SAN DIEGO (KGTV) — Border officials seized more than 10 tons of marijuana hidden behind a cargo shipment at the Otay Mesa Port of Entry this week.At about 9 a.m. Monday, an agent with U.S. Customs and Border Protection was inspecting a truck with a manifested shipment of "plastic garment hangers." The vehicle was referred to a secondary inspection where an x-ray machines would continue the inspection.During the secondary inspection, officers detected an anomaly which prompted another examination this time with a canine. The canine alerted officers to the vehicle's trailer, where a search led to 858 plastic-wrapped packages stacked to the trailer's ceiling behind cargo.RELATED:Border Patrol arrests teen with toy car at U.S.-Mexico borderMother tries to smuggle meth with young children in SUV, Border Patrol saysBorder officials say the wall is working, drug smuggling shifting to the seaCBP officers said the packages tested positive for marijuana. SAN DIEGO (KGTV) - City of San Diego crews spent Monday preparing for the first significant rainfall since May. “With the first rains of the season in the forecast, crews are busy clearing critical drains, putting no parking signs along flood prone streets and installing backup generators for the City’s crucial storm water pump stations,” the City of San Diego posted on twitter. "During the rains, 15 crews from the City's Storm Patrol will be actively patrolling, monitoring areas in the city and responding to instances including temporary flooding and downed trees or tree branches," added city spokesman Anthony Santacroce. The heaviest rain is expected overnight Tuesday through the day Wednesday, according to 10News meterologist Megan Parry. RELATED: Megan's Forecast: Hot today followed by rain“Rainfall accumulations will average between 1 to 1.50" for the coast and valleys with some mountain areas getting closer to 2" while the deserts will pick up between .10 and .25" of rain,” Parry said. San Diego most recently had measurable rainfall on Sept. 28 but the amounts were small, Alex Tardy of the National Weather service reported. The last time “people would have had puddles in their yards” was May, Tardy said. The City of San Diego said Monday that up to 10 sandbags per person would be available at the following locations for anyone with proof of residency. Standley Recreation Center, 3585 Governor Dr., University City Robb Athletic Field, 2525 Bacon St., Ocean Beach Golden Hill Recreation Center, 2600 Golf Course Dr., Golden Hill MLK Recreation Center, 6401 Skyline Dr., Skyline Scripps Ranch Recreation Center, 11454 Blue Cypress Dr., Scripps Ranch North Clairemont Recreation Center, 4421 Bannock Ave., Clairemont Allied Gardens Recreation Center, 5155 Greenbrier Ave., Allied Gardens San Ysidro Community Activity Center, 179 Diza Rd., San Ysidro City Heights Recreation Center, 4380 Landis St., City HeightsSnow is also expected in certain parts of Southern California. #Snow? say what? it is hot right now, yes offshore flow from the Baja system continues but a cold polar storm is dropping down from the north for Tuesday and Wednesday and the 2 will merge for rain, thunder and then cold and mountain snow on Wednesday! #CAWX pic.twitter.com/bj4Bp4VE7n— NWS San Diego (@NWSSanDiego) November 18, 2019 2341

SAN DIEGO (KGTV) – Californians voted to pass Proposition 22 – reclassifying rideshare drivers as independent contractors. But, companies like Uber and Lyft are still battling lawsuits from the state claiming billions in wage theft. The legal battle over rideshare drivers did not end with the passing of Prop 22. The California Labor Commissioner is still suing gig companies for not following current law which classifies drivers as employees instead of independent contractors. The Labor Commissioner’s Office is seeking billions for unpaid minimum wage, overtime, sick leave, and business expenses.Nicole Moore with Rideshare Drivers United led the fight against Prop 22. She says since the new law is not retroactive those lawsuits still stand.“This is about back pay that under the law as it was over the last three years, those drivers are still owed that money,” said Moore. “It was .3 billion that were owed to those drivers. Half of that is damages but the other half is just straight pay that under labor law.”Some drivers had to file for unemployment when the pandemic hit, including those with pre-existing conditions hoping to limit exposure to the virus. Others are unable to drive since they have to stay home with kids now out of school for distance learning.Moore says those unemployment protections won’t last once the new law takes over.“If you don’t have unemployment that’s when people become homeless, that’s when kids go hungry. We need that safety net as workers,” said Moore. As San Diego moves into the state’s purple tier, Tonje Ettesvoll says she’ll have to limit hours to reduce her risk of exposure. She says the move for her own safety may prevent her from qualifying for benefits under Prop 22.“I will not be doing my 60 hours a week. I’ll be doing maybe 30 so I may be one of those people who don’t qualify and will have to be on Medi-Cal,” said Ettesvoll. “And that is an expense that’s not Uber’s and Lyft’s. That is an expense that’s the taxpayer’s and I think that’s very unfair.”Uber and Lyft both declined to respond to our inquiry on the pending lawsuits. Uber did send us this statement: 2136

SAN DIEGO (KGTV) — At least two teachers are on leave pending investigations at Southwest Middle School in Otay Mesa West. A spokesperson for Sweetwater Union High School District confirms the investigations, saying the teachers are not allowed on campus at the current time.10News uncovered the investigations when a viewer reported that his daughter had been interviewed in the case. He says an assistant principal questioned her about one teacher's behavior, including conduct that could be considered sexually inappropriate. The father, who asked 10News not to use his name, says he's upset that he was not notified by the school before his daughter was brought in for questioning. "I would have preferred my wife to be there, or I could have had the chance to say no, I don't want her interviewed because these are very serious, morbid conversations to have with 12-year-old girls," the father said.He says the only communication he has had from the school is a robocall voicemail the day after the questioning to notify him that it had occurred and suggesting he ask his student about the topics discussed.A district spokesperson says they are limited in what information can be released by privacy and personnel issues. 1233
