a great opportunity because I love shopping here,” Gonzalez said. Companies like Target are offering seasonal hiring incentives to those who already love their stores. Target’s include a 10% employee discount, 20% off healthy foods like fruits and vegetables, and an hour, which is above the state minimum wage. After a morning of paperwork and interviews, Gonzalez found out she got the job.With the popularity of online shopping warehouses and shipping centers are hiring seasonal workers as well. So are delivery and logistics companies. UPS will hire 100,000 full and part-time employees, while FedEx plans to hire 55,000 workers this season. 1732

She's not sure how much more she'll be able to afford. "I feel like the city's slowly pushing me out," she said.Now, the rent's getting so high that it's near a tipping point for thousands of San Diegans. More than half of those who responded to a recent 10News Union-Tribune scientific poll said they'd seriously considered leaving California in the last year.  </p><p> The average rent is now ,887 a month, up 8 percent from a year earlier, according to Marketpointe Realty Advisors. And CoreLogic reports the median home price in the county is now about 0,000. "That's a problem for everybody, and I think everybody feels that," said Rick Gentry, who heads the San Diego Housing Commission, which oversees affordable housing in the city. </p><p><strong>HOW DID WE GET HERE?Gentry describes something of a perfect storm when it comes to housing in San Diego -1) There's not enough housing for the middle class.2) There aren't enough resources for low-income individuals.3) The current market has already swallowed up the glut of homes built during the housing bubble before the market crashed in 2008. "And that means the marketplace has gotten that much more expensive and that much tighter," Gentry said. "There's no place to move to."Gentry added turnover has declined drastically at the 3,400 affordable apartments the commission manages, and the section 8 voucher waiting list has ballooned to 80,000. Plus, San Diego County continues to grow with more jobs - employers added 27,000 new payroll positions in the last 12 months. Meanwhile, developers in the county only pulled permits for 10,000 new homes. "It takes a long, long time to get approvals for buildings to put new product online," said Mark Goldman, a real estate lecturer at San Diego State University. "There are more and more impact fees that makes it more expensive, there's a limited amount of land to do it."Goldman said it's a very complicated, risky business to start with a piece of vacant land and try to put a lot of housing on it.He said the amount of time that it takes given environmental review, regulations, and delays raises the cost of projects - to the point that some developers just drop it. WHAT WILL SOLVE THE CRISIS?There is movement in the works to spur development, including a region-wide plan to encourage development along transit routes. SAN DIEGO (KGTV) - The City of San Diego is one step closer to approving the 6.5M purchase of two hotels to permanently house homeless people living in the convention center.When the pandemic hit in March, the Bridge Shelters and Golden Hall were cleared out and about a thousand people were brought into the convention center, according to the mayor's office.The emergency setup allowed for proper social distancing, and resources to request PPE and other supplies.The convention center will be emptied in December to prepare to open for events when it is safe.Since the pandemic, downtown has looked different according to Marshall Anderson, Vice President of Government Affairs with the Downtown San Diego Partnership."I would encourage all of you to walk around downtown so you can see just about how safe and livable it is at the moment ... For too long has downtown acted as the region's homeless shelter. It's nice to see another neighborhood bearing some of the responsibility for sheltering some of our most vulnerable," he said.The city plans to buy two Residence Inn hotels, one in Kearney Mesa, the other in Mission Valley. Together the hotels could house about 400 people and support tenants who are accessing services for mental health and substance abuse issues.During the city's Public Safety and Livable Communities Committee Meeting Wednesday, Mission Valley neighbors voiced their complaints."It's a bad idea, I am absolutely opposed to this project," a man who has lived in Mission Valley for 30 years said."My real concern is obviously the safety of my community but also the safety of the potential residents ... I am just opposed to this idea because it doesn't seem practical for the city and I feel like it opens the city up to a lot of liability in terms of motorist versus pedestrian accidents," a woman living in the same neighborhood added. She is concerned there is not enough transit or pedestrian infrastructure in the area.The people who would move into the hotels, according to the mayor's office, are stable and already accessing services for mental health and substance abuse. The office added there are already similar units in the area.The committee passed the plan to purchase the hotels and the item will go before the full city council on Oct. 13. 2299

Hotels and home rentals can drain a family’s savings. 10News reporter Jennifer Kastner found a local family that’s able to go jet setting without breaking the bank, thanks to a home exchange network.Dana Fallentine, her husband, and their four kids have been taking incredible vacations at an impressive savings. “[We’re talking] thousands and thousands and thousands of dollars,” she tells 10News. Fallentine found the website Love Home Swap, which connects users with homeowners around the world. Arrangements can be made to do temporary home trades.The fee is 0 a year. Compare that to the most recent average U.S. hotel price, which is 0 a night, according to Statistica. Members can swap homes or use points to stay in rental homes. For protection, phone numbers, email addresses and home addresses are not made visible on the website.The Fallentine family's most memorable experience was from a swap they did with an Italian family. The Italians got to the Fallentine's home the night before the Fallentine's flew off to the Italians' home in Rome.“I took them to Costco. They bought all this food and then they said, ‘Oh, we're going make you guys dinner.’ I’m like, ‘Totally! I’m not going to pass up a meal by real Italians. I mean, that's crazy!’”Fallentine says when her own family home-swaps, having access to another home’s kitchen is one of the biggest cost-savers.“If you're thinking about the food aspect, just to be able to cook your own food is amazing and [you have a] full kitchen with everything you need,” she adds.Another perk is having access to a home's laundry room.
