SAN DIEGO (CNS) - A convicted rapist wanted in New York for violating his parole by leaving the state pleaded not guilty Monday in a San Diego courtroom to burglary charges. Dale Dulac, 57, faces charges in San Diego of auto burglary and possession of stolen property, according to the District Attorney's Office. Dulac is being held on 0,000 bail for the San Diego charges, said George Modlin, deputy district attorney. But he also remains jailed as a fugitive from New York, where authorities say he violated the terms of his parole on Sept. 20 by leaving the state. San Diego police arrested Dulac Friday after officers recognized him walking in the 1500 block of Imperial Avenue. New York authorities said last week that Dulac had been spotted at a San Diego bus station and in San Marcos. According to media reports out of New York, Dulac was released on parole in 2015. SAN DIEGO (KGTV) — Cold, windy, and rainy conditions have prompted the San Diego Housing Commission to activate inclement weather shelters this New Year’s Eve. The commission activates the Inclement Weather Shelter Program when temperatures drop below 50 degrees, the chance of rain is higher than 40 percent or in the case of sustained high winds. The program is a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. The commission also funds the program. Father Joe’s Villages tells 10News they can take in an additional 170 people this New Year's Eve, including children.They will convert two dining halls into temporary shelters, filling them with cots. “When you’re out there in the rain and you get wet and then this cold air, you feel a chill in your bones, that’s what those on the streets experience,” said Deacon Jim Vargas, President and CEO of Father Joe’s Villages. Issa scheduled a news conference for Thursday and will announce he's seeking the seat held by fellow Republican and longtime-U.S. Rep. Duncan Hunter, who is running for re-election while under indictment on corruption charges, said Larry Wilske, a retired Navy SEAL and Republican also running in Hunter's San Diego-area district.In an interview with The Associated Press on Wednesday, Wilske said Issa told him he will run. SAN DIEGO (CNS) - A fire that erupted in the attic of a Rancho Penasquitos home early Monday displaced seven residents, but nobody was hurt.The blaze was reported shortly after 12:45 a.m. at the two-story house in the 8400 block of Corte Fragata, off Carmel Mountain Road north of state Route 56, according to the San Diego Fire-Rescue Department.One person in the home told dispatchers the residents smelled smoke and saw smoke coming from the attic, SDFRD spokeswoman Monica Munoz said. Crews knocked down the fire within 25 minutes and kept the flames contained to the attic area, but the house sustained smoke damage, she said.The American Red Cross was called in to help the displaced residents -- four adults and three children -- arrange for temporary lodging.The cause of the fire was under investigation. 821
