Money put into an FSA typically has to be spent that year, but with daycare facilities closed due to the pandemic and many health care visits postponed, this money went unspent for some people.Horseracing Integrity and Safety Act: The Horseracing Integrity and Safety Authority will be able to come up with and implement horse and racetrack safety standards at a national level, according to FOX News. This would include things like barring horses involved in racing from receiving pain killers. Measures from the authority would be overseen by the Federal Trade Commission and enforced by the U.S. Anti-Doping Agency."Among the required elements of the horseracing safety program are sets of training and racing safety standards consistent with the humane treatment of horses, a system to maintain track surface quality, programs for injury and fatality analysis, investigation and disciplinary procedures, and an evaluation and accreditation program," the bill says.NASCAR: Tax breaks for auto-racing tracks, like those used for NASCAR, were set to expire at the end of the year. The bill will extend them.Pakistan: At least million is being set aside for programs in Pakistan, broken down as “not less than ,000,000 shall be made available for democracy programs and not less than ,000,000 shall be made available for gender programs.” Although there are not a lot of details in the bill itself, gender equality is a component for development of Pakistan, according to the United Nations Population Fund.Smithsonian museums: The government bill sets aside funding for two new Smithsonian museums; American Women’s History Museum and National Museum of the American Latino.“A comprehensive women’s history museum would document the full spectrum of the experiences of women in the United States, represent a diverse range of viewpoints, experiences, and backgrounds, more accurately depict the history of the United States, and add value to the Smithsonian Institution,” the bill states in establishing the new Women’s History Museum.The National Museum of the American Latino will help visitors “to learn about Latino contributions to life, art, history, and culture in the United States.”Tibet and the Dalai Lama: The bill sets out the objectives of the special coordinator for Tibetan issues, to “promote substantive dialogue without preconditions, between the Government of the People’s Republic of China and the Dalai Lama … that leads to a negotiated agreement on Tibet.” Also to coordinate with other countries to this end, and to promote the human rights of the Tibetan people.It also states this representative of the U.S. should ensure that the identification and installation of any future Dalai Lama be determined by the Tibetan Buddhist faith community. (KGTV) -- Raad and Nisreen Stephan have owned Giant Pizza King in Bonita for 22 years.Nisreen Stephan said their store is their livelihood and only source of income."We are here seven days a week," Nisreen Stephan said. Their kids, now grown, also used to help out in the store.They say they are being forced out because of a dispute with their landlord. A drive-thru Starbucks is planned to replace their store, according to the Stephans."It is very stressful. Imagine that you are here for 22 years... and all of a sudden, they want to kick you out of your place," Raad Stephan said.He said the owners of the Bonnie Brae Center want them out to make room for the new Starbucks. The current Starbucks location is already in the same plaza at the corner of Central and Bonita Road."It is nonsense because Starbucks now, their location is the best in the shopping center," Raad Stephan said.The dispute will now play out in court. In the unlawful detainer lawsuit filed by Alcott Estates, L.P., it states that the lease expired in June 2016. Raad Stephan said he signed a lease that gave him the option of a five-year extension and the shopping center owners are not honoring that. Bicycle injury accidents have ticked up in the city of San Diego this year, as the city has seen thousands of dockless bikes appear across its neighborhoods since January.New city data shows that there were 130 injury accidents involving bicyclists through May 1, 2018, up from 102 in the same period of 2017.A San Diego Police spokesman said it would take more research to determine whether the uptick is related to dockless bikes. However, the data shows that some parts of the city are seeing fewer incidents, while others are seeing more. Hillcrest, for instance, has seen improvement. By May 1, 2017, there were already seven injury accidents in the heart of the neighborhood. This year there have not been any.However, there has been an increase on Mission Boulevard along the coast, which has no bike lane and can get narrow. In 2017, there was just one injury accident on the boulevard. Through May 1, that number was up to six. Claire Mathena, who lives in Hillcrest, said she can't afford a car but the dockless bikes help her get around."Everyone's in a hurry, I just don't think people are paying attention. I just don't think it has anything to do with the dockless bikes," she said. Meanwhile, others, like Stephan Vance, choose to commute daily by bike. (AP) — A Georgia judge has denied bond for the white father and son charged with murder in the February slaying of Ahmaud Arbery.Superior Court Judge Timothy Walmsley said Friday that he's concerned Gregory McMichael and his adult son, Travis McMichael, took the law into their own hands and endangered neighbors when they pursued the 25-year-old Black man with guns and shot him in a residential street in February.Defense attorneys say the McMichaels had reason to suspect Arbery was a burglar and Travis McMichael was defending himself when he shot Arbery in the port city of Brunswick.During a hearing Thursday, prosecutors said Travis McMichael had previously used racial slurs in text messages and on social media.Prosecutors asked the suspect’s friend, Zachary Langford, on the witness stand about a text in which McMichael used a slur for Black people. At first, he said he didn’t recall receiving the message, but after reviewing a transcript of the exchange, he said “He was referring to a raccoon, I believe,” The Associated Press reports.Attorneys for the McMichaels have died any racist motives in the shooting.The McMichaels were not arrested until May, when the Georgia Bureau of Investigation stepped and charged them with murder and aggravated assault.There was mounting public pressure for justice in the case after video was released of the deadly incident. The case gained attention nationwide during the summer’s protests over racial injustice.The man who filmed the video, William Bryan, was also later arrested and charged with murder and criminal attempt to commit false imprisonment, according to The New York Times.In June, The Times says a grand jury returned an indictment with nine counts against all three men.
